BRIEF PROFILE OF THE LGU

● The LGU is one of the municipalities in the 2nd District of Samar Province

● Specifically 12 degrees and 04 minutes latitude and 125 degrees and 12 minutes longitude

● The LGU is located 19 kms. from Catbalogan City the Capital of Samar Province and 87 kms. from TaclobanCity the Regional Capital of Eastern Visayas

● 4th class municipality in terms of income and highly dependent to IRA (Internal Revenue Allotment)

● Total land area of 24,700 hectares and composed of 30 barangays

● Total population of 15,561 with 2,973 households

● Considered GIDA (Geographically Isolated and Depressed Area)

CBMS IMPLEMENTATION RATIONALE

● Awareness of the poverty level of every barangay in the LGU

● Assist in formulating appropriate interventions and resource allocation

● Identify eligible beneficiaries● Enhance the Ecological Profile of the LGU● Encourages CSO’s participation in

development planning● Complement DILG MC No. 2004-152 re

“Guide to Local Government Units in the Localization of the Millennium Development Goals”

● Complement DILG MC No. 2003-92 dated April 29, 2003 re “Policy Guidelines for the Adoption of the Core Local Poverty Indicators in Planning”.

CBMS IMPLEMENTATION BACKGROUND

● Introduced to the LGU in January 2008● MOA signed between CBMS Network

Coordinating Team, DILG and LGU in the later part of March 2008

● 1st round of CBMS implementation in June 2008 which covers the 30 barangays of the LGU, completed the whole process except the generation of poverty map due to software technical problem

● 2nd round in March 2012, completed the process from data collection, encoding, digitizing, processing and generation of output

● Data available are CBMS statistics simulation and poverty map

● Currently the planning office is maintaining the CBMS data

USES OF CBMS IN THE LGU

● CBMS data input to CDP, CLUP and other development plans

● CBMS is management tool in policy decisions, programming and budgeting

● MDRRM Council use CBMS in programs preparation

● CBMS is use as secondary data in the social preparation of special projects such as; KALAHI-CIDSS, PAMANA, BuB-LPRAP among others

● All stakeholders have access to CBMS data through the Municipal Planning and Development Office

● Result of CBMS is disseminated by the TWG through a meeting called for the purpose, and also during MDC, MDRRMC and other local special bodies meetings

USES OF CBMS IN POST DISASTER OPERATIONS

● During the preparation of post disaster program, CBMS data was very useful in identifying vulnerable households for their location, type of housing materials and vulnerable persons

● We use the poverty incidence data in targeting the beneficiaries in our relief operation

● Validation of damage assessment made easy with the use of CBMS data

USES OF CBMS IN POST DISASTER OPERATIONS

● Damaged and needs assessment was immediately accomplished by the field volunteers with the help of CBMS data of type of housing materials and location

● Identification of target beneficiaries in post disaster program of the LGU through the CBMS data

● CBMS data was very useful in the development of programs, interventions needed of the families affected by the disaster

USES OF CBMS IN REHABILITATION PLAN PREPARATION

● Implementation of no build zone policy

● Provision of Resilient Multipurpose Evacuation Centers in clustered barangays

● Establish effective communication system

● Mangrove reforestation● Assistance to Farmers and Fisherfolks

● Assistance to identified families whose house was damaged by typhoon Yolanda, 139 totally damaged and 663 partially damaged

CHALLENGES ENCOUNTERED

● Respondent is hesitant to provide accurate information particularly the household income, some taught the survey is for taxation purposes. We tapped the help of barangay officials to explain further the purpose of the survey

● Limited financial resources, there are other priority social services of the LGU that needs to be addressed. For the 2nd wave of implementation, the LGU adopted the cost sharing scheme with the provincial government

● Lack of manpower to handle the program. To complete the process, we hired technical job order contract employees during enumeration and encoding stages.

RECOMMENDATIONS AND NEXT STEPS

● Result of CBMS is very important in disaster operation where time is an essence

● Issuances mandating the full implementation of the CBMS program in the LGU and providing the necessary financial, manpower and equipments resources in the implementation of CBMS program

● Given our experience, enhance proper dissemination of the CBMS result to all stakeholders, particularly the municipal/ barangays officials as decision makers in the LGU. So that actual condition of the community will the considered in the formulation of development plans

RECOMMENDATIONS AND NEXT STEPS

● Comply with the implementation of CBMS program every 3 to 4 years

● Encourage municipal and barangay officials in the utilization of CBMS results in their policy decisions, programming and budgeting

● Enhance the IEC of the CBMS result through the posting of poverty map in every barangays of the municipality
