Guard Against Swimming Risks

As temperatures heat up and pools and beaches become entic-ing, guard against swimming risks like hyperventilation and dry drowning (asphyxiation after swallowing small amounts of water). Dry drowning is especially elusive because it can occur as much as 24 hours after exposure to water. Hyperventilation can lead to blackouts and cause drowning deaths. Here are a few tips from Associated Content contributor Carol Bengle Gilbert on how to detect symptoms.

Chantilly Highlands Dolphins Help Special Olympics Chantilly Highlands families love the pool, and many of our families have kids participating in our outstanding swim team. On July 12, the Dolphins channeled some of our competitive team spirit toward helping the local chapter of

Special Olympics. For the sixth year, Chantilly Highlands hosted the IM Tough Invitational Meet, bringing together over 200 swimmers from seven Colonial Swim League teams. IM Tough is the brainchild of coaches Bill and Terri Marlin, and allows swimmers the opportunity to swim individual medleys: butterfly, backstroke, breaststroke, and freestyle. Because IM Tough focuses exclusively on individual medleys, it allows swimmers the opportunity to show their stuff without the wear and tear of other events. Many swimmers set personal bests in their IMs, dropping as many as 15 seconds. The money raised this year from the participating teams came to over $1000, and was presented to the Northern Virginia chapter of Special Olympics, to be used toward their swimming programs.

Members of the Board present were: Mike Donatello, Gerard Eldering, Mike Laverdure, Dan Overbey, Greg Zilberfarb

1. Call to Order: The meeting was called to order at 7:36 P.M. by Dan Overbey.

2. Visitors were welcomed and given the opportunity to intro-duce themselves. A. Two residents addressed the Board regarding issues in-

volving loud music at the pool. i. It appears that pool staff have been playing music

through the loud speakers at the pool and disturbing the surrounding neighbors. Greg Zilberfarb took the action to contact Crystal Aquatics and have this prac-tice stopped.

ii. Residents also expressed displeasure over the lateness in which music has been played as part of private rent-als of the pool. The Board agreed to look into the mat-ter and determine the rental agreement terms.

B. Two residents addressed the Board regarding concern of impending action of the Board with regard to the Dolphin Swim Team and their use of the pool and related facili-ties expressing disapproval that the Swim Team might become a formal part of the CHHA and be allowed to use the pool without fee. The Board took the residents com-ments under advisement.

3. The minutes from the 2 May 2010 Board meeting were ac-cepted by unanimous vote.

4. Motions before the Board A. Dolphin Swim Team: On behalf of the Dolphin Swim

Team Task Force, Board Member Mike Laverdure intro-duced the following motion before the Board:

In accordance with Items 9 and 10 of the 7 April 2010 Chantilly Highland Homes Association (CHHA) Board Meeting Minutes, the Dolphin Swim Team Task Force formally and officially hereby submits the following Proposal to the CHHA Board for motion, discussion, and vote at the 7 July 2010 CHHA Board Meeting.

Reference: Chantilly Highlands Homes Association By-Laws, ARTICLE IX COMMITTEES

Section 1. The Association shall appoint an Archi-tectural Control Committee as provided in the Dec-laration and a Nominating Committee as provided in the By-Laws. In addition, the Board of Direc-tors may appoint other committees as deemed appropriate in carrying out its purposes [emphasis added], such as:

a. Recreation Committee which shall advise the Board of Directors on all matters pertaining to the recreational program and activities of the Association and shall perform such other func-tions as the Board, in its discretion, determines;

b. A Maintenance Committee which shall advise the Board of Directors on all matters pertaining

to the maintenance, repair, or improvement of the Properties and shall perform such other functions as the Board, in its discretion, deter-mines;

c. A Publicity Committee which shall inform the members of all activities and functions of the Association and shall, after consulting with the Board of Directors, make such public releases and announcements as are in the best inter-ests of the Association; and

d. An Audit Committee which shall supervise the annual audit of the Association's books and approve the annual budget and statement of income and expenditures to be presented to the membership at its regular annual meeting as provided in Article XI, Section 8(d). The Treasurer shall be an ex officio Member of the Committee.

Section 2. It shall be the duty of each committee to receive complaints from members on any matter involving Association functions, duties, and activities within its field of responsibility [emphasis added]. It shall dispose of such com-plaints as it deems appropriate or refer them to such other committee, director or officer of the Association as is further concerned with the matter presented. 1. In accordance with Article IX of the CHHA By-

Laws, The Dolphin Swim Team shall be estab-lished as a Committee (hereafter referred to as the DSTC) of the CHHA.

