Harris Receives $112 M from AustralianDoD

Company's Falcon III Technology Will CreateHigh-Speed Connectivity Between AustralianCommanders and Deployed Forces.

Brisbane, Australia / Rochester, NY. -- HarrisCorporation, an international communications andinformation technology company, has received a US$112million (AUD$135 million) order for Falcon(r) tacticalradio systems that will provide battlefield networkingcapabilities to the Australian Department of Defence.The order consists primarily of Harris Falcon III(r)AN/PRC-152(C) multiband handheld radios, but alsoincludes Harris Falcon III(r) AN/PRC-117G wideband,AN/PRC-117F multiband and AN/PRC-150(C)high-frequency (HF) manpack radios.

Harris radio systems will serve as the securecommunications backbone for the Australian DefenceForces (ADF) Land 75, Land 125 and Joint Project 2072communications modernization programs. The systemswirelessly connect soldiers to each other, theircommanders and other devices in the field. The Harrissystems, which include Type 1 security devices, antennasand power amplifiers, will allow the ADF to meet its

objectives to provide networking capabilities thatenhance situational awareness and speeddecision-making.

"Harris is collaborating with the AustralianDepartment of Defence and the program team on thisvery important program that will lead to an operational,networked Australian brigade in 2013," said Andy Start,president, International business, Harris RFCommunications. "We're also excited to expandinternational use of our JTRS-approved Falcon III radiosystems. These systems form the basis for securenetworked military communications, providingsignificantly better information gathering anddissemination at the tactical edge - where the battle isfought."

The largest part of the order is for the Falcon IIIAN/PRC-152(C), the most-widely deployedJTRS-approved handheld radio. The AN/PRC-152(C), indismounted configuration, will connect soldiers to theADF's central Battle Management System and serve as ahub for other soldier-carried C4 devices.

Harris also will supply its Falcon III AN/PRC-117Gwideband manpack radio, Falcon II AN/PRC-117Fmultiband manpack radio and Falcon II AN/PRC-150(C)high-frequency manpack radio. In addition, Harris isproviding the AN/PRC-152 in vehicular amplifieradapters to support the installation of equipment in morethan 1,000 armored vehicles.

As part of the agreement with the ADF, Harris will beestablishing a customer service and support center inBrisbane. Harris is working closely with prime contractorElbit Systems on the communications modernizationprograms.

Force Protection Awarded $82.3 Millionfor Independent Suspension Upgrades

Ladson, SC -- Force Protection, Inc., a leadingdesigner, developer and manufacturer ofsurvivability solutions and provider of total life cyclesupport for those products, today announced it hasreceived an $82.3 million modification to contractM67854-07-D-5031 from the United States MarineCorps Systems Command for independentsuspension system (ISS) kits for Cougar vehicles.

The modification is subject to definitization. Workwill be performed at the MRAP Sustainment Facility(MSF) in Kuwait and is expected to be completed byDecember 31, 2010.

Oshkosh Defense Receives Four AwardsValued at $19 Million to RefurbishVehicles In-Theater

OSHKOSH, Wis. -- Oshkosh Defense, a division ofOshkosh Corporation, announced today it hasreceived four awards valued at more than $19million from the TACOM Life Cycle ManagementCommand (LCMC) for additional work to beincluded under its Theater-Provided EquipmentRefurbishment (TPER) program with the U.S.military.

This work includes the delivery of nearly 200refurbished heavy and line-haul vehicles, and will extendthe Oshkosh Defense TPER work at its Kuwait facility toJanuary 2011.

Oshkosh will deliver more than 140 refurbishedFamily of Heavy Tactical Vehicles (FHTV), includingthe Oshkosh® Heavy Expanded Mobility Tactical Truck(HEMTT), Palletized Load System (PLS) and HeavyEquipment Transporter (HET), as well as the HETM1000 trailer. The company also will deliver more than50 refurbished line-haul vehicles. Oshkosh has thein-theater capabilities, including a multifacetedsupply-chain management approach, to repair andrefurbish non-Oshkosh products such as the trailers andline-haul vehicles.

“Oshkosh Defense and our partners in the militaryundertook a groundbreaking operation with the TPERprogram, and it has significantly benefitted fleetsustainment,” said Andy Hove, Oshkosh Corporationexecutive vice president and president, Defense.“Whether it’s routine service or vehicle upgrades, ourextensive repair and recapitalization capabilities ensuremission-ready vehicles are affordably and efficientlydelivered to meet the Warfighters’ needs.”

The TPER program is the result of an urgentrequirement to repair and refurbish tactical wheeledvehicles operating in both Iraq and Afghanistan. Theprogram brings vehicles that have become worn fromextreme in-theater conditions back to full missionoperability. Performing the work in-theater minimizesrefurbishment costs, reduces maintenance cycle time andquickly returns vehicles to service. Upon completion ofthese efforts, more than 1,850 vehicles and trailers willhave been repaired and returned to U.S. forces throughthe TPER program.

General Dynamics Awarded $29 Millionfor RG-31 MRAP Upgrades

LONDON, Ontario, Canada –- U.S. Marine CorpsSystems Command (MCSC) has awarded GeneralDynamics Land Systems-Canada a USD$28.6million delivery order modification for proposedvehicle engineering upgrades and associatednon-recurring engineering costs in support of RG-31Mk5E vehicles under the Mine Resistant AmbushProtected (MRAP) vehicle program.

General Dynamics Land Systems, the Canadiancompany’s parent corporation, is a business unit ofGeneral Dynamics.

These upgrades will support vehicles that are beingmanufactured under a delivery order awarded to GeneralDynamics Land Systems-Canada on February 17, 2010,for 250 RG-31 Mk5E vehicles for the MRAP program.

The contract was signed through the CanadianCommercial Corporation, a Crown Agency of theCanadian Government.

Northrop Grumman Launches NextGeneration of Wheelbarrow BombDisposal Vehicle

LONDON -- Northrop Grumman Corporation haslaunched the latest enhanced version of itsindustry-leading Wheelbarrow unmanned groundvehicle for the remote handling and surveillance ofhazardous threats.

