APPROVING THE REVISED TIME FRAME FOR COMPREHENSIVE LAND USE PLAN/S AND ZONING ORDINANCE/S AND THE PERIOD FOR

THEIR REVIEW, UPDATING AND AMENDMENT, AMENDING FOR THE PURPOSE RESOLUTION NO. 906, S. 2013, "ESTABLISHING THE TIME

FRAME FOR COMPREHENSIVE LAND USE PLAN/S AND ZONING ORDINANCE/S AND THE PERIOD FOR THEIR REVIEW,

UPDATING AND AMENDMENT"

WHEREAS, HLURB Resolution No. 906, S. 2013, established the time frame for Comprehensive Land Use Plants (CLUP/s) and Zoning Ordinance/s (ZO/s) and the period for their review, updating, and amendment;

WHEREAS, the said Resolution provided a maximum time frame (planning period) of Nine (9) YEARS for a CLUP, subject to review, updating and amendment by local government units after THREE (3) YEARS from its date of approval without prejudice to an earlier review, updating and amendment, as the need arises; providing further that the ZO shall be so amended in accordance with the updates or changes in the CLUP;

WHEREAS, it has been observed that some CLUPs submitted to the Board for its approval/ratification have provided different time frames and periods for review, updating and amendment;

WHEREAS, there is a need to standardize the time frame (planning period) for all CLUPs and the period for their review, updating and amendment; for the information and guidance of local government units, development planners, consultants, non-governmental organizations, the concerned community, and all relevant stakeholders;

WHEREFORE, be it RESOLVED as it is hereby RESOLVED that the maximum time frame (planning period) for a COMPREHENSIVE LAND USE PLAN (CLUP) be, as the same is hereby AMENDED from Nine (9) to Ten (10) Years.

BE IT FURTHER RESOLVED, that without prejudice to the earlier review conducted, if any, the local government units shall review their respective CLUPs and Zoning Ordinance to ensure responsiveness and relevance, by observing the following, to wit:

1. The City/Municipal Planning and Development Office with the support of the Local Zoning Review Committee shall start with the mandatory review of the CLUP and Zoning Ordinance not later than the 7th year of the planning period;

2. With the approval of the Sangguniang Bayan or Sangguniang Panlungsod and City/Municipal Mayor, the revision or updating of the CLUP, if warranted, shall also commence on the 7th year of the planning period;

3. The final draft of the updated or revised CLUP and amended Zoning Ordinance shall be presented for approval on the lOth year of the CLUP's planning period to the City/Municipal Development Council and Sangguniang Panlungsod/Bayan.
