Automatictoll-collectingsystem opensin NovemberD A I L Y X P R E S S

In November, the ExpresswayAuthority of Thailand (EXAT)

will implement an automatictoll-collecting system using“Easy Pass” electronic cards,EXAT governor Lt-ColonelThavisin Rakkatanyu said yes-terday.

EXAT is negotiating withfinancial institutes to sell thecards online, through vendormachines and at tollgates,Thavisin said.

The Electronic TollCollection System (ETCS) isdesigned to dramaticallyreduce traffic congestion byallowing motorists who placethe cards on their windshieldsto pass through tollgates with-out waiting in a long queue orspending time getting out cashto pay for toll fees.

The ETCS is being installedat expressway tollbooths andshould be ready for service thisyear at the Chalerm

Mahanakhon, Chalongrat,Ram Intra-Bangkok Outer Ringand Bang Plee-Suksawatexpressways. For the PhraRam-Wat Salut Expressway, which witnesses severe trafficjams around tollgates, EXATwill consider building moreconventional gates besidesinstalling automatic ones forthe new system there, saidThavisin.

The system has alreadybeen installed at SriratExpressway and should beready for service next year, headded.

The details of the Srirat-Bangkok Outer RingExpressway Project, whichaims to extend expresswayservices to western Bangkok, have been approved by EXAT’sboard and will soon be submitted to the Cabinet for consideration.

The Cabinet had on May 6approved the project as part ofPhase 2 of the economicrehabilitation plan to beimplemented next year.

Asmile with beautiful teethmakes a first and lasting

impression. But for childrenliving in Phayao province, smiling is bringing unhappi-ness and depression: theirteeth have telltale chalky whitespots and brown stains causedby fluoride poisoning.

“I am waiting for medicationfrom a doctor,” said unhappy15-year-old schoolboy SuppakijTipkham, who suffers fromchronic fluorosis – a dentalhealth condition caused by achild receiving too much fluo-ride during tooth development. The critical period of exposureis between one and four yearsof age.

Of geological originFluoride in water is mostly

of geological origin. Waterwith high levels of fluoridecontent is found mostly at thefoot of high mountains and inareas where the sea has left ge-ological deposits.

The north of Thailand is partof a fluoride belt stretchingfrom Syria through Jordan,Egypt, Libya, Algeria, Sudanand Kenya.

In Thailand, the PublicHealth Ministry estimatesabout 8,500 villages in 12

provinces including MaeHong Son, Tak, Uthai Thani,Phichit, Kanchanaburi, Na-khon Pathom, Ratchaburi,Phetchaburi, Prachuap KhiriKhan and Chon Buri are con-taminated with unsafe levels

of fluoride in drinking water. The World Health Organisa-

tion suggests a level of fluoridefrom 0.5 to 1.5 milligrams perlitre, depending on climate.Thailand’s Public HealthDepartment recommends that

the level should not exceed0.7mg per litre for water to besafe for drinking.

The severity of dental fluo-rosis depends on the amount ofexposure to water that is natu-rally fluoridated to well aboverecommended levels.

In Phayao province’sPhukamyoa district, where thewater supply is fluoridated atthe excessive level of 2.9mg perlitre, 20.4 per cent of childrensuffer from dental fluorosis.

Most have drunk a lot of un-derground water tainted withthe fluoride since they wereborn.

EmbarrassedThey are embarrassed and

do not feel confident whenthey talk with other people asthey have mottled teeth, caused by the effects of highfluoride intake, making for anugly smile.

“Dental fluorosis stealssmiles and ruins lives. It forces[young people] to hide fromsociety because of their unat-tractive smiles,” said PublicHealth Department deputy di-rector Dr Sophon Mekthon.

Dental fluorosis can be cos-metically treated with dentalcrowns – but the cost of treat-ment is expensive, rangingfrom Bt8,000 to Bt16,000.

Meanwhile, the NationalHealth Security Office doesnot list treatment under theuniversal healthcare scheme as fluorosis is recognised as a cosmetic condition, not a disease.

Malaysian authoritiesabruptly postponed the

caning of a model for drinkingbeer until after the Islamicholy month of Ramadan, butinsisted yesterday the punish-ment would not be scrappeddespite criticism that it was tooharsh.

Kartika Sari Dewi Shukarno,a Muslim and 32-year-oldmother of two, had been enroute to a women’s prison forthe caning when Islamic offi-cials who took her into custodydrove her back home and re-leased her.