The Wheelbarrow Mk9 vehicle, designed, developedand manufactured by Northrop Grumman in the UK,includes significant advances in technology andperformance and a range of new features that willimprove its capabilities for both civil security anddefence applications.

The Wheelbarrow Mk9 will be on display in NorthropGrumman's exhibit at Counter Terror Expo, theinternational exhibition and conference dedicated to

addressing the continuing worldwide threat fromterrorism. Counter Terror Expo takes place at theNational Hall, Olympia, London from 14-15 April.

"We are continually developing and expanding ourproducts and their capabilities to meet the evolving needsof our military and civil security customers in detectingand disposing of improvised explosive devices andhandling hazardous threats," said Kevin Rooney,managing director Unmanned Ground Vehicles forNorthrop Grumman's Information Systems sector inEurope. "This latest design of our well provenWheelbarrow vehicle combines greater speed, mobility,exceptional payload and reach capabilities with the latestcontrol, communications and camera specifications tooffer unsurpassed performance."

Key features of the Wheelbarrow Mk9 include: digitalcommunications for improved quality and greatersecurity; enhanced user-friendly command console withtouch-screen facility and joystick control; wireless handcontroller for local remote control and; greaterfunctionality including preset positions. The vehicle alsohas a dedicated separate data channel for additionalsensor integration. Its performance characteristics rank itamong the most capable vehicles available in its class: itcan climb a 45-degree stairway; has a modular telescopicarm with 7-degrees of freedom and a maximum reach ofmore than 6m; a maximum speed of 5km/hour; and a liftcapacity of 150kg.

Wheelbarrow is one of the most capable and reliableunmanned ground vehicles in its class available todayand has a proven record of success. It is recognised as thebenchmark vehicle for remote disposal of improvisedexplosive devices and is product of choice for usersaround the world. Wheelbarrow was first used by BritishArmy bomb disposal teams in the 1970s and since then ithas gone through a number of design upgrades to extendcapabilities and meet changing needs.

Northrop Grumman is the sole supplier to the UKMoD for this size of vehicle and is a partner to Policeand military user organisations world-wide. Thecompany has more than 2,000 unmanned ground vehiclesin operation around the world.

Northrop Grumman's unmanned ground vehiclebusiness has been established in Coventry for more than20-years. Contract Valued at MNOK 590 for theCrows Programme

KONGSBERG has booked an order valued at NOK590 millions from the US Army. The order is part ofthe increase of the Common Remotely OperatedWeapon Stations (CROWS) framework agreementfor up to 10.349 systems signed in December 2009.

The initial CROWS II framework agreement wasdisclosed to the Oslo Stock Exchange on 22 August2007.

CROWS is a joint acquisition programme for weaponstations for the US Army`s vehicle programmes. Acommon solution will result in substantial efficiencygains in respect of protection, training, support andfurther development.

Harris Corporation and LG ElectronicsDemonstrate Scalable Full-ChannelMobile DTV Technology

LAS VEGAS -- With an eye on the future forspectrum owners interested in reaching millions ofmobile TV viewers, Harris Corporation took thewraps off its latest technological innovationdeveloped with LG Electronics — mobile digitaltelevision delivered in Scalable Full-Channel MobileMode.

The demonstration features functioning hardware forboth transmission and reception of mobile DTV signalsusing enhanced technology.

The new system enables as many as 16 different videoprograms to be sent in the same 6 MHz bandwidthutilized by a TV broadcaster. It has been proposed forstandardization to the Advanced Television SystemsCommittee (ATSC) and is being unveiled this week atthe 2010 National Association of Broadcasters (NAB)convention.

Current TV broadcasters are required by the FederalCommunications Commission to offer at least onestandard-definition digital TV program in their 19.4Mbps broadcast bitstream. Owners of other 700 MHzspectrum, however, have more flexibility. The Harris/LGdemonstration will show spectrum owners and allterrestrial broadcasters how to maximize spectrum usewith a greater variety of TV programs to reach mobileviewers "on the go" as viewing habits change.

This demonstration can be seen in the ATSC-OMVCMobile Digital TV Pavilion (Booth SU5217A, South

Hall, Las Vegas Convention Center) during the entire2010 NAB Show.

Multiple Mobile Programs on One ChannelTo achieve its robust approach to Scalable

Full-Channel Mobile Mode, LG and Harris engineershave trimmed the main digital program to enable a meretrickle of data — enough to advertise available mobileprograms on the service to in-home viewers. Most of the19.4 Mbps bitstream in the 6 MHz TV channel is thencleared for transmission of various mobile programs,which can all be beamed from the same broadcastinfrastructure.

"We realize there are applications for digitalbroadcasting that go far beyond the services transmittedby TV stations," said Dr. Jong Kim, president of LGElectronics' U.S. R&D lab. "Companies that own 700MHz spectrum are beginning to ask how they might putthe power of ATSC mobile digital broadcasting to use,and we're responding by creating a new method ofutilizing digital transmission to transmit even moreprograms. With our Scalable Full-Channel Mobile Modesystem, we can offer multiple programs for mobiledevices and a 'barker program' that can be seen byin-home viewers."

The LG-Harris Scalable Full-Channel Mobile Mode isdesigned to be compatible with the ATSC A/153 MobileDTV Standard adopted by the ATSC last October. It willoffer non-traditional broadcasters an effective way toreach millions of mobile, portable and handheld devices.

"LG is committed to providing reception chips toequip receiving devices for Scalable Full-ChannelMobile Mode within four months of standard adoption,"Dr. Kim said. "Co-developed by LG, Zenith and Harris,this technology shows how Mobile DTV can be appliedto help non-traditional broadcasters reach the viewingpublic. We're using commercially available Harristransmission equipment and LG Mobile Digital TVreceivers — such as portable TVs, netbook computersand prototype mobile phones — to show how spectrumowners might offer multiple programs of diversifiedcontent."

