Newlands 1 Launched in the summer of 2003, Newlands is a unique £23 million scheme that is reclaiming large areas of derelict, underused and neglected (DUN) land across England’s Northwest, and transformng it into thriving, durable, community woodlands. It is the 21st Century face of land regeneration: carefully planned; intelligence-led; delivering widespread public benefits; enhancing the environment; and delivered through partnerships, most crucially that between the Northwest Regional Development Agency and the Forestry Commission. As well as forming a key activity within the Regional Economic Strategy 2003, Newlands has become one of the top land regeneration schemes in the UK, and the foremost of these programmes to use woodland as the basis for change. The scheme is also helping to deliver on the goals and objectives outlined in the government’s ‘Northern Way’ report on sustainable communities. The sites proposed in this leaflet have all been chosen to provide a boost to the economic development activities in each respective locality. They will also assist social and environmental regeneration through community woodland creation. Moston Vale is a vital site, both in economic and social terms for the Manchester area. By creating high quality surroundings, Moston Vale will help to attract new investment for the Central Park Business Park, and will also enhance other NWDA investments in New East Manchester and the adjacent Housing Market Renewal Fund Pathfinder area. Whilst the site is situated within an area of high social deprivation, Newlands will help to combat the poor image of Harpurhey and significantly assist the social regeneration of the whole area. Moston Vale will link communities and enhance the natural environment, and to assist this, strong links have been made with both the Irk Valley Project and Medlock Valley strategic area.

Bidston Moss is an important site, with strong strategic fit within the region. The project will help deliver Wirral’s Local Strategic Partnership initiative, and the Wirral Strategy identifies Bidston Moss as a Strategic Gateway Area (immediately adjacent to the M53 at the entrance to the Wallasey Tunnel). The site is close to three Neighbourhood Regeneration Priority Areas, and significant resources are already being focused here via the Neighbourhood Renewal Strategy. The project enhances an NWDA priority area for regeneration, and Bidston Moss is also within the Wirral Waterfront Employment Corridor, the Strategic Investment area and NewHeartlands (the HMR Partnership for Merseyside). The project will also improve local prospects for housing market growth.

LIVIA is adjacent to the M60, at a strategic gateway to Greater Manchester. The site lies close to three Neighbourhood Regeneration Priority Areas, which benefit from NRF and the EU Objective 2 support. LIVIA would complement investments already made by NWDA and EP, and the Northern Way Investment Corridor. Local businesses, and the Clifton Industrial Estate will also benefit as the area’s image improves. LIVIA would significantly contribute to the delivery of Salford’s LSP initiative and site improvements would also enhance access to public transport routes, making local leisure facilities, schools and employment more accessible to all. Programmes such as the Coalfield Community Campaign Fund will add to the regeneration at LIVIA as will synergy with the “Walking the Way to Health” scheme. Belfield will have dramatic impacts on the image, economy of the local area, and aid the social regeneration taking place. The site would enhance the Rochdale East Central HMR Pathfinder area, the Northern Way Investment corridor and the Kingsway Business Park, with strategic green infrastructure benefits. The site is within an ERDF area and the Rochdale Development Agency core zone. Belfield would enhance the local housing market with an improved green setting, and would also provide a vital green backdrop for Rochdale town centre, and a rail, bus and potential tram terminal close to the site. Strategic links have been made to the AGMA New Leaf programme, and the Pennine Edge Forest project.

Gibfield could become a key gateway site into Wigan, situated on an existing investment corridor, improvements to Gibfield will enhance views from the adjacent railway line; a benefit that will also be felt by the NWDA-funded Business Park on the eastern boundary. In the locality, there is also an EP reclamation scheme ongoing – which will be enhanced by work on Gibfield. Socially disadvantaged, SRB target neighbourhoods surround the site, and Gibfield will provide green infrastructure to enhance these, and link them with the open countryside and other recreational facilities in the vicinity. Gibfield would also provide an outdoor facility for the Leigh Sports Village.

This highly visible site, lying adjacent to a strategically important junction of the M65, offers direct benefits for business development, housing market renewal and community cohesion. Previous investments have been made in commercial developments, but these have not realised their full value, partially because many of them overlook unsightly derelict or neglected land. Newlands will enhance these developments and encourage further investment into the area- creating a package of exceptional transport links with exceptional surroundings. The site's development will help to screen business areas and local communities from the motorway, directly benefiting quality of life.

Brickfields is a strategically vital Newlands site. It has already benefited from Objective 1 funding, but St Helens as a whole scores poorly within the RES. Through strategic greening, Brickfields will attract and retain skilled individuals - stemming population drift and delivering key RES outputs. This project could also establish projects to assist the up-skilling of the local workforce. Brickfields is within a Strategic Investment Area and will also help to implement the St Helens Landscape Strategy. The site will enhance investment made through other local regeneration schemes, adding to Liverpool’s Capital of Culture offer. Brickfields would provide an attractive setting for new business investment choices, following the removal of the extraction industries. Locally, there is an increased need for development at Brickfields, since the New Approaches programme is currently on hold.

The site forms a new gateway to Southport's urban fringe and is opposite the NWDA-funded Southport Business Park. Improvements to the image of the area through community woodlands creation will enhance the setting of the Business Park and could increase lettings within it. The site is either side of a key route between Southport and Liverpool. There is therefore the opportunity to develop Town Lane as a gateway feature, enhancing the Business Park, Southport and the Capital of Culture bid. There are good links to other initiatives such as ERDF Objective 1, Sure Start, Health Action Zones and Healthy Living Centres.

Stanlow is an extremely important site due to links with Shell Oil and Chemicals Northwest. It is at a strategic entrance point off the M53 transport corridor into the Stanlow Business District, and the development will also influence proposals for Cheshire Manufacturing Park. Stanlow would support the 4M EDZ plan as well as the investment in the neighbouring ERDF Objective 2 area. Work on Stanlow will also have a considerable impact on the local environment - the site fits the Ellesmere Port and Neston MBC Community Strategy Action Plan (reducing DUN land in the borough), the Chemicals North West Derelict Land Feasibility Study, the North West Cheshire Woodland Strategy and “Stanlow- A New Vision”.

Regeneration will -• provide a green corridor to the countryside for Central Salford URC• create a key gateway site on the M60, and enhance views from the main railway line • help to transform the Northern Way Growth Corridor and the City Region of Manchester• help to attract business investment to the Agecroft Commerce Park • help to tackle the needs of an area in the top 10% of the national IMD• help to reduce worklessness through economic inclusion projects• provide greenspace for New Deal for Communites area • contribute to the Croal Irwell Regional Park