Mohamad Sahfri Abdul Aziz,

a state legislator in charge ofreligious affairs, later said theAttorney-General’s office ad-vised that the caning should bedelayed for compassionate rea-

sons until after the Muslimfasting month of Ramadan, which began Saturday. “Thesentence is not being can-celled,” said Mohamad Sahfri.

Amnesty International con-demned the sentence, andmany critics had said the caning would harm Malaysia’sreputation as a moderateMuslim-majority country.

Kartika was arrested in a raidfor drinking beer at a hotellounge in December 2007 andaccused of breachingMalaysia’s Shariah law, whichforbids Muslims from consum-ing alcohol.

Kartika was sentenced to sixstrokes of a rattan cane by theShariah court in July in whatwas considered a warning toother Muslims to abide by reli-gious laws.

Kartika’s sister Ratna saidKartika was “very stressed” be-cause of the unexpected delay.

In an interview with the APlast week, Kartika said shewanted to be caned because “Iwant to respect the law”.

US dog pack shows fine linebetween pet and predatorA P , Washington

Adog pack blamed for the killings ofa Georgia couple is a reminder of

the fragility of mankind’s pact with ca-nines. Underlying the relationship bet-ween the species is a simple expecta-tion: we feed them, they don’t kill us.

Dogs are so much a part ofAmerican life – valued members of oreven substitutes for human families –that it can be easy to forget they arestill animals with teeth and the abilityto use them if instinct demands it.

Add the lack of an owner and steadymeals, and dogs can quickly begin toresemble their wolf ancestors, teamingup in packs for hunting and protection. They may look like pets, but behavelike predators.

Rare killingThat is what investigators believe

Sherry and Lothar Schweder encoun-tered along a country road in Georgia aweek ago. They say a pack of wild dogskilled Sherry Schweder as she took anevening walk and fatally mauled herhusband when he went to look for her.Authorities euthanised more than adozen dogs they suspect were involved.

A man living in the area where theSchweders were killed said he had fedthe dogs and never had a problem withthem.

Very seldom do dogs kill people in

the United States. But it is not unusualfor dogs to use their teeth on people.Dogs bite about 4.5 million people inthe US each year, and nearly 900,000of those, about half of them children, require medical care. More than 31,000Americans needed reconstructive sur-gery after dogs attacked them in 2006.

Dr Bonnie Beaver, a former presi-dent of the American VeterinaryMedical Association, said it didn’t sur-prise her that the dogs hadn’t attackedthat man but would go after the cou-ple.

Many dogs are fine with peoplefeeding them, but if someone strangeenters their territory or stares at them,it’s a different scenario, she said.

IF THERE IS A LACK OF ANOWNER AND STEADYMEALS, DOGS CAN QUICKLYBEGIN TO RESEMBLE THEIRWOLF ANCESTORS. THEYMAY LOOK LIKE PETS, BUTBEHAVE LIKE PREDATORS.

The ladies may not fill theirwardrobes with quite so many

That’s why SuvadeePhungbunphra and OrandPuipunthavon, the founders of PP

The prices are far from cheap.Designed by Stefano Pilati, a YvesSaint Laurent Muse bag will set thecustomer back around Bt1.1 millionbut, says Suvadee, a new marketingstrategy means they are selling well.

“Customers today can order a tagthat has their name on it, as well asdecide how their bags will look onthe inside and out, even the type ofleather they want. That makes theirbag one of a kind, a truly personalbelonging that can be passed on tothe next generation,” she explains.

Orand adds that merchandising se-lection plays an important role, sincethe company also offers four otherexclusive brands that present quite a

“They are all strong and exclusivefashion brands with distinctive char-acters and perceptions. We try tocustomise products that suit thepractical Thai style, so some ofthe Yves Saint Laurents in ourboutique can’t be found elsewherein the Kingdom.”

Suvadee agrees that all her fashionbrands are aimed at a niche marketbut says that all are selling well, de-spite the economic slump. “We start-ed importing Vabene watches justtwo years ago and the demand hasincreased rapidly,” she says.

A slimmer, moreslender faceI’ve heard that Botox can beused for recontouring thejawbone. Is that true?

Botox cannot recontour the jaw-bone. However, by blocking thenerve stimulus to the jaw muscles, itdoes relax the activity of thosemuscles, which thins the lower faceand reduces the squareness of thejaw.

In the past, achieving an ovalfacial appearance required bonecontouring surgery with its atten-dant lengthy post-operativerecovery time and other potentialrisks.

