WHAT IS A QUALITY OPEN ACCESS

JOURNAL?

• What is Quality Open Access?

• What is Quality Publishing?

• What is Quality Science?

Page 7: How to be recognized as a quality oa journal final

WHAT IS QUALITY OPEN ACCESS?

• Free and (almost) unrestricted access

• Adherence to the BOAI definition

• No Embargoes

• No Hybrid Journals

• Copyright ownership clearly described

• Use of open access licensing like Creative Commons or equivalent

The BOAI Definition

Open Access is: a publishing system where all content is freely available without charge to the user or his/her institution. Users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the articles, or use them for any other lawful purpose, without asking prior permission from the publisher or the author.

WHAT IS QUALITY OPEN ACCESS?

Page 9: How to be recognized as a quality oa journal final

Open Access needs:

Legal Framework for Sharing• An Open Access Statement

• Licensing conditions defining usage rights

WHAT IS QUALITY OPEN ACCESS?

Page 10: How to be recognized as a quality oa journal final

Two Properties:• Quality Publishing

• Scientific Quality = Quality of the Articles

WHAT IS A QUALITY JOURNAL?

Page 11: How to be recognized as a quality oa journal final

• The Delivery of Technical Quality

• Adherence to best Publishing Practices

WHAT IS A QUALITY PUBLISHING?

WHAT IS A QUALITY PUBLISHING?

Page 13: How to be recognized as a quality oa journal final

The Principles1. Peer review process 2. Governing Body3. Editorial team/contact 4. Author fees5. Copyright6. Identification of and dealing with allegations of research misconduct7. Ownership and management

Editorial ”quality”QUALITIY AND TRANSPARENCY OF THE

EDITORIAL PROCESS The journal must have two editors (Arts & Humanities) or an

editorial board of 5 members, all members must be easily identified and have a good reputation

Specification of the review process Editorial review, Peer Review, Blind Peer Review, Double Blind

Copyright in perspective• Intellectual property right

• Copyright

• Publishing right

• Fair use

• License (definition)

COPYRIGHT AND LICENCING

Page 16: How to be recognized as a quality oa journal final

• Copyright for the author

• OR Copyright Transfer

• Licenses defining open access usage conditions

COPYRIGHT AND LICENCING

Page 17: How to be recognized as a quality oa journal final

What is a license?• Licensing means to grant a third party

(anyone else except the right holder) the right to use a copyright-protected work

• A license is a permission to use a work in specific ways

• Licenses can only be granted by copyright holder

• Copyright holder can be author or publisher

COPYRIGHT AND LICENCING

Page 18: How to be recognized as a quality oa journal final

• Non profit organization

• Legal framework for licenses (publications, music)

• Not patents, trademarks which are part of the intellectual property rights

CREATIVE COMMONS

CONTROL OF THE SCIENTIFIC QUALITY

OPEN ACCESS JOURNAL QUALITY: DOAJ, Scopus, WoSoPublishing Criteria, Citation Analysis, Impact Factor, Citation Distribution

OPEN ACCESS ARTICLE QUALITYo Peer-review, Impact Assessment

Impact Assessment NOT the Thomson Reuters Impact Factor

New Forms of Impact Assessmento Article level metricso ImpactStoryo Relative Citation Scores

What is wrong with the IF?

Page 23: How to be recognized as a quality oa journal final

• Weak relation with journal quality

• more than 75% of articles in a journal have much lower citations than the JIF suggests

• Biased towards English Language journals

• No relation with individual article quality

• No relation with scientist quality

• Inappropriate use for promotion, tenure, funding

WHAT IS WRONG WITH THE IF?

Page 24: How to be recognized as a quality oa journal final

For publishers: Do not use if for the promotion of your journal

For authors: It is not important where you publish but what you publish

For funders / employers: Do not judge scientists on where they publish or how much they publish

TOO MUCH IS WRONG WITH THE IF

Impact

Page 27: How to be recognized as a quality oa journal final

TEN PRINCIPLES

Among which6. Account for variation by field in publication and citation practices

8. the journal impact factor is published to three decimal places to avoid ties. it makes no sense to distinguishbetween journals on the basis of very small impact factor differences. Avoid false precision

LEIDEN MANIFESTO FOR RESEARCH

METRICS

Page 28: How to be recognized as a quality oa journal final

Must haves:• An Open Access statement

• Comply with the BOAI definition

• A peer-review process, and describe the kind of process

• An editor/editorial board with clearly identifiable members

• Licensing and copyright information

• Aims and scope

• Published a least 5 articles per year to qualify (DOAJ criteria)

QUALITY OPEN ACCESS JOURNALS

Page 29: How to be recognized as a quality oa journal final

Recommendations• Unrestricted copyright for the author• No exclusive publishing rights• No transfer of commercial rights• Clear licensing conditions• Preferably use of Creative commons licensing• Embedded licensing information with articles• Link to underlying data• No mention of IF, instead use journal citation

distribution plots