2. The CHHA Board will assign a Board member to function as the Liaison to the DSTC.

3. The DSTC shall establish an operational char-ter in conjunction with the CHHA Board Liaison and said charter shall require approval by the CHHA Board.

a. Regarding the Order of Rules (adapted from Article XVI of the CHHA By-Laws): In the case of any conflict between the By-Laws and the DSTC operational char-ter, the By-Laws shall control; in the case of any conflict between the Articles of Incorporation and the DSTC operational charter, the Articles shall control; and in the case of any conflict between the Dec-laration (By-Laws, Article II, Section 8: Declaration of Covenants, Conditions and Restrictions applicable to the Properties recorded in the Office of the Clerk of the Circuit Court of Fairfax County, Virginia) the DSTC operational charter, the Decla-ration shall control.

b. Youth participation in CHHA’s Dolphin Swim Team shall be restricted to the de-pendants and legal charges of the adult residents of CHHA.

4. The DSTC shall be led by a chairperson, with additional positions being vice chairperson, treasurer, secretary and CSL League Team Representative. Nominees to these positions shall require approval of the CHHA Board.

a. The DSTC leadership may establish and/or eliminate (as they deem necessary) other auxiliary coordinator positions (e.g., Concessions, Team Wear, etc.). Nomi-nees to these positions shall not require approval of the CHHA board.

b. The DSTC leadership shall supply all le-gal contracts (e.g., coaching, etc.) to the CHHA DSTC Liaison for approval and signature by an authorized CHHA Board Officer.

5. The DSTC shall establish an annual operational budget and submit same to the CHHA Treas-urer for inclusion in the CHHA annual budget. The DSTC shall submit their forthcoming esti-mated annual budget no later than 1 October annually. A final budget submission amended to reflect actual number of registrants will be presented to the CHHA Board by 15 June of the current year.

a. The Dolphin Swim Team shall be finan-cially self-sustaining in that it may have annual operating expenses (e.g., coach/assistant coach contract / salaries, insur-ance, concessions, awards, meets, logo

wear, etc.) up to, but not exceeding, its annual revenue, including any carryover funds from the previous year(s) (e.g. dues, logo wear sales, meets, conces-sions, etc.).

b. As a formal CHHA Committee and organi-zation, the CHHA shall provide sufficient pool and community center access to the Dolphin Swim Team for practice, matches and meetings at no charge to the DSTC. The DSTC should not expect any specific financial support stemming from other CHHA sources of revenue.

6. Upon approval of the DSTC budget submission on 1 October and subsequent submission on 15 June by the CHHA Board, the DSTC shall operate the Dolphin Swim Team activity ac-cording to their approved annual budget.

a. Three (3) members of the DSTC leader-ship (Chairperson, Vice Chairperson and Treasurer) shall be authorized to sign expense checks associated with the gen-eral operation of the DSTC.

b. The DSTC Treasurer shall be responsible for proper financial accounting (i.e., pur-chase/expense receipts, cash reconcilia-tion following events, etc.) and making all bank deposits.

c. The DSTC Treasurer will supply monthly reconciliation reports to the CHHA Treas-urer and Bookkeeper (on a date to be determined).

d. The DSTC Chairperson shall immediately notify the CHHA Board Liaison and Treasurer should any deviation to the approved budget be needed.

i. Adjustments of budgetary line items while operating within the overall bottom line of the DSTC budget shall be a matter of notification to the CHHA Board Liaison and Treasurer.

ii. Issues negatively impacting the overall bottom line of the DSTC budget shall require approval by the CHHA Board.

7. The DSTC finances shall be arranged with the CHHA’s financial institution in such a manner so as to allow the DSTC to functionally execute the CHHA Board-approved DSTC annual budget. Further, this arrangement shall be in such a manner so as to restrict the DSTC lead-ership visibility into or access to the CHHA overall financial account while also allowing full access by the CHHA Treasurer and Book-keeper into the DSTC “sub-account.”