Today, Botox treatment hasbeen developed to achieve thesechanges. The procedure involvesinjecting the masseter muscle orthe jaw muscle to change a squarelower face into a slimmer, morefeminine lower face without down-time. The Botox treatment canreduce the size of the jaw muscle by20 to 30 per cent. The result willoccur gradually over the course offew weeks. The effects should last alittle longer than Botox injection forwrinkle reduction, although it variesfrom individual to individual.

and has a huge hard drive of750 GB for storing multimediaand other files.

Measured on the internalperformance measuring sys-tem of Windows Vista, theSX2800/X009 gained goodscores.

On the scale of 1 to 5.9,SX2800/X009 got 5.7 for theprocessor performance.

Dump the captain, fire thecoach, demanded the de-

tractors. And make the selectorspay for obvious bad choices.

Australia’s Ashes loss toEngland in the fifth cricket Testyesterday wore heavily on thepsyche of many Australians, as itwill for the next 18 months untilthe teams meet again DownUnder.

As it was, most Australianswere sleeping overnight onSunday when the end came. Itwas 2.48am local time yesterdayon the east coast when MichaelHussey was finally out to com-plete a 197-run defeat at TheOval in London, sealingEngland’s 2-1 win in the five-match series.

Ricky Ponting now has thedubious distinction of being on-ly the second Australian captain– and the first since BillyMurdoch more than a centuryago (1884 and 1890) – to lose theAshes twice in England.

It didn’t help that his runout –and that of his vice-captainMichael Clarke within the spaceof six balls – was the beginningof the end of any chanceAustralia had of achieving arecord fourth-innings chase of546 runs or batting through toforce a draw at The Oval.

After a comprehensive victo-ry in the fourth Test to squarethe series at 1-1, after wasting thechance to open with a victory atCardiff in the first Test,Australia were favoured to winor least hold on for a draw in thelast match to retain the Ashes. In two overcast sessions, the en-tire series turned, and Englandhad the upper hand from thesecond of five days.

Peter Roebuck, a veterancricket writer for the SydneyMorning Herald and a stridentPonting critic in the past, sup-ported the Australian skipper.

“Ponting will not be evicted, nor is he likely to step aside,”Roebuck wrote. “Although theinside edges are a worry, he con-firmed his batting skills inCardiff and Headingley. And it israre for an Australian captain tobe allowed to keep playing once

he has stood down.” Former Australia opening

batsman Michael Slater wasn’tso sure, criticising Ponting andthe selectors for allowingAustralia to slip to No 4 in theworld rankings after defendingthe No 1 ranking against theodds and against a better teamin South Africa earlier this year.

“The fact of the matter is thatwe have gone over to Englandwith the wrong squad,” Slatersaid.

Malcolm Conn, writing in TheAustralian newspaper, suggest-ed the entire selection panelneeded to be reviewed.

“Is Andrew Hilditch too con-servative a chairman? Howmany hats should selector, tourgroup leader and commentatorMerv Hughes be able to wear?”Conn wrote.

Former Australia Test all-rounder Tom Moody also criti-cised the selectors, saying theirdecision to leave out spinnerNathan Hauritz in the decidingtest was “horribly wrong.”

“To not pick a genuine spin-ner in that situation is inexcus-able,” said Moody, who is coachof Western Australia state.

England captain AndrewStrauss urged his side to

use their Ashes series triumphas a stepping stone to furthersuccess after a dramatic fifthTest win over Australia here atthe Oval.

Victory, by the dominatingmargin of 197 runs and withmore than a day to spare, sawEngland take the series 2-1.

Strauss recognised the dan-gers inherent in Ashes hype af-ter a triumph that saw his sideknock Australia off the numberone spot in the world Testrankings but still left his side infifth place.

“We are not the number oneside the world, we are from it atthe moment,” said Strauss.

“I think we are honestenough to know that. To be-come the number one side inthe world you have to win con-sistently home and away.

“Our next challenge is a mas-sive one, away in South Africa.South Africa is probably ashard a tour as you can go onbut we can take confidencefrom this. Our goal is obviouslyto be number one in the world.

“Last time we were steppinginto the unknown, nobody inthe team had ever won anAshes series. I think also wehave got to be conscious thatthis is a stepping stone.

“We’ve got a young side, wecan get a lot better than we areat the moment. We are prettyinconsistent as we’ve ablydemonstrated this series. Butwe’ve shown some guts and de-termination and some charac-ter.

Australia dominated the bat-ting and bowling averages thisseries but still lost.

“I think it just shows thatwhen we are bad we are verybad and when we are good weare very good,” said Strauss.

“At the important momentswe came good, we bowledthem out cheaply in the first in-nings which was absolutelycrucial and we dug in and gotruns.”