Significant Progress TowardCommercialization

While the demonstration is a prototype, "the finishedproduct will require nothing more than a softwareupgrade" for Harris Mobile DTV equipment owners,according to Jay Adrick, vice president of broadcasttechnology for Harris Corporation.

"We're already working with a customer, and there areothers operating in the 700 MHz spectrum who plan tolaunch mobile services that are compatible with theATSC transmission system," Adrick said. "We believethat Scalable Full-Channel Mobile Mode transmissionwill come to market rather quickly, once it isstandardized. These are changing times for broadcasters,and they need every tool that they can get to becompetitive and to move toward the types of servicesthat people want in the future."

"This is an extension of the ATSC A/153 Mobile DTVstandard, so there's a lot of commonality with what

broadcasters are already planning to do," Adrick added."To achieve the Scalable Full-Channel Mobile Mode,there are, however, some significant changes in codingrate and in the block formats that are used to generate thevarious segments of the mobile signal."

The technology developed by Harris, LG and Zenith isa leading contender in the ATSC Scalable Full-ChannelMobile Mode standardization process. An ATSC"Candidate Standard" could be adopted in the nextseveral months.

Pentagon Buys MRAPs With ImprovedSuspension

The improved suspension is aimed at providingbetter off-road capability in the rough.

The Pentagon has ordered more than 1,300 new Mine

Resistant Ambush Protected vehicles, or MRAPs, withnewly built independent suspension systems designed toimprove the blast-protected vehicles' off-roadperformance in Afghanistan.

The improved suspension is aimed at providing betteroff-road capability in the rough Afghan terrain. Thereconfigured MRAPs are being sent based on feedbackfrom theater commanders and results from ongoingtesting, according to Barbara Hamby, MRAP JointProgram Office spokeswoman.

The improved suspension is also being built into thedesigns for several variants of battle-tested MRAPs. Thelighter weight, more mobile MRAPs, which also haveimproved suspension systems, are slated to arrive inAfghanistan alongside Category I MRAPs that have beenconfigured with a new suspension system.

The contracts, approved in a January memo fromPentagon procurement chief Ashton Carter, ordered1,050 MaxxPro Dash vehicles from NavistarInternational, 250 RG 31 MRAPs from GeneralDynamics Land Systems, Canada, and 58 RG 33 MRAPsfrom BAE Systems. An order for 1,420 more MRAP AllTerrain Vehicles was placed with Oshkosh Defense.

The contracts reflect the latest series of upgrades andimprovements being made to the MRAP fleet in responseto the lessons learned in combat. "We have and continueto actively pursue vehicle upgrades to meet emergingthreats, enhance vehicle mobility and improveautomotive performance," said Hamby.

SPV400 contender for UK MoD LightProtected Patrol Vehicle Programmeunveiled

The Supacat Protected Vehicle (SPV400) todayreceived its International Media Launch at the LongValley Test Ground, Aldershot, UK.

The SPV400 is the contender from British highmobility vehicle specialist, Supacat, for the UK Ministryof Defence’s Light Protected Patrol Vehicle (LPPV)programme. Under an Urgent Operational Requirementthe UK MoD is expected to order an initial batch of 200vehicles to enter service in early 2011.

The all-new, all-British SPV400 will give Britishtroops the protection and mobility they need against thethreat from Improvised Explosive Devices (IEDs) onoperations in Afghanistan. It combines an integratedblast and ballistic protection system, including allcomposite protected crew pod and V-shaped hull, with

exceptional cross country mobility and the agility tomanoeuvre in tight urban environments.

“The SPV400 is purpose designed for LPPV andoffers a 21 century solution for 21st century operations.Its clean sheet design is `future-proofed` and can beupgraded to exceed the present LPPV requirements forprotection and mobility”, said Nick Ames, ManagingDirector of Supacat Ltd.

The SPV400 is designed by Devon based Supacat, theworld leader in high mobility, all terrain vehicles. Itsarmour protection partner is Coventry based NPAerospace, which has designed the composite crew podand protection system with access to the UK’s classifiedarmour technology. Supacat and NP Aerospace haveformalised their Alliance Agreement under whichvolume production will be conducted through theAlliance at NP Aerospace’s Coventry facility.

Supacat and NP Aerospace have proven track recordsin supplying and supporting vehicles in service withBritish Forces in Afghanistan, with Supacat responsiblefor Jackal and Coyote and NP Aerospace for Mastiff andRidgback.

With the Design Authority for the SPV400 being UKbased, all Intellectual Property Rights for the SPV400automotive and protection systems reside with Supacatand NP Aerospace. This means the UK retains fullcontrol over future design upgrades and the SPV400 isfree from US ITAR restrictions.

The selection of the SPV400 for LPPV wouldstrengthen the UK’s innovation and engineering skillsbase, support manufacturing jobs and ensure potentialexport revenues are retained in the UK. The SPV400 bidwill sustain and protect between 1000 and 1200 jobsthroughout the UK.

The SPV400 SeriesThe SPV400’s modular design optimises survivability

and mobility within the LPPV specification for a 7.5 tonvehicle carrying a crew of six (2 +4).

The SPV400 has an armoured steel V-shaped hull thatdeflects the blast away from the crew pod which is blastand ballistic protected using the latest composite andceramic armour systems. The crew pod is constructed asa separate module, sealed off from potential secondaryprojectiles, such as kit and electronic devices, which arehoused in a rear compartment. All seats are mine blastprotected.

Additional protection is provided by the front and rearaxles, which are mounted on detachable `sacrificial`sub-frames to absorb and deflect a blast away from thecrew pod if a wheel strikes an explosive device. Toenable this approach, the engine and transmission areseparated to ensure the crew pod is not impacted shouldthe front sub-frame detach. This modular approach alsoenables rapid in-theatre repair should a vehicle beinvolved in an incident. The affected module(s) can bequickly replaced enhancing the availability and

maintainability of deployed platforms.The SPV400’s speed and all terrain mobility is

comparable to Jackal and it is capable of 80mph ondesert plain. Air suspension provides troops with asmooth ride, reducing crew fatigue, and themanoeuvrability has been optimised to allow troops tooperate in the tightest of terrain.

