Vail approves budget on first reading$59.7M plan down more than 6% from last yearAt their meeting last night, members of the Vail

Town Council voted to approve the town’s 2011 bud-get on first reading. After hearing from two community organizations, the council voted to give an additional $20,000 to the Vail Jazz Foundation, but voted down an amendment to set aside $100,000 for the Special Events Commission.

There will be one more public hearing on the $59.7 million expenditure plan, which is available to the pub-lic online at www.vailgov.com. Members of the public can comment on the budget at the council’s next meet-ing Nov. 16, when they will take the final vote.

The proposed budget for 2011 is 6.7 percent less than the 2010 budget, mainly due to the timing of capital projects such as construction of the West Vail Fire Sta-tion and the LionsHead Transit Center. Estimated rev-enues for the 2011 budget include sales tax projections of $16.9 million which is flat with 2009 and a 14 percent decrease from 2008, a record year for collections. Sales tax represents an estimated 37 percent of annual revenue for 2011. Real Estate Transfer Tax projections have been adjusted to $4.7 million for 2011, which represents 10 percent of total annual revenues and down from $9.1 million collected during the record year in 2008.

Since 2008, economic realities began to impact the town’s revenue streams and the town made a series of reductions to both operating and capital expenditures. These reductions continue into the 2011 budget, with proposed General Fund operating expenditures of $28.6 million, down 1.8 percent from the 2010 amended bud-get. Department spending of $5.9 million is projected to be $1.2 million less than 2008. This represents a 17 percent reduction in spending despite an increase in

services and the addition of new facilities, according to Town Manager Stan Zemler.

Snowmelt costs associated with additional streetscape improvements in Vail Village and the new transit center in LionsHead, plus utilities for the West Vail fire station and the transit center are among the new operational expenses included in the budget. While the 2011 pro-posed budget presents a surplus for the General Fund, the town will be challenged once again in 2012 to oper-ate within annual revenues due to estimated decreases in property tax collections.

The town’s operations would be supported by 285 full time equivalent (FTE) positions in 2011, down from 300 at the beginning of 2009. Of these, 217 are full-time regular employees. Since 2008, 23 FTEs have been eliminated from the budget. These reductions are offset by the addition of other positions as resources have shifted from a focus on redevelopment to a focus on core services such as fire, dispatch, environmental sustainability and bus service. With these additions, headcount is down overall by 10.75 FTEs from 2008. A two percent performance merit pool totaling $177,000 is included in the budget at the direction of the town council. This would be the first merit increase for eli-gible employees since 2008.

The town’s economic development initiatives include a recommended $1.2 million to support special events such as Bravo! Vail Valley Musical Festival, Vail Jazz Festival, Street Beat, Vail International Dance Festival, Hot Summer Nights, Spring Back to Vail, Oktoberfest, Teva Mountain Games and the Vail Farmers’ Market.

The budget also contains a recommended $23.3 mil-lion for capital projects, down from $27.8 million in 2010. The recently-issued Vail Reinvestment Authority bonds will pay for $8.5 million of capital projects with-in LionsHead including the Welcome Center, $6.8 mil-lion; surface parking at the Charter Bus lot, $900,000; and the public library remodel, $475,000. Other proj-ects included in the budget represent an emphasis on maintaining and improving infrastructure to include:

Vail ramping for Alpine Team announcement

With the official announcement of the 2011 U.S. Al-pine Ski Team just days away, Vail Mountain, Ski and Snowboard Club Vail, the local community and U.S. athletes including Olympic gold medalists Lindsey Vonn and Bode Miller are ramping up for the Nov. 6 celebration.

The event, presented by Vail Resorts, opens to the public Saturday at 4:30 p.m. MT with music, vid-eos, complimentary hot chocolate and cookies in Vail Square in Lionshead. Complimentary cheer cards, pom poms and other items will be available for fans to help welcome the U.S. Ski Team. Following the presenta-tion, fans are invited to meet Vonn, Miller and the Team during an autograph session.

Before his death, Harry Gray lived in the valley for 27 years.

In that time he made a lot of friends, and those friends and Harry’s family are getting together tonight to share stories and memories of the beloved local at the Crazy Mountain Brewery in Edwards at 5:30 p.m.

