    Intersection of US 85 and 38th St SW, 1 mile south of Belfield at RP 72.32

    COncerns from citizens (one email attched) about the safety of the intersection of US 85 and 38th St SW. There is a gas plant 1 mil west of US 85 along 38th St SW which generates some traffic.

    A southbound right turn lane was recommended in the attached NDDOT traffic operations report. There are future paving projects in the area that this could be tied to. They include 22254, 18244, and the I-94 Medora business loop overlay, I-94 crossovers, or US 85 paving projects scheduled for 2022 and 2023.

    Senator Patten, Yesterday you had asked about an intersection 1 mile south of Belfield and if there were any plan toinstall turn lanes. You also asked if it was part of the project planned through Belfield. The project planned through Belfield is a North Dakota Streets Project. This is a program that wehave had in place for a quit awhile and is a $3,000,000 program. It is a program where the localcommunity applies for Highway dollars and they provide some local match dollars to improve thestate highway through their city. The community defines what work is to be included in theapplication and a selection team select what project are to move forward. As you know thecommittee did select this project and is planned for next construction season. I also visited with the Dickinson District Engineer, Rob Rayhorn about the intersection 1 mile south ofBelfield. This intersection is not included in the Belfield North Dakota Streets Project and wecurrently have no project scheduled to make any improvements to this location. In visiting with Rob,we will look at this location and the vehicle movements at this location to see if the traffic volumesmeet the criteria where we would consider installing turn lanes. If the study is favorable to installingturn lanes we will need to see where we can fit the work into our program. If you have any other question, please let me know.     SUBJECT: Turn Lane Study, US 85 & 38th St SW south of Belfield

    INTRODUCTION

    The NDDOT received a request to conduct a turn lane study on US 85 & 38th St SW 1 mile south of

    Belfield. The study location and 2019 AADTs provided by Traffic Data are shown in figure 1.

    US 85 is a Rural Interregional

    Corridor and functions as a

    Principal Arterial. The

    existing speed limit at the

    study location is 65mph.

    Currently, there are no

    existing turn lanes at 38th St.

    CRASH HISTORY

    In the past 5-yr period, four

    crashes were reported at the

    intersection. No fatal or

    incapacitating injuries were

    reported in that time period.

    Two were non-incapacitating

    and two were PDO (property

    damage only). Two occurred

    at dark and all four were on

    dry surface conditions.

    The 10-year crash history

    was then reviewed for a

    clearer understanding of the

    safety concern at this

    intersection (attachment 1).

    That time frame showed two

    additional crashes where

    both crashes reported

    incapacitating injuries. All

    six crashes in the 10-yr

    period involved southbound

    vehicles.

    One incapacitating crash occurred as a southbound tractor-trailer on US 85 crested the hill just

    north of the intersection and was not able to stop in time to avoid striking a southbound vehicle

    that had stopped for traffic before turning east on to 38th St. The other one occurred as an

    eastbound tractor-trailer on 38th St was turning north onto US 85. A southbound tractor-trailer

    crested the hill and was not able to avoid striking the trailer of the turning vehicle.

    Because the incapacitating injury crashes involved southbound vehicles cresting the hill north of

    the intersection, stopping sight distance was verified for southbound vehicles on US 85 as well as

    the ISD (intersection sight distance) for 38th St for left turning combination trucks. See plan and

    profile sheet, attachment 2. Stopping and sight distances appear to be adequate for trucks.

    TURN LANE ANALYSIS

    Analysis of the turning movement counts provided by Traffic Data at the intersection (attachment

    3) shows a southbound right turn lane is warranted (attachment 4).

    LIGHTING ANALYSIS

    The intersection does not meet any of the NDDOT lighting warrants.

    RECOMMENDATIONS

    It is recommended to install a southbound right turn lane on US 85 at this location.

    At the District’s discretion, installation of a southbound fluorescent yellow intersection warning

    sign (W2-1-30) and the 500 FEET plaque (W16-2p-18) may be considered upstream of the

    intersection.