SPV400 Series Programme StatusThe first SPV 400 prototype was subjected in

December 2009 to two days of blast trials, whichincluded a 'significant' under vehicle mine blastsimulation as well as a "huge" Vehicle Borne ImprovisedExplosive Device (VBIED) simulation. The second andthird SPV400 prototypes were completed at Supacat’sDunkswell, Devon, facility in January 2010 andfollowing initial company trials are participating in theUK MoD’s full trials programme. A further twoprototypes are being completed with one due to undergofurther blast tests.

Oshkosh Defense Awarded $11 Millionfor In Theater MRAP Support

OSHKOSH, Wis. — April 15, 2010 — OshkoshDefense, a division of Oshkosh Corporation,announced today that it has received a purchaseorder for more than $11 million from ForceProtection Industries, Inc. (FPII) to extend anexisting contract and retain approximately 100Oshkosh field service representatives (FSR) inKuwait for an additional four months.

The FSRs will continue support of FPII and themilitary with installation of the Oshkosh TAK-4®independent suspension systems on FPII Mine ResistantAmbush Protected (MRAP) vehicles, known as Cougars,which started in July 2009. The extension will allowOshkosh FSRs to continue work in Kuwait through Juneof this year.

Oshkosh Defense is working with multiplemanufacturers of legacy MRAPs and has received ordersto retrofit more than 2,500 vehicles with the OshkoshTAK-4 independent suspension systems. Vehiclesoutfitted with the TAK-4 system have greater mobilitywith 16 inches of independent wheel travel to provideadvanced off-road capabilities necessary forAfghanistan’s mountainous terrain and unimprovedroads. The system also greatly reduces shock andvibration, resulting in longer component life and lesswear-and-tear on soldiers and Marines so they can bebetter prepared for their missions.

Lockheed Martin Delivers First JLTVTechnology Development Vehicles forTesting Ahead of Schedule

SEALY, TX -- Lockheed Martin today delivered thefirst two of seven operational Joint Light TacticalVehicles (JLTV), and one companion trailer, to theU.S. Army and Marine Corps for TechnologyDevelopment (TD) phase testing.

The vehicles, two JLTV Category B Infantry Carriers,feature a curb weight of 15,500 pounds and were signedover to the Department of Defense, ahead of schedule, inan acceptance ceremony today.

Within days, Lockheed Martin plans to deliver twoJLTV Category A General Purpose vehicles, eachweighing in at less than 13,000 pounds (curb weight),one more Category B Infantry Carrier, one Category BCommand and Control On-The-Move vehicle, oneCategory C Utility Carrier, and three more companiontrailers. These vehicles are undergoing final acceptancepreparation and will be delivered next week, also aheadof schedule.

The U.S. military services will conduct a 12-monthtest and evaluation effort at Aberdeen Proving Grounds,MD, and Yuma Proving Grounds in Yuma, AZ, as partof the 27-month JLTV TD phase.

“Today’s ceremony commemorates our commitmentto provide the Warfighter with the lowest-risk, mosttechnically innovative, survivable and affordable vehiclepossible,” said Steve Ramsey, vice president of GroundVehicles at Lockheed Martin. “We are delighted todeliver mature, tested and fully capable vehicles to the

product manager for JLTV, was on-site during thevehicle delivery, reiterating the importance of the TDphase. “The TD phase will demonstrate the integration ofmature technologies as a complete system, providing theServices with an assessment of the technical andperformance risks relevant to entering the EngineeringManufacturing Development (EMD) Phase, and it willestablish an achievable set of requirements for the JLTVProgram,” he said.

Also present for the ceremony was a representativefrom the Australian Department of Defence. In January2009 Australia entered into a Land Force CapabilityModernization (LFCM) Project Arrangement (PA) forthe TD phase of the JLTV program, enabling tacticalvehicle interoperability and integration between U.S.future forces and Australian land forces.

Since October 2007, Lockheed Martin-Team JLTVhas invested in and built five test vehicles: the originalJLTV Category B variant, which is designed as aninfantry carrier, was unveiled in October 2007; theUtility Vehicle Light Category C variant, which isdesigned with a focus on payload, was introduced inFebruary 2008; the General Purpose Mobility CategoryA variant, which is designed for logistical support, wasunveiled in October 2008; our second generation InfantryCarrier Category B variant; and the ‘Command andControl on the Move’ Category B variant, which madeits public debut in February 2010.

M-ATVs to replace Humvees inAfghanistan, U.S. Army Vice COS says

WASHINGTON -- The mine-resistant ambush-protected all-terrain vehicle, or M-ATV, is on its wayto Afghanistan to replace many of the up-armoredHumvees.

"It will not be too long before we will be able to geteverybody who can be out of the up-armored Humveeinto the MRAP ATV," said Vice Chief of Staff of theArmy Gen. General Peter W. Chiarelli.

Chiarelli spoke April 14 before the Senate ArmedServices Committee readiness and management supportsubcommittee. The general, along with vice chiefs fromthe Navy, Air Force and Marine Corps, testified beforethe subcommittee regarding the current readiness of U.S.forces.

The general said the M-ATV offers Soldiers moreprotection than the up-armored Humvee. Third Army isnow in the process of moving equipment such asM-ATVs out of Iraq as part of the drawdown, resettingthat equipment, and sending what is needed toAfghanistan.

"We have had great success getting equipment intoAfghanistan thanks to the great work of Third Army," hesaid.

While the Army isn't finished with the Humvee, it didrecently announce that it has reached its "acquisitionobjective" for the vehicles -- meaning that it had finallyreceived as many as it had planned to buy. The lastpurchase of Humvees comes to about 2,662 of thevehicles, Chiarelli said.