Harry met his wife, Colleen, here in the Vail Valley. Colleen said Harry was a complex and interesting man.

“He was a person who cared about other people,” Colleen said. “And he en-joyed a good party.”

Colleen said if he were at tonight’s party he would surely have a good time, but she didn’t know what he would say about it.

“There was always a surprise coming out of his mouth,” Colleen said.

The party is in part to remember Harry, and in part to raise funds for his children’s college education: He was the father of Mitch, 21; Dave, 19; and Kate, 21. Last year the gathering raised about $8,000; Colleen said this year’s party is going to be a little different. There won’t be a silent auction, she explained.

“It’s going to be more of a party,” Col-leen said.

The support of friends and the com-munity is much appreciated by the fam-ily, she added.

Tom Higgins was a long time friend of

Harry’s. They went on fishing and hunt-ing trips together. He knew Harry for 20 years, and their kids grew up together.

Tom confirms Harry’s surprising na-ture in a story he shares about raising pheasants. Harry talked a number of his friends into raising the birds in their ga-rages.

“Harry was a smooth talker,” Tom said. “Quite a salesman.”

Tom explained a couple friends went along with Harry’s plan, much to the

The last 14 years have been good to Phil and Linda, who are both lovers of art. Their gallery has a wide range of art,

much of it focused on animals. Linda calls horses a universal theme, one peo-ple from all walks of life are attracted to. She said people in the area love animals, and said the gallery used to host a show featuring animal art called “The Animal Parade” which was a lot of fun.

Linda said the couple hand picked ev-erything in their gallery.

Former President George W. Bush says in his new memoir that he considered running for re-election in 2004 without Dick Cheney as his vice presidential can-didate. After much thought, he ultimately decided to keep Cheney on the ticket.

Bush said he wanted to put an end to assertions by critics that Cheney was the real decision-maker and to “demonstrate that I was in charge.”

He writes that he spent weeks exploring the possibil-ity of replacing Cheney with Tennessee Sen. Bill Frist, who was Senate majority leader. But he says he valued the qualities Cheney brought to their partnership and finally decided to stick with his vice president, who agreed to run again.

Romanian woman whose 10-year-old daughter just

gave birth in Spain says she’s delighted to have a new granddaughter and doesn’t understand why the birth has shocked anyone - let alone become an international sensation.

Spanish authorities have released few details about the case to protect the girl’s privacy.

But in comments published yesterday, her mother told reporters that the baby’s father is a 13-year-old boy who is still in Romania and is no longer going out with her daughter.

The 10-year-old girl and her baby daughter plan to stay in Spain because the young couple separated, said the girl’s mother. She identified herself only as Olimpia and appeared to be in her 30s but did not give her age.

Suspicious package found at Glasgow Airport

Part of Glasgow Airport in Scotland was evacuated after a suspicious package was found there, a spokes-man said yesterday.

The package was found in the security area where passengers are searched before they board a plane, said the spokesman, who spoke on anonymity in line with company policy.

He said the departures area was evacuated as a pre-caution and bomb disposal squads were called to the scene.

The airport remained open late yesterday, but three domestic flights were delayed until the explosives ex-perts could declare the departures area safe, Glasgow police said.

US to spend $511 million to expand Kabul embassy

The U.S. government will spend $511 million to expand its embassy in Kabul, the U.S. ambassador said yesterday, de-scribing the work as a demonstration of America’s long-term commitment to Af-ghanistan.

“We make this commitment by com-memorating the recent award of a $511 million contract to expand the U.S. Em-bassy here in Kabul,” Ambassador Karl Eikenberry said during a ceremony at the construction site that marked the formal announcement of the contract.

“We’re going to get a day when that embassy’s up and there’s not going to be these barriers out there, there’s no barbed wire, there’s not going to be all kinds of obstacles out there,” Eikenberry said.

Currently the road to the embassy, lo-cated in downtown Kabul, is blocked by large concrete barriers and the building is surrounded by armed security guards.