8. The CHHA Board, via the DSTC Board Liaison shall provide to the DSTC, in writing, a list of all insurance and liability requirements no later than 1 August annually so that the DSTC may prepare their annual budget for the CHHA (required to be submitted 1 October annually). The DSTC leadership shall be required to ob-tain and self-fund (as part of their annual oper-ating budget):

a. Officer Indemnity Insurance (as estab-lished by the CHHA Board on guidance from CHHA insurance carrier).

b. Any additional CHHA Liability insurance required (as established by the CHHA Board on guidance from CHHA insurance carrier).

c. Individual swimmer’s insurance, currently from the (Colonial Swim League)

9. The DSTC leadership shall be responsible for obtaining and submitting to the CHHA Board Liaison all required employment documents (e.g., W-9).

a. The CHHA Treasurer shall be responsible for having 1099s prepared and submitted.

The Motion was seconded by Dan Overbey. The Mo-tion was approved on unanimous vote and takes effect 1 October 2010. Greg Zilberfarb volunteered to serve as the Board Liai-son to the Dolphin Swim Team Committee (DSTC). Board members concurred.

b. No other motions were placed before the Board. 5. Mike Donatello, Board Liaison to the ACC, suggested ob-

taining quotes from professional HOA management compa-nies to perform the annual ACC walk-through. The Board agreed.

6. The Board Meeting was adjourned at 8:45 P.M. as one of the Board members had to leave the meeting. Absent a quorum, the meeting was adjourned.

The Chantilly Highlands Homes Association is look-ing for a new bookkeeper effective October 1st. The contract will run for one year with two yearly re-newal options. Hours are very flexible for this part time position and you work from home. Hours vary depending on the time of year. This is a paid position, but keep in mind that we are a volun-teer community when submitting your proposal.

The primary duties of this position include: Familiarity with Quicken software helpful, but not

necessary Input budget into Quicken annually

Process annual dues payments

Work with Treasurer of CHHA to track dues pay-ments & delinquent accounts

Deposit checks and money as needed

Reconcile bank accounts on a monthly basis

Prepare checks for Board Officers’ signatures ap-proximately twice per month

Maintain file of all contracts for CHHA

Organize and deliver all required documents to auditor in January for the annual audit Compile and mail 1096 & 1099 forms to IRS

Pick up and deliver community mail from the PO box at least twice per week

The Halloween Haunted House has been a wonderful Chantilly Highlands tradition for 10+ years, regularly at-tracting over 400 visitors each year. We are looking for a group or organization to take over the production of

this tradition.

This is a good fundraising opportu-nity for a Scout Troop, Youth Group, PTA, or other organization looking to raise money and earn volunteer hours for civic projects. Troop 20 will donate all the props and costumes collected over the years, so you can start with a full ensem-ble of tricks and treats! Chantilly High-lands has been generous in assisting with costs associated with this event., and pro-viding the facility. I will be available as needed to advise any group on running

Summer Heat Precautions Here are some reminders for the Dog Days of August ahead. Take particular notice on the CODE RED & CODE ORANGE days.

Have extra water handy, consider freezing water bottles the day before

If outside, pack a small cooler with ice, water and a small wet towel for cooling the head, arms and legs

Alternate between water and an electrolyte replacement if out in the heat for any length of time

Avoid heavy meals; eat light meals more frequently

Use a hat, sunscreen and sunglasses when out in the sun for any length of time

Seek air conditioning as needed

Symptoms of heat stress should seek medical care:

Headache Fatigue Dizziness/lightheadedness Nausea Disorientation Vision problems Muscle cramps

Remember, it can take 48 hours to fully recover from a heat stress event.

COMMITTEE INFO Board of Directors meets on the first Wednesday of every month at 7:30 PM

at the Community Center. Meetings are open, and all residents are welcome and encouraged to participate. To include a specific item on the agenda, please contact the Board President.

Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appropriate Board member if you have ACC questions or concerns.

The Chantilly Highlander is a monthly publication which informs the community of upcoming events, committee meeting highlights and deci-sions, and provides a forum to communicate items of interest to your neighbors! Articles are reviewed (subject to editing), and published at the discretion of the Board of Directors. Published advertisement is accepted, however it is not considered an endorsement by the Board. Electronic submissions are encouraged via email; however, please also provide a “camera ready” printed copy for comparison if there are graphics or fonts (print styles) that must be maintained.

Please submit articles, advertising (with payment), and photos so they are RECEIVED by the 12th of each month for consideration in the next month’s issue: be sure to allow sufficient time for mail processing. Submissions or payments received after the 12th will be held for the following month’s issue. Any non-profit notices will be included only if space allows—guaranteed placement must be paid ad-vertising. Classified & KidWorks ad wording should be no more than 30 words to fit on 4 lines, and is subject to editing due to space con-straints.