Last week, the Department of Defense sent Congress areprogramming request for Fiscal Year 2010. Included inthat request was a $573-million reduction in the $1.3-billion Humvee procurement funding Congress initiallyapproved for the Army. Chiarelli said with the remainingmoney, the Army will buy more Humvees, but he alsosaid the Army will begin to recapitalize -- make like-new-- the Humvees it already has.

Chiarelli said the Army plans to recapitalize 5,046unarmored Humvees, at a cost of about $55,000 pervehicle, and will recapitalize 4,270 up-armored Humveesin FY 2011 at a cost of about $105-$130,000 per vehicle.

The general also told senators the Army expects toreach its dwell goals for Soldiers in most militaryoccupational specialties by 2012, but said the Army isaware that for Soldiers, it's critical that success inachieving dwell goals applies to individual Soldiers --

not to units."The only thing that counts is individual dwell," he

said. "Keeping track of an inanimate object, like a flag,means nothing. It's the individual that's critical. We donot allow anybody to redeploy that doesn't have 12months of dwell time."

One senator asked the vice chief about the increasingnumber of non-deployable Soldiers. The general said thereasons for non-deployable Soldiers can be attributed tothe loss of "Stop Loss" in January, and also to medicalconcerns.

"One of the reasons we've seen it go up is because theArmy has taken units off Stop Loss since the first of theyear," Chiarelli said. "That alone, given the fact we canonly give them a 90-day drop on their contract, we haveto hold onto them until they reach that point -- whichdrives up the non-deployable rate."

Also, the general said, there are medical reasons thenon-deployable numbers are rising.

"After three rotations, the knee operation they neededafter the first rotation won't wait until after the fourthrotation," he said. "We owe it to them to make sure theyhave the opportunity to be taken care of.”

The general said the largest increase in non-deployableSoldiers has been from those held back due to medicalreasons.

"It's because many of those muscular skeletal kinds ofissues that arise," he said.

He also said he's seen an increase in individuals thatare left behind when their unit deploys. Thoseindividuals would have recently transitioned to a unit thatis deploying, and would themselves not have had a full12 months of dwell time. They eventually deploy to theirunit when they reach a full 12 months dwell, the generalsaid.

For injured Soldiers, Chiarelli said, the Army isputting Soldiers with a single disqualifying injury of 30percent or greater into the Army Wounded Warriorprogram.

"Of that population, 56 percent have eitherpost-traumatic stress or traumatic brain injury," Chiarellitold senators. "We are instituting new protocols in theaterthat require Soldiers that are either in a vehicle that iswithin 50 meters of a blast or in a building with anexplosion to go through an evaluation for a concussion assoon after the event as possible and 24 hours later."

He said Soldiers that pass such an evaluation return toduty. Those that don't are treated by a doctor until theirbrain has had an opportunity to heal.

Addressing post-traumatic stress, the general said theArmy is concerned with Soldiers both at home anddownrange. The Army is training medics to betteridentify PTS when it occurs downrange, and is usingtelemedicine to evaluate every Soldier that comes back tothe United States, he said. So far, Chiarelli said, twounits have gone through the evaluations, one battalion inHawaii and one brigade in Alaska.

"The results using this telemedicine are very, veryencouraging," he said.

The vice chief also addressed the cost of reset for the

Army -- a concern for Chief of Staff of the Army Gen.George W. Casey Jr. In the next three years, the Armyexpects reset to cost between $30-36 billion, Chiarellisaid. That includes close to $11 billion for both FY 2010and 2011.

The general also said that currently, active-dutycomponents that are not deployed are equipped at a levelof about 80 percent, whereas National Guard units areequipped at about 75 percent.

"But critical dual-use equipment is at 83 percent and isexpected to make it to 87 percent in the next six months,"he said.

Boeing Receives Joint Tactical RadioSystem Service Support Contract

HUNTINGTON BEACH -- The Boeing Companyannounced today that it has received a two-year,$21.4 million contract from the U.S. Navy for theJoint Tactical Radio System (JTRS) EnterpriseNetwork Manager Software in Service Support(JENM SwISS) program.

JENM SwISS is an indefinite delivery, indefinitequantity contract with a total program value of up to$54.8 million if all options are exercised.

Under the terms of the contract, Boeing PhantomWorks will draw on its tactical network management andprogram management expertise to deliver technicalsupport, maintenance and upgrades for the JENMsoftware. The program will integrate existing JTRSwaveform network management systems into a singleuser-friendly, plug-and-play environment for networkplanning and monitoring across the JTRS networks.

After an international competition organized byNAMSA (Nato Maintenance and Supply Agency),Sagem won the order for a new series of MATIS HH(Handheld) thermal imagers for the Finnish DefenseForces.

The contract, having a total value of several millionsof euros, includes a significant amount of thermalimagers. The contract also includes completemaintenance services for these imagers, to be provided inFinland.

These new MATIS HH imagers will join the previousMATIS imagers already deployed by the Finnish army.

Featuring an ergonomic design for tactical efficiency,Matis HH adds new functions to its infrared vision,namely stabilized observation and image recording. Italso incorporates the latest technologies developed bySagem for the JIM LR long-range multifunctionbinoculars, which includes video, laser range-finding,North seeker and GPS functions in addition to itsinfrared vision.

Oshkosh Defense Awarded $6 Million forFHTV Parts

OSHKOSH, Wis. -- Oshkosh Defense, a division ofOshkosh Corporation, has received an award ofmore than $6 million from the Defense LogisticsAgency (DLA) to supply 600 axles for the HeavyExpanded Mobility Tactical Truck (HEMTT) A4, partof the U.S. Army’s Family of Heavy Tactical Vehicles(FHTV). Production is expected to begin in October2010 and be completed by January 2011.

