HOUSING AND THE NDIS: THE ROLE FOR COMMUNITY HOUSING PROVIDERS Hume Housing is one of the largest housing providers of SDA accommodation within NSW and currently manages 137 shared homes and over 550 customers.
During this presentation Peter and Scott will share their experience both operationally and design and
development of SDA Homes, including:
• Managing the transfer of Government shared homes to the CHP provider including contracts
• Design and Development of SDA Properties
• The ongoing operational management of SDA properties including vacancy management, asset management etc.

Mr Mike Allen is the former Chief Executive of Housing NSW, Department of Family and Community Services and past Chair of the former Housing and Homelessness Ministers’ Advisory Committee.
Mike has accrued over 30 years experience in social housing management, asset management and client service delivery, including community and Aboriginal housing.
In the 2011 Australia Day Honours, he was awarded the Public Service Medal in recognition of his outstanding and meritorious services to the community and for his strong commitment to the values and principles of social housing and providing high quality housing services for those most in need.

Living Co-Operative (SILC)
Steve is the father of Patrick, a 29 year old man with autism. Patrick was one of the original 12 students at Giant Steps school when it opened in 1995. Steve was one of the parents who set up the school, which helps educate children and families experienc ing autism, to alleviate associated stress.
Steve also helped establish PaRA Co -operative, a family -governed model for Patrick and his two housemates in Chatswood, Sydney from which SILC evolved.
Upon seeing the success of the PaRA model, Steve was instrum ental in establishing SILC. His aim for SILC is simple – to share what he’s learned so other people with disabilities can live in a home of their choosing, in their communities surrounded by friends and family. He is energetic, approachable and brings simplicity to the most complex of problems.
Steve is an executive coach with a background in teaching and banking.

DAVID BRAZEL

David Brazel is 35 years old, the eldest of 3 children and was born with cerebral palsy. Cerebral palsy is a condition which means David has problems with balance, fine motor skills and speech.
David attended Kindergarten to Year 12 at Allambie Special School and got his School Certificate in Year 10 through Distance Education and a Life Skills Higher School Certificate in Year 12.
After leaving school in 2003 David worked as a process worker for Packforce, an Australian Disability Enterprise owned by the Cerebral Palsy Alliance.
Leaving Packforce in June 2018, David moved to the NSW Central Coast to be closer to his parents. Unfortunately, David has been unable to obtain work since moving to the Central Coast and is now involved in a Day Program 3 days per week.
When at school, David enjoyed radio and drama and performed in a wheelchair dance troupe at the Schools Spectacular at the Sydney Entertainment Centre in 1999.
David lived at home with his parents until he was 31 years old and since receiving NDIS funding 4 years ago in March 2016, has lived independently in his own accommodation with the assistance of 24/7 in home care. David's NDIS package does not cover all of his costs and, because of the lack of funding, only lives in his own home 5 nights per week, and the other 2 nights per week he still lives with his parents.
David currently lives in a NSW Department of Housing Villa which is not ideal for his physical disabilities because it was n ot purpose built for a person with a disability and there are access problems for David gaining entry into and being able to exit from his unit.
David has recently been conditionally approved for SDA Accommodation in a new apartment being built in the Gosf ord CBD which is due for completion in early to mid -2020.

Anne Bryce has spent over 30 years working within the Disability, Human Services and Health sectors, advocating strongly for the need for people with a disability to have choice and control.
Anne has held numerous regional, state and national positions hav ing been a former member of the National Disability Services Board. She is a member of the AICD and Stanford GSB Alumni, and recently attended the highly acclaimed Stanford Executive Program in California.
Career highlights to date include leading the tran sformation of Achieve Australia in to a well -profiled, provider of choice for the government, demonstrating 20x growth in annual budgets over 15 years while leading a number of complex devolutions including Marsden Rehabilitation Centre and Crowle Home. Anne also worked with colleagues to establish Alliance20, a coalition founded to improve industry engagement with Government in relation to NDIS.
LINDSAY KELLY CEO & Director

Having lived with three generations of family with different disabilities, Lindsay has witnessed best possible living outcomes because of the warm embracement of supports in stable homes.
More than two decades ago whilst a corporate executive, he commenced his involvement as a volunteer in the rapidly growing community housing sector. He became a thought -leader when the sector evolved through accreditation, then registration, and then managing growth. He was a co -author of the 2007 NSW growth strategy for community housing.
During these times Lindsay committed himself to a personal vision of secure housing being one of the most important foundations for the disadvantaged to get back on their feet.
More recently he was a non -executive director and then an executive in the highly respected Link Housing Ltd, a Tier 1 Community Housing Provider in northern Sydney.
The birth of the charity Independent Living Villages Ltd (ILV), resulted from the recognition by the NDIS that purpose -designed homes for people with disabilities was an essential requirement for t hose with extreme functional impairment and/or requiring very high support needs.
Lindsay’s though-leadership in specialised housing continues with ILV.