Midway through Sunday af-ternoon, Europe were leadingin six of the 12 matches.

When the last match wasover, they ran around the 18thgreen hugging each other andwaving American flags. Thefans at Rich Harvest Farms, soboisterous all week, joined in

with more chants and ap-plause.

“Most of the day, I didn’t

think it was going to happen,”an emotional US captain BethDaniel said.

Wie had been 3 up throughsix holes, but former Europeancaptain Alfredsson made somevital shots to even it after 11holes. “It was tough,” Wie said.“Helen’s the best. She’s just sotough to beat.”

Wie showed again that whenshe’s on song, few can touchher. Her drive on the par-5 15thwent 305 yards and she hit aneight iron to 20 feet. She two-putted for the birdie, andAlfredsson couldn’t make theputt to match her.

“I did not want to go to 18,”Wie said, “but it came to that. “

Ryan Moore won with abirdie on the third hole of a

sudden death play-off againstKevin Stadler on Sunday at theWyndham Championship tocapture his first title on thePGA Tour.

Moore, who vaulted up theleaderboard with five consecu-tive birdies on the back nine, had two chances to seal the vic-tory after his approach on No 18landed in the middle of the

Stadler’s second shot on thethird play-off hole skipped offthe back of the green. Hechipped within 20 feet, but hisputt drifted to the low side ofthe cup.

That cleared the way forMoore to pick up $918,000 and500 FedEx Cup points for win-ning the final tournament be-fore the play-offs start later this

Local fans are waiting withbated breath after the latest

round of speculation surround-ing the future of national coachPeter Reid.

Skysports website broke thenews that the veteran coach, who’s been at the helm of thenational team since September, was poised to join EnglishPremier League club Stoke asassistant to manager TonyPulis. The post became vacantafter Dave Kemp switched to ascouting job.

It’s not the first time theEnglishman, who spent sevenyears with Sunderland be-tween 1995 and 2002, has beenlinked with a club back home. However, it seems there’s sub-stance to the story this time af-ter Reid was spotted sittingalongside Stoke’s part-timecoach, Gerry Francis, duringthe Potters’ goalless draw withBirmingham at the weekend.

Rumours have it that he’s al-ready made a verbal agreementwith the English club and it isnow just a matter of negotiat-ing contract terms.

Pulis made no secret of hisadmiration for the 53-year-oldReid, whom he believes willhelp move the club forward af-ter it survived a first term inthe Premiership last season.

“Peter is a proper footballman whose experience in thegame will be a valuable asset tome and everyone else at theclub.

“He is a bubbly characterand that will certainly have a

positive effect around theplace,” Pulis told the club’s of-ficial website,StokeCityfc.co.uk.

If Reid does return home, itwill be a big setback to the na-tional side, which looked to beheading in the right directionunder the stewardship of theex-England player. Thailandare also in the middle of quali-fication for the Qatar-hostedAsian Cup in 2011.

The words of Steve Darby,Reid’s number two, could allayThai fans’ concerns for the mo-ment, though.

“No official word has beengiven to the Thai FA as yet, soat the moment it's an ongoingstory,” Darby was quoted assaying by Associated Press.

“If the FA receives anythingformally, Dato Worawi [thepresident] will hold a press

conference to spread thenews.”

“I am in daily contact withPeter, and at this momentnothing is concrete yet ... buthe regularly gets offered jobsas he was so successful over along period with Sunderland.”

“I’d be disappointed if hegoes because I really enjoyworking with him, but is foot-ball ever simple and logical?”

Worawi Makudi, theAssociation president, insistedno deal had been reached andno one had contacted him sofar.

“I don’t have any informa-tion, nothing has been passedon to me at this time," saidWorawi, who is also an execu-tive committee member of Fifa.

But former AC Milancoach Ancelotti has tinkeredwith Chelsea’s system, con-verting his midfield into adiamond formation andchallenging Drogba andAnelka to dovetail neatly upfront.

The results have beenspectacular.

They were exceptional atCraven Cottage, with eachplayer setting up the other’sgoal, and Ancelotti has nowchallenged them to main-tain their electric start to thenew campaign.

“I was always sure Didierand Nicolas could playtogether,” Ancelotti said.“They are fantastic strikersand different players. I don’tknow why it didn’t workwith previous managers – itdepends on the system youwant to use on the pitch.

“Our idea for Nicolas wasthat he should stay a littlebehind Didier. In the firsthalf, he played a bit on thewing, by the right-back, soour play wasn’t so good. Inthe second it was better ashe played more in the cen-tre.”