A 13-ton payload and off-road capabilities make theOshkosh® HEMTT the backbone of the U.S. Army’slogistics fleet. Improvements to the HEMTT A4 include:a more powerful drivetrain; improved suspension; a fullyair-conditioned and armor-ready cab; and other structuralchanges to make in-field installation of add-on armorquicker and easier. Oshkosh Defense Receives $44 MillionAward for MTVR Upgrade Kits

OSHKOSH, Wis. -- Oshkosh Defense, a division ofOshkosh Corporation, announced today it hasreceived an award valued at more than $44 million,but not to exceed more than $89 million, from theU.S. Marine Corps Systems Command(MARCORSYSCOM) for more than 5,750 upgradekits for the Medium Tactical Vehicle Replacement(MTVR).

Work is expected to be completed in September 2010.Oshkosh will deliver more than 950 weapons-mount

kits that allow the installation of motorized Marine CorpsTransparent Armor Gun Shields (MCTAGS), whichreplace the gunner protection kits on up-armoredvehicles. Oshkosh Defense also will supply 2,000door-upgrade kits to support MTVRnon-reducible-height armor kits used on trucks that werearmored in 2005 to 2007. The kits will make the doorscommon with those on MTVRs using thereducible-height armor kits, which Oshkosh beganproducing in 2008.

Additionally, Oshkosh will deliver MTVR TroopCarrier upgrades. This upgrade includes 800 dual-ladder

The Oshkosh® MTVR is an all-terrain, multipurposetactical vehicle used by the Marines and Navy Seabees.The MTVR is available in several variants for thetransportation of troops, materials or equipment. Thevehicle features an off-road 7.1-ton payload capacity andan on-road 15-ton payload capacity. The vehicle uses theOshkosh-patented TAK-4® independent suspensionsystem, which has undergone more than 500,000 miles ofgovernment testing and helps the vehicle achieve a 70percent off-road profile capability. EADS & Thales to supply DeployableGeographic Modules for French Army

A new method of comprehending the environmentin a theatre of operations through autonomousmobile modules.

EADS Defence & Security (DS) and Thales havereceived a contract worth 26.1 million euros from theFrench defence procurement agency DGA (DirectionGenerale de l'Armement) to produce and support twosets of MGPs (Modules Geographiques Projetables -deployable geographic modules) for the 28th GeographicGroup of the French Army. The operation, for which DShas been designated prime contractor, aims to develop asystem that is deployable and reactive in terms ofproduction, maintenance and distribution of militarygeography information. The MGP modules will be usedto supply geographic data updated in the field tooperational land forces via a single cartographic accesspoint.

Complementing the DNG3D (Donnees NumeriquesGeographiques et 3 Dimensions - 3D DigitalGeographical Data) programme, which has developedsystems in France for mass production of geographicalinformation, the MGP modules will make it possible toenrich the data directly in external theatres. They can beused to provide an operational land force with

appropriate geographical information in a reactivemanner and in a timeframe that is compatible withoperational requirements. In addition, they supplyspecialised support for decision-making by the GeneralStaff.

On completion ofthe definition and production phase, DS and Thales willprovide operational support for an initial period of sixyears. A prototype will be delivered by the end of theyear and a complete MGP module is scheduled to beoperational for use by the NATO Response Force (NRF)in 2012.

With the MGP modules, a veritable data productionsystem will be employed in-theatre. Activities whichuntil now have been restricted to France (SIGmanagement, cartography, quality control, printing) willappear in-theatre, but with specific aspects related to thecontext of use: confined space, work under stressfulconditions, large volumes of data to be stored andmanipulated, reconfiguration capability. Used within theland forces, these modules will play a pivotal role in theprovision of geographical data to satisfy as best aspossible the following functions: geographicalinformation gathering, source data transformation,product management and distribution to the forces.

Several modules can be deployed to different locationsin the theatre of operations. Each module is autonomousand integrates all the equipment necessary to perform itsmission (PCs, printers, storage units, etc.). The data thathas been gathered can then be synchronised between thedifferent modules and data consistency verified toproduce maps that are fully up to date. This innovationwill considerably change the operational forces'comprehension of their environment by enabling them tobuild up and manage a geographical knowledge base.

St. Petersburg, Fla. -- General Dynamics Ordnanceand Tactical Systems has been awarded a $23.9million option on a previously awarded multi-yearcontract for production of M795 projectile metalparts.

The contract was awarded by the U.S. Army JointMunitions & Lethality Life Cycle ManagementCommand (JM&L LCMC) of Picatinny Arsenal, N.J.The multi-year contract has a total potential value of$166.7 million if all options are exercised. The work onthis contract will be performed at the company'sScranton Operations in Pennsylvania.

The 155mm M795 is a High Explosive/HighFragmentation artillery projectile that is fired from M777and M198 towed howitzers and the M109A6 Paladinself-propelled howitzer. To date, General Dynamics hasproduced over one million 155mm M795 projectiles insupport of the U.S. Marine Corps' Indirect Fire Mission.

NOK 1.2 Billion CROWS Contract

CROWSKONGSBERG has booked an order valued atNOK 1.2 billion from the US Army. The order is partof the increase of the Common Remotely OperatedWeapon Stations (CROWS) framework agreementfor up to 10.349 systems signed in December 2009.

The initial CROWS II framework agreement wasdisclosed to the Oslo Stock Exchange on 22 August2007.

CROWS is a joint acquisition programme for weaponstations for the US Army`s vehicle programmes. A

common solution will result in substantial efficiencygains in respect of protection, training, support andfurther development.

Cambridge -- A new force in environmentallyfriendly, fuel cell technology has been established inthe UK following the signing of a co-operationagreement between Marshall Land Systems ofCambridge, UK and Nordic Power Systems ofHoyanger, Norway.

The new team will be focussing on delivering highquality, efficient, ruggedised and silent diesel fuel cellgenerators for the land and naval defence environmentsin the UK. Development of the generators will takeplace in both Norway and the UK.

Army Networks MRAPs, M-ATVs

The U.S. Army has outfitted a handful of MRAPvehicles with Network Integration Kits.

The U.S. Army has outfitted a handful of MineResistant Ambush Protected, more commonly referred toas MRAP, vehicles with Network Integration Kitsdesigned to give the bomb-defeating vehicles the abilityto share real-time information such as sensor data fromrobots and UAVs while on-the-move in combat, serviceofficials said.