Obama’s star fadesin Muslim world

Euphoria swept the world after the election of President Obama, a symbol of hope and yearning for compromise after years of war and resentment toward his predecessor’s style and policies. Today, after an electoral rebuke at home, Obama is still popular among America’s tradi-tional allies, but his star power among Muslims - a focus of his international outreach - is fading.

American unhappiness with Obama and the government, evident in the stag-gering blow to incumbents in midterm elections Tuesday, stems largely from concern about the weak U.S. economy, suggesting there will be a basic continu-ity in U.S. foreign policy.

Still, Obama departs this week on a 10-day, four-country trip to Asia, his longest foreign trip as president, and

pundits will keep a close watch for any signs that his weaker position at home is recalibrating his approach abroad. The Afghan war, Mideast peace efforts, Iran’s nuclear activities, climate change and the prospect of a currency war rank among global challenges - with trade and finance topping the agenda at summits of world leaders in South Korea and Japan this month.

‘Law & Order’ finds real handgun during filming

The discovery of a real gun brought real police officers to “Law & Order: Los Angeles” during location filming.

Series spokeswoman Pam Golum said the NBC crime drama was filming yes-terday in the Culver City area west of downtown Los Angeles when a camera-man spotted the weapon on a rock.

Los Angeles police spokeswoman Karen Rayner says the semiautomatic handgun was in working order. It will be test-fired, with the results logged for possible crime matches.

Fox’s election coverage Tuesday night, a rough night for President Barack Obama. In 2006, which was a rough night for President George W. Bush, the network had 3.1 million viewers.

CNN had 2.4 million viewers on Tuesday night, while MSNBC had 1.9 million. Nielsen had no immediate estimate of the audience for the broadcast networks, promising it for today.

Each of the cable networks had a smaller audience than in 2008, when Obama was elected. The difference was most stark at CNN, which had an election night audience of 12.3 million two years ago.

Fed will spend $600B in latest bid to help economy

The Federal Reserve will sink $600 billion into gov-ernment bonds in a bold plan that it hopes will drive interest rates even lower than they already are and start the chain reaction that finally creates jobs and invigo-rates the economy.

The Fed said yesterday that it would buy the bonds at a rate of about $75 billion a month through the middle of next year. The idea is to encourage people to spend more money and stimulate hiring, both ways of accel-erating economic growth.

The announcement helped push stocks, which have been rising for weeks in anticipation of such a move, to their highest close of the year. But the program was immediately met with worries that it would not help enough and could backfire by causing inflation, creat-ing asset bubbles and further weakening the dollar.

Even some analysts who were not concerned about such a backlash said the plan was unlikely to do much good.

Senate GOP leader takes aim at health care law

The Senate’s Republican leader says congressional lawmakers can and should vote to repeal President Ba-rack Obama’s health care law, repeatedly if necessary.

If Obama should veto laws repealing the health care overhaul, Senate Minority Leader Mitch McConnell says, the House should cancel funding for its programs. As for the Senate, he says that senators should vote against what he calls the law’s “most egregious provi-sions.”

In remarks prepared for a speech today to the con-servative Heritage Foundation, McConnell says it’s all part of the effort to deny Obama a second term in the White House in 2012.

Tuesday’s election gave Republicans at least 46 Sen-ate seats next year, making McConnell the leader of a strengthened minority.

‘Hobbit’ money sought as MGM files for bankruptcyHollywood studio Metro-Goldwyn-Mayer Inc., the

home of James Bond, filed for bankruptcy protection yesterday in a plan that had the backing of its lenders and put funding of its half of “The Hobbit” back on track.

The “prepackaged” bankruptcy plan, more than a year in the making, should go quickly. MGM is to re-structure and be managed by the co-CEOs of Spyglass Entertainment.

MGM lenders will trade about $4 billion in debt for stock in the new company, valued at around $2 billion.

Sloppy Guys taking the stage at The Bowlmor on Saturday

There will be plenty of foot stompin’ on tap at The Back Bowl this Saturday, as member the Sloppy Moun-tain String Band brings their unique and eclectic brand of string music to the Bowlmor Lounge. The show starts at 8 p.m. and there is no cover charge.

pheasants in his garage.“He was a big person,” Rick said. Harry used to be a

heavy weight wrestler at Bucknell University in Penn-sylvania. “He called himself the biggest contractor in Vail.”

