HSUPA Iub congestion controlThe HSUPA Congestion Control aims to balance the work load of the RNC introduced by processing of the uplink traffic coming from the UEs. Congestion control for high speed uplink is a critical feature in the sense that the RNC might end up in a situation where it cannot handle all the traffic generated by all the users, although the users are given the maximum transmission speed. Congestion can occur on the transport path to the RNC or internally inside the RNC. In both cases, it is the responsibility of the RNC to take action to reduce the congestion. The counter is not updated for E-DCH soft handover branches that are controlled by base stations whose Iub interfaces are not congested because the Congestion Indication message is not sent to them.