While NIK technology can be outfitted on most Armyvehicles, MRAPs were chosen because of their highdemand in Afghanistan, said Maj. Gen. Keith Walker,director of the Future Force Integration Directorate, FortBliss, Texas.

To date, five M-ATVs, and six MRAPs have beenoutfitted with NIKs, Army officials said; The MRAPswith NIKs will deploy to Afghanistan with the first unitequipped with Increment 1 technologies which includesthe battlefield network, Unattended Ground Sensors,Class 1 UAS, and the Small Unmanned Ground Vehicle(SUGV).

The NIKs, now being built onto MRAPs and M-ATVsat Fort Bliss, Texas, are engineered with technology thatcan receive and distribute data, voice, video and imagesacross the force using multiple high bandwidthwaveforms; they consist of software-programmable JointTactical Radio Systems (JTRS) such as the GroundMobile Radios (GMR), a"dual-enclave" IntegratedComputer System (ICS) built to handle classified andunclassified information, and a Blue Force Trackingdisplay screen. The software and operating systems areconnected through use of a middle ware called System ofSystems Common Operating Environment (SOSCOE).

By providing "networked" combat-relevantinformation such as sensor feeds from a UAV across theforce in real time, the NIKs may help MRAPs overcomesome of their mobility restrictions and provide increasedawareness for Soldiers traveling in the vehicles.

"MRAPs are massive there are some places they can'tgo. If you want to do recon in some areas you have todismount Soldiers and that involves a risk. However, if Ican send a Class I UAS or SUGV [Small UnmannedGround Vehicle], I can keep Soldiers inside the vehicle,"said Jerry Tyree, director of White Sands Missile RangeOperations for Program Executive Office Integration.

The networked MRAPs and M-ATVs will particpate

in a large scale test later this year.

VEHICLEThe main feature of the ROSOMAK 8x8 AMV is its

modular design, which allows the incorporation ofdifferent turrets, weapons, sensors, and communicationssystems on the same platform. Where applicable andwhere specifications match the mission requirements,commercial off the shelf systems are fitted on thevehicles. The vehicle weighs between 18 and 26 tonnesdepending on variants with different armour,turrets/weapons systems, ammunition and crewconfigurations.

One of the many outstanding features of theROSOMAK is that it has a very good mine protectionand can withstand explosions up to 10 kilograms (22 lb)TNT. It also has protection levels of up to 30 mmAPFSDS (armour-piercing fin-stabilized discardingsabot), frontal arc.

Another important feature is its agile mobility,combining speed, agility, and crew comfort in all kindsof terrain and adverse climatic conditions, enabled by asophisticated but rugged hydraulic suspension adjustingeach wheel individually.

HULLThe vehicle is fitted with modular ballistic protection

to the customer specification up to a protection levelagainst 30mm armour piercing APFSDS rounds (at theleast). The maximum internal volume of the 8x8 AMVvehicle is 13m, the combat weight up to 26 tonnes andthe payload is 10 tonnes.

MANOEUVRABILITYThe maximum road speed of AMV is over 100km/h

with an operating range 800km. The vehicle cannegotiate 60% forward slopes, 30% side slopes, 0.7msteps and trenches up to 2.0m in width. The vehicle canford water up to 1.5m in depth. The vehicle is fitted withtwo shrouded propellers, one on each side at the rear ofthe hull for amphibious capability. The swimming speedis 8km/h to 10km/h.

The Dusseldorf-based Rheinmetall Group has takenup a majority share in Verseidag Ballistic ProtectionGmbH of Krefeld, Germany, giving it future controlof an important supplier of civilian and militaryprotection technology.

This move is set to make Rheinmetall a completesupplier of protection systems for tactical vehiclemanufacturers and carmakers.

Rheinmetall has now signed a contract with JagenbergAG to take over a 51% share of Verseidag BallisticProtection GmbH; Jagenberg will continue to hold a 49%stake in the company. The acquisition still requiresapproval from the competition authorities. Thecompanies of Verseidag's "Personal Protection" division,based in Finland and the USA, will remain entirely inJagenberg hands.

Already one of Europe's top suppliers of militaryequipment, the takeover reinforces Rheinmetall'sexpertise in the field of ballistic protection, which, inaddition to vehicle armour, will now extend to systemsfor helicopters and ship superstructures. The buyoutstrengthens Rheinmetall's sales structure in this sector,giving the company greater access to important marketsfor protection technologies all over Europe.

The Buk-M2E air defence system provides:simultaneous engagement of up to 24 air targets flyingfrom any direction at a range of up to 45 km; highjamming resistance in conditions of intensive electroniccountermeasures; effective protection against highprecision munitions; all-weather capability, highsurvivability, mobility and cross-country capacity, lowdeployment time on any terrain; adaptability forintegration into any air defence grouping; operability indifferent climatic conditions; missile storage withoutmaintenance for the period of 10 years. On customerrequests the Buk-M2E ADMS can be integrated intonational air defence systems.

Lockheed Martin Receives $1.5 MillionContract for Lightweight Kinetic EnergyNet Armor

DALLAS, TX -- The U.S. Army Applied AviationTechnology Directorate has awarded LockheedMartin a $1.5 million contract that continuesdevelopment of the Kinetic Energy Net (KEN) armordesign. KEN is a modular composite armor systemdeveloped by Lockheed Martin that is lighter thancurrent aircraft armor, but offers comparableprotection.

“Kinetic Energy Net is a new direction in armor thatdoesn’t trade weight for strength,” said Glenn Miller,vice president of Technical Operations and AppliedResearch at Lockheed Martin Missiles and Fire Control.“Aircrews operate in some of the most exposed places onthe battlefield, but due to weight constraints users don’thave as much armor protection as they’d like. Wedeveloped KEN armor so it can also be integrateddirectly into the aircraft structure instead of attachingplates to the fuselage, which adds weight.”