Peter has over 15 years’ experience in the community housing sector managing all areas of the community housing business.
Prior to joining Hume, Peter held senior roles at Evolve Housing, Ansett Australia and Defence Housing Authority managing the asset portfolio and acquisitions. In his role at Defence Housing he was responsible for acquiring properties; these properties were then placed on the sale and lease back program. In his role as Operations Manager for Ansett Australia he was part of the development team that constructed the new domestic terminal (now the domestic 2 terminal).
Whilst Peter was the CEO of Western Suburbs Housing he was instrumental in the merger of Western Suburbs Community Housing and Cumberland Community Housing to create Evolve Community Housing. On behalf of Evolve he secured over 48 million dollars through a number of tender processes to deliver 190 units over a two year period using both Debit Equity and Social Housing Growth Funds. Peter led the development team to construct six developments, constructing three unit blocks consisting of 91 units as well as developing the first platinum level group home in Australia. As Part of the Hume team Peter has developed over 120 properties for both affordable and Social housing. As part of the Hume team, Peter helped secure Hume 2200 properties in social management transfer, being the largest transfer in Australian History. He also secured 136 shared homes for people living with a disability, Peter worked on the Liveable Housing Australia SDA Design Standards Industry Reference Group which has produced the new standard for SDA design homes. Peter has been an integral player in the SDA space since the NDIS commenced and has a wealth of knowledge in the design requirements of SDA properties.
Peter has signed over 700 property management agreements for both Hume and Evolve securing private development units under NRAS and the Affordable Housing SEPP.

Toni McInnes is the Director of Housing, in the Market, Provider and Sector Development Group of the National Disability Insurance Agency. Since joining the NDIS nearly 4 years ago, Toni has worked specifically to implement Specialist Disability Accommodation as a funded support under the NDIS. This involves wo rking with the existing and emerging SDA market to achieve the best possible outcomes for participants of the NDIS. With a background in social housing and homelessness, Toni is passionate about ensuring that SDA meets the once in a lifetime opportunity fo r reform that the NDIS brings.
SCOTT MCPHILLIPS

Scott commenced with at Hume Community Housing Association in early 2019 as Senior Manager – Housing For People with Disability, and is responsible for the leadership of Hume's Housing For People With Disability Team.
Scott offers a history of success in a vast variety of Disability Services ranging from Supported Independent Living , Community Participation and Specialist Disability Accommodation at an operational and executive level.
By applying strong strategic acumen, Scott has lead organisations to thrive through dynamic transitions into the NDIS space with a focus on service development and measurable improvements in quality of life for the people he supports.
With a core focus on customer service, Scott advocates for all people with a disability to be the drivers of change within their own lives and works collaboratively with all stakeholders to ensure that Humes services are person centred and meaningful to the individual.

GRETTA SEROV

Gretta Serov is a twenty -eight year old woman from Western Sydney. An active person, Gretta holds a Bachelor of Arts Degree, has two jobs in the disability sector, is starting a motivational speaking business, enjoys horse riding, scuba diving, indoor skydiving, and runs a blog 'On Our Own Trac ks'.
Gretta hopes to soon be a resident of AccessAccom’s new apartments in Sheffield Circuit in Penrith.
Ever since Gretta was about sixteen, she has been constantly looking into ways to move out of home, just like her peers. Due to having severe Cerebral Palsy, affecting her mobility, communication and fine motor skills, Gretta and her amazing support network have explored every option available, such as, living with abled bodied friends or in a suitable group home.
When Gretta found out that there was apartments with onsite support she was excited as this was the perfect option, in both the type of care and the location of Penrith .

From the inception of the NDIS, Mel has supported development of knowledge of Specialist Disability Accommodation and other NDIS housing supports through roles in a large faith -based NGO, Community Housing peak body, Summer Foundation, and most recently through the establishment of a successful private consulting firm (NDIS Housing Cross -Sector Solutions).
Mel is thrilled to be involved in founding the Specialist Disability Accommodation (SDA) Alliance as the General Manager, enthusiastic about the future for SDA, and looking forwar d to collaborating with you.

Helen has extensive experience as a property professional specialising in social, affordable and age -specific housing both in Australia and in the UK.
She is currently consulting with AccessAccom, a start -up provider of Specialist Disability Accommodation.
She was previously Director of Independent Living and Affordable Housing, at Uniting where she brought NRAS And SAHF funding into the organisation.
In the UK Helen was CEO of a charitable Housing Association in Central London. Helen is a Chartered Surveyor and was a Director of Bridge Housing Association for 14 years.

Robin Zakharov has worked in the social and affordable housing sectors for most of her 30+ year career. She has worked in policy and program roles in state government in Victoria and Queensland, as well as working as an independent housing consultant. Robi n is currently a senior policy advisor with the Summer Foundation, based in Melbourne, which is working to help young people with disalibty and complex needs to access high quality support and housing options. Robin is a past Queensland director of the AHI and a past editor of HousingWorks .