Rick met Harry over 20 years ago, through other friends, and still remembers his great sense of humor. Rick’s wife Cricket remembers the experience of hav-ing 200 pheasants in her garage a little differently then Tom. She called Harry the bad boy who always came up with the ideas, but that doesn’t mean she didn’t en-joy those ideas.

“It was really fun,” she called the pheasant raising one of Harry’s adventures. “The kids loved it.”

Even though the garage had dander from the birds ev-erywhere, she remembers it with a smile and a laugh.

“It was an exciting time,” Cricket said.Tonight’s benefit at the Crazy Mountain Brewery

“What it is all about is getting people together who loved Harry,” Cricket said.

Cricket calls Harry someone who had a good sense of humor, and was good at teaching people life lessons. She remembers a quote he would often say: “You can’t swing a dead cat in Vail without hitting someone I’ve pissed off.”

Harry was a contractor for 30 years in Vail, and the owner of the Bump and Grind. Harry died July, 15, from heart troubles at the age of 52, in his short live he touched a number of people. Cricket calls him a good guy and says he is sorely missed. This event wouldn’t still be going on, if people still didn’t remember him and miss him, she added. Telling stories was something Harry loved to do, and was good at, Cricket explained.

“In honor of him everyone comes and shares stories,” she said.

SheriffHoy said he still thinks Eagle

County voters are happy with his job performance, and couldn’t say for sure what motivated the 6,588 people who cast votes against Tues-day night. He mentioned a general “anti-incumbent,” stance among some voters as a likely factor.

Hoy said the high numbers against him won’t change his policies if he is allowed to keep his job, and that he will go ahead with his plans to cut $2 million from the Sheriff Dept.’s budget, most of which will come from cuts to high-level staff.

He also said he will work to be more accessible to county citizens.

Frustrated by low turnout at pubic meetings, he said he hopes to take a new approach where locals can meet him in a more relaxed setting, like a “coffee with the Sheriff,” event.

Van Beek criticized Hoy for be-ing inaccessible over the course of the race, calling the sheriff “cold,” but Hoy said that is not the reason he is looking to changing his meth-ods, and that he has always made an effort to be open to the public.

“That’s a bunch of bull,” he said.Van Beek said he stands by his

claims, and that dissatisfaction with Hoy’s office could project him to a victory.

“Nothing I’ve ever said has been disproven,” he said. Many of the ballots still to be counted will likely come from El Jebel and Basalt, he said, and he suspects a chunk of the provisional ballots have come from Red Cliff. Van Beek said he expects

those parts of the county to support him over Hoy because he had more of a presence there during the cam-paign.

“I don’t know if I’ll have enough,” he said. “But it’s definitely going to be a run down to the money.”

SurveyorCounty Surveyor Dan Corc-

oran said he did not expect such a close race for his job, and that he, his family and his friends were all surprised by the strong turnout for Archibeque.

“I don’t know why,” he said. “But it obviously didn’t come down to experience or ability.” Corcoran couldn’t say for sure whether he expects to stay ahead after all votes are tallied.

Archibeque also expressed some pessimism about the outcome of the votes, calling his victory a statisti-cal “long shot.”

business. After retirement, the couple moved to Ed-wards and started the gallery. They wanted something to keep them busy and art was a natural choice; not only do they both enjoy art, they had a large collection.

“Art is a strange thing,” Linda said. “The more you learn about it, the more you appreciate it.”

The couple were not only blessed to be doing some-thing they loved, but to be living in a place special to them.

“We loved being here, we loved the people,” Linda said. “We loved everything about it.”

Linda calls art expressive, and explained a work of

art can be very personal. Each person will have a dif-ferent reaction to a work of art, she added.

“Art gives people a feeling of home,” Phil said. A house full of blank walls is very dull, he explained.

“It makes the room feel larger and more open,” Phil said.

Creating a special space inside your home will be available at a bargain for the next couple months. Phil said they are working with the artists to provide steed price cuts, 30 percent or more.

Phil and Linda say they have worked to create a col-lection appealing to a wide variety of people.

“We try to offer something for everyone,” Phil said.