Tests have confirmed that the KEN system offersmore protection than steel plates, and it has a significantweight advantage. Additionally, Lockheed Martinrealized a 13 percent reduction in weight againstadvanced ceramic and composite armor designs. Thecompany’s goal in the next phase of the program is to cuttotal weight by over 40 percent, all without losingprotective capability.

UltraCell Introduces "3-Up" BatteryCharging System for Military Equipment

UltraCell has announced the availability of its 3-Upbattery charging system for military devices andelectronic equipment.

The 3-Up, which has already shipped to the U.S.military, operates as an integrated soldier portable powergenerator and battery charger, making it a militarysolution for remote, off-grid environments wherepowering electronic devices is crucial. The systemcombines UltraCell's existing reformed methanol fuelcell (RMFC) technology and extended runtime fuel tankswith a flexible nylon bundling system and an innovativepower manager, called the Director.

The 3-Up is designed to deliver a modular, scalableportable power solution by combining various fuel cellplatforms to operate as a customisable system based onthe user's needs.

At the heart of the modular capability is the Director,which enables up to four UltraCell XX25 or XX55UltraCell fuel cells to be linked together as a singledevice. The Director provides power management andsystem level control with a single user interface.

By utilising a "building block" approach, the 3-Upcreates a portable and flexible power supply delivering amaximum peak power of 250 watts and continuousoutput from 50 to 225 watts. Oshkosh Defense Receives $79 Millionfor M-ATV Protection and RemoteWeapon System Kits

OSHKOSH, Wis. -- Oshkosh Defense, a division ofOshkosh Corporation, has received two awardsvalued at more than $79 million from the TACOMLife Cycle Management Command (LCMC) to supply

more than 1,750 add-on rocket-propelled grenade(RPG) protection kits and more than 1,000 kits tosupport remote weapon systems for the MRAPAll-Terrain Vehicle (M-ATV).

Work for both orders is expected to be completed inSeptember 2010.

The award for RPG protection kits is valued at morethan $68 million and installation will be completedin-theater. The award for remote weapon system kits isvalued at more than $11 million. Oshkosh will installthese kits on the production lines and the Space andNaval Warfare Systems Command (SPAWAR) willinstall the kits on previously delivered vehicles. Remoteweapon systems allow fighting crews to operate fromwithin the vehicle, even when on the move.

“The M-ATV is designed to accept these kits andother add-on packages and still deliver exceptionalsurvivability and performance capabilities for operationsin Afghanistan,” said Ken Juergens, Oshkosh Defensevice president and general manager, Joint Programs. “Weare committed to working with our Armed Forces toensure they have the most advanced, well-protected andmobile vehicles needed to carry out missions inchallenging environments.”

The Oshkosh® M-ATV uses the company’s patentedTAK-4® independent suspension system. The proventechnology delivers superior off-road mobility andallows the M-ATV to accept heavier armor, such asadd-on explosively formed penetrator (EFP) armorpackages, while maintaining a full payload of 4,000pounds. Additionally, the vehicle’s bolt-on armor permitsin-theater upgrades to meet mission demands and rapidrepair of armor panels for quick turnaround times.

To date, Oshkosh has received awards valued at $4.9billion for 8,079 M-ATVs, as well as spare parts kits,upgrade kits and aftermarket support. Oshkosh also hasleaned forward using its own time and resources to createan M-ATV family of vehicles with the ambulance andutility variants. The variants, built around the samehighly mobile, well-protected platform, have thepotential to deliver critical casualty care and resupplyservices in harsh environments like those found inAfghanistan.

GMLRS is an all-weather, precision strike, artilleryrocket system that achieves greater range and precisionaccuracy requiring fewer rockets to defeat targets andlimiting collateral damage.

Guided Unitary is the newest variant of MLRS rocketswhich integrates a unitary warhead with a multi-modefuze to expand the MLRS target set to include pointtargets within urban and complex environments,significantly minimizing collateral damage. In January2005, the U.S. Army issued an Urgent Needs Statementfor acceleration of Guided Unitary deliveries in supportof ongoing operations. Lockheed Martin delivered thefirst 72 GMLRS Unitary rockets in June 2005 satisfyingthe requirements of the Urgent Needs Statement. Thefirst 900-plus rockets were delivered to the U.S. in 2005and 2006.

GTV Delivers JLTV TechnologyDevelopment Vehicles Ahead ofSchedule

LIVONIA, Mich. -- The General Tactical Vehicles(GTV) team of General Dynamics Land Systems andAM General delivered today seven Joint LightTactical Vehicles (JLTVs), four trailers andsupporting equipment ahead of schedule to the U.S.Army and U.S. Marine Corps for TechnologyDevelopment (TD) phase testing.

The TD phase includes a 12-month test and evaluationprocess at Aberdeen Proving Grounds, in Aberdeen, Md.,and at the Yuma Proving Grounds in Yuma, Ariz. Thisfollows GTV's previous ahead-of-schedule deliveries ofarmor samples, ballistic hulls and spare parts.

"Our GTV JLTVs provide increased protection,payload and performance for the Soldiers and Marines,"said Don Howe, GTV senior program director. "I amvery proud of the effort demonstrated by our GTV team,including our supplier network, to deliver a balancedsolution that meets or exceeds the technical andprogrammatic challenges of the very demanding JLTVprogram.

GTV has invested in additional JLTV vehicles andtrailers as part of its independent R&D program. "We arecontinuing our own extensive testing for reliability anddurability to complement the government effort andprepare for the next phase of the JLTV developmentprogram," said Howe. "We're also continuing to evaluateemerging technologies – taking advantage of our JLTV'sbuilt-in capacity for technology insertion, growthopportunities and product improvements."

Contract of MNOK 330 for CROWSProgramme

KONGSBERG has booked an order valued at NOK330 millions from the US Army.

The order is part of the increase of the CommonRemotely Operated Weapon Stations (CROWS)framework agreement for up to 10.349 systems signed inDecember 2009.

The initial CROWS II framework agreement wasdisclosed to the Oslo Stock Exchange on 22 August2007.
