Neighborhood Watch Needs EVERYONE Just because we live in a nice community, with nice

residents and nice schools, it does not make us immune to crime. There were three vehicles broken into during the Thanksgiving weekend. Stolen items included GPS units, CD player, and a purse. Other thefts may have occurred, but these are the ones made known to the Newsletter.

We all need to look out for each other in our commu-nity, whether you know your neighbors or not. Always report criminal activity, even if it is a few days later, so that police can track a rise in activity and adjust patrols as necessary. Also, report any suspicious activity or persons to the non-emergency police number at (703) 691-2131, and to our Neighborhood Watch Board Liaison, Imrana Umar, at (703) 471-4923. Newsletter Advertising Rates Increase Effective with March 2008 Issue

Due to increasing costs to produce our newsletter, we will be raising advertising rates beginning with the March 2008 issue. This means that advertising payments received after February 12, 2008, will be at the new rates as below.

Upon review, the last time all the ad rates were increased was in 2002 (only a couple were increased in 2004).

The following minutes are subject to approval at the next Board meeting.

Meeting was called to order at 7:35pm

The board discussed a proposal to do plantings at ar-eas near the southern intersection of Kinross circle and Centreville road. The planting could be done by January 1, 2008. The board voted to approve three projects, subject to approval of drawings and availability of 2007 funds. Lena Ehlers did the research for this project.

Budget: the expense and revenue of the 2008 direc-tory was factored in. The budget was approved by a vote of 5-0 and will be presented at the annual meeting.

ACC: Discussion of problems at a home with many

architectural guideline and covenant violations. A letter to the owner will be sent.

School Boundaries: we discussed the proposals pre-pared by the school system for High school boundaries.

Civic Affairs: there was a brief discussion of the traffic calming task force and its work.

Neighborhood Watch: we discussed incident re-porting procedures.

Annual Meeting: we discussed timing and the need to fill vacancies.

Handyman Services: we had an initial discussion of this issue.

December Winter Garden Lighting The Chantilly Highlands Garden Club and the CHHA would like to thank everyone who attended and shared in the festivities at the Win-ter Garden Lighting Ceremony held on Sunday, December 2, 2007.

Special Thanks To:

Wendy Hunt and The Sapphire Trio for singing and play-ing holiday music to entertain everyone while we deco-rated the garden and enjoyed refreshments.

Elise Forrester for volunteering her special talent of face painting.

Middle School Volunteers: Lia Diamaiuta, Hanna Dominicis, Emily James, Joe Kisiday, and Mary Zilber-farb for all of their help putting out the lights, making signs, making birdseed ornaments, and assistance with refreshments.

FCPS Public Hearings on HS Boundary Study

Responsible Pet Owners Needed Some residents have complained about some poor manners from our furry friends. Please remember to: Ê Keep your dog under control, meaning on a

leash, when not on your own property. Ê Keep your dog on a short leash to properly con-

trol them when passing other people or pets (not everyone is fond of or trusts your pet).

Ê Do not allow your dog to bark continuously day or night—there is a noise ordinance. You may tune out your pet’s barking, but it may be dis-turbing to your neighbors, and not just the ones next door, since sound travels.

Ê Pick up your dog’s poop, per county law, and make sure that anyone who walks your dog knows to do the same. Also make sure the “business” is deposited in YOUR trash can, and not the nearest trash container on the street (residents without pets do not want that smell in their container).

Help Us Slow Traffic Several members of the community, working with

the Fairfax County Department of Transportation (FCDOT), the Virginia Department of Transportation (VDOT), and Supervisor Michael Frey’s office, have continued to move the residential traffic calming (R-TAP) program forward. You may recall being asked to sign a petition earlier in the year to support explor-ing traffic calming solutions to the speeding on Co-bra Drive and Kinross Circle. The community agreed through written petitions in an overwhelming majority to support further study.

Based on these results a community task force has been established and has begun working with FCDOT, VDOT, and Supervisor Frey’s office to de-velop a plan to slow traffic. The task force includes one member from the Franklin Farm Foundation (our neighboring community), since both our communi-

ties utilize Kinross Circle and attend Oak Hill Ele-mentary School. The task force will be working with the community to develop this plan to make sure it satisfies the goal of slowing traffic, but utilizes traffic calming measures satisfactory to the community.

Please be on the lookout for more information in the Highlander, on the web-site, and even via the task force members directly as the process moves for-ward. There will be a final ballot process where the community will need to vote and, as with the prior petitions, a majority of the neighborhood will have to agree to adopt the plan. Although the Town Meeting por-tion of the HS Boundary Study was completed in December, there are still three more steps in the entire process. Thus far, the FCPS staff has put forth an alternative scenario which was presented at the December 19th Town Meeting. That scenario and other information can be found at http://www.fcps.edu/fts/planning/westcoboundary/index.htm. This scenario would leave Oak Hill stu-dents at Chantilly High School. There is still a possibility that the FCPS staff will further manipulate this option before the final announce-ment in January.

On January 10, 2008, FCPS staff will present their recommendation to the School Board. Public Hearings will be held on January 30 and 31, 2008. There are restrictions for speaking at the Public Hearings: speakers must sign up in ad-vance; limited number of speakers allowed; time limits on speakers. Citizens may sign up online or by calling the School Board office at (571) 423-1075, but you should frequently check the aforemen-tioned website for updates on the process. Culmi-nating the study on February 28, 2008, the Board Action on the Boundary Studies will be announced.

COMMITTEE INFO Board of Directors meets on the first Thursday of every month at

7:30 PM at the Community Center. Meetings are open, and all resi-dents are welcome and encouraged to participate. To include a spe-cific item on the agenda, please contact the Board President.

Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appropriate Board member if you have ACC questions or concerns.

Chantilly Highlander newsletter team welcomes your articles and community photos of specific events, or just whatever is going on in your neighborhood! We would also love your suggestions and ideas for new features as well as feedback on current content. Community Activities Committee identifies and schedules events for the participation of Chantilly Highlands families. The committee meets as events are scheduled, and chairpersons vary throughout the year. If you are interested in leading an event or have ideas for a community activity, please contact a Board member.

Community Facilities Committee (ComFac) meets the first Wednes-day of every month at 7:30 PM at the Community Center. Issues pertaining to our swimming pool, tennis courts, playground, Com-munity Center and its grounds are managed by the Community Fa-cilities Committee. If you would like to become involved in this committee, contact Jeff Boehlert at 703-435-2836.

Land Management Committee handles all issues that involve the common areas of our community: primarily lawn care and snow removal. Meetings are held as needed. You may contact Paul Thur-neysen at 703-318-1468 with questions and if you are able to help on the Land Management Committee.
