Efforts by the Press & Dakotan to reach Shawn Foutch for comments on the process were unsuccessful. In September, Yankton County’s three state legisla- tors expressed appreciation to Daugaard for his consider- ation of the Foutch Brothers proposal and are still hoping for a positive outcome. “I appreciate the fact that the Daugaard administration has given us extra time to try to see if these buildings can be salvaged and once again put to good use,” said Rep. Mike Stevens (R-Yank- ton). “I am hoping that the economics of the matter re- sult in a win-win situation, and the buildings can be saved.” Rep. Bernie Hunhoff (D- Yankton) said he is curious to see the results of the appraisal. “Obviously, the land has value, but the buildings are a detriment as they stand today,” he added. “Any time we can take public property and put it back on the tax rolls, I think lawmakers have an interest. And I know there is a lot of appreciation around the state for the old architecture on the HSC cam- pus. Plus, the proposed de- velopment would be one step in solving Yankton's housing shortage. “At this point, it’s really up to the Foutch Brothers,” Hunhoff continued. “As local legislators, we've met with Shawn Foutch and we've of- fered the governor our assis- tance in making the project work. Gov. Daugaard and his staff have been very open and supportive at what is probably the last and best opportunity for restoration of these buildings. We just hope the Foutch Brothers find it a reasonable ap- praisal. I know they would enjoy working with the Yank- ton community on what would be a once-in-a-lifetime real estate development.” Bowman said she is still awaiting confirmation from Foutch Brothers about which of two options pro- posed for parking and green space they would prefer to use. Once that is done, the appraisal will proceed. The firm is estimating the three buildings will cost ap- proximately $16.4 million to renovate. That includes $15.4 million for building im- provements and another $1 million for site and infra- structure upgrades within the boundaries of the property. Most of the approxi- mately 102,000 square feet in the three buildings would be fashioned into about 80 apartments. However, ap- proximately 20,000 square feet in the north wing of Ord- way would be used for com- mercial office space. Bowman said she is also hoping for a positive resolution. “They are cool buildings, and if they can be renovated, that’s great,” she stated. “We’ve never, in all these years, found anybody who thought it could be done cost-effectively and find a use. On June 7, 1942, Walter was united in marriage to Ella Wormsbecher at Emmaus Lutheran Church where they remain members to this day. Walter had a pas- sion and talent for farming. There was rarely a time when he wasn’t busy in the fields or tending his cattle at his farm nine miles southwest of Tripp. He truly enjoyed driving big trac- tors, especially the 72-20 In- ternational which he continued to drive at the age of 90. Walter was al- ways a farmer at heart with a great appreciation for overalls that extended be- yond his active farming years. Walter died on Satur- day, December 7, 2013 at Bormann Manor in Park- ston, South Dakota at the age of 93 years, 2 months, and 12 days. He is survived by his wife of 71 years, Ella Roth; one daughter, Marcine (Allen) Schoenfish of Menno; two sons: LeRoy (Judy) Roth of Tripp and Myron (Diane) Roth of Tea; seven grandchildren: Ann (Justin) Verba, Scott (Terah) Schoenfish, Sherri Schoenfish, Steven Schoen- fish, Ryan (Amanda) Roth, Fawn (Chris) Vogt, and Cody (Angie) Roth; four- teen great-grandchildren; one sister, Agnes (Marvin) Thum of Scotland; and one brother, Norbert (Diana) Roth of Yankton. Visitation will be heldat the church on Fridayfrom 3:00 p.m. until 7:00p.m.

Maynard died on Sun-day, December 8, 2013 atthe Good Samaritan Soci-ety of Tripp.

The festival invites musicians in both middle school and high schoolto learn from an accomplished professional in the field of band repertoire. There were 10 studentsrepresented from Yankton Middle school and 7 from the high school.
