1) The purpose of the survey is to obtain detailed statistics on

energy consumption in households in the main areas of use: for

heating, hot water supply, cooking, lighting, which in future will be

submitted to relevant bodies of state administration for developing

regional policy towards improving the energy supply of households ,

energy saving technologies, compensation for costs associated with

the increase in tariffs for the population.

2) Logical connection between questions.

For example:

If the respondent chooses "Central heating“ to question 8 "Which

type of heating is mostly used in this dwelling?", then with high

probability to question 6, "Which type of hot water supply is mostly

used in this residential area?" option "central hot water“ should be

indicated.

3) Description of all fuels used in the household with examples of

their use in residential and non-residential premises and an

average weight of the most commonly used volume units.

For example: Peat briquettes (fuel briquettes) are solid fuel, resulting from briquetting peat. The

average size of the briquette is 150x70x60 mm. Sale to the population is mostly carried

out in the weight units: tons and kilograms. 1 peat briquette weighs about 700 grams or 0.7 kg;

1 bucket of peat briquettes weighs about 9 kg (13 pieces).

Examples of using in a dwelling include furnaces and boilers on solid fuels, fireplaces,

small stoves; in non-residential premises - freestanding stoves for cooking animal feed,

small stoves in garages and sheds (exception - any use of fuel associated with the

respondents’ entrepreneurial activities).

4) Standard-reference information.

Prices (tariffs) for natural and liquefied gas, and electricity for the

population;

average rates of gas consumption for the population for cooking,

hot water, heating;

average consumption rates electricity for residential consumers;

standard allowance per household per year at fixed retail prices of

firewood, coal and peat briquettes.

Successful experience:

obtaining detailed data on final energy consumption by households, which can be used by public authorities for the purposes of analysis and management decisions;

practical experience conducting sample surveys that can be

used in organizing energy consumption surveys in other sectors of economy;

study of international experience, new methodological

approaches to assessing the energy consumption of the population which is sure to be reflected in developing a new system of energy efficiency indicators
