M/s Infra Transmission Pvt. Ltd. has been granted a quarrying lease over an area 1.4000 Ha. In the Survey no. 51/2 and the lease period is for 5 years i.e. from 2015-2016 to 2019-2020 with quarrying capacity of 5000 brass per year according to the consent by MPCB. M/s Infra Transmission Pvt. Ltd. has been awarded with the consent to operate for mining of stone crushing in Kundewahal, Panvel, and District Raigad for the period of 5 years. The major highlights of the project are:

The project comes under non agriculture land.

Ideally located at a distance of 1.63km from National highway no 4B for proper road

accessibility.

No National park or wildlife sanctuary lies within the buffer zone or nearby this region.

No displacements of settlement are required.

No sensitive places of notified archaeological, historical or tourist importance within or

nearby the buffer zone.

Project Description Location: The site is located at Survey no. 51/2 Kundewahal, Panvel, District Raigad, and Maharashtra. The site is accessible from highway (National highway no 4B) at a distance of 1.63 Kms. Land: The land provided comes under mining area approved by the government of Maharashtra. Therefore no need of human displacement is needed in the project area. The land provided for stone mining is 1.4000 hectare to the project proponent. Co-ordinate: The coordinates of the plant site are latitude 18°56'57.24"N and longitude 73°03'31.85"E (Boundary pillar no. 1). Water: Water requirement of the project will be met through the water tanker and bore well which is existing in the human settlement area. Company does not exploit any other water resources or ground water; therefore no adverse impact is anticipated on water environment. The water requirement is estimated to be maximum of 2250 lit/day.

Electric Supply: The estimated power requirement for the project will be 107 HP. Power supply to the project will be sourced from Maharashtra State Electricity Distribution Co. Ltd. The unit has also Diesel generator for power back up of 125 KVA capacities. Project Cost: The total cost of the project including all facilities is estimated to be INR 50.00 Lacks. Topography: The project site falls under the district of Raigad. Raigad district is one of the four coastal district situated along the western coast of the State and is located between north latitude 17°51’00” and 19°08’00” and east longitudes 72°50’00” and 73°40’00”. The geographical area of the district is 7152 sq. km. It is bounded by Thane district and Mumbai Suburban in the north, Ratnagiri district in the south, Pune district in the east and Arabian Sea forms the western boundary having a length of about 250 km. Soil Quality: The soils in the district are formed from the Deccan Trap which is predominating rock formation with small out crops of Laterite at a few places in the Poladpur taluka and Matheran hill. The soils are grouped as Forest, Varkas, Rice, Khar or Saline, Coastal Alluvium and Laterite as per the location and topographical situation. Major crops grown in the district area Rice, pulses, mangoes, oil seeds etc. Meteorology: The average annual rainfall within the district is heavy and is about 2200 mm to 5000 mm in Raigad district. The average maximum temperature in summer is 31.8°C and average minimum temperature in winter is 17.7°C. Relative humidity ranges from 65% to 75%in all seasons. Water: Water needed for operation requirement shall be drawn from water tankers and bore well which is present in the human settlement area and not in the lease area. Ecology: No extra land will be acquired during the operation of the project there will be no adverse impact on some of the environmental aspect. In the area of the project proponent clustered green belt is found in the vicinity, hence there will not be any kind of deforestation. No rare or endangered species of flora and fauna are present in the immediate vicinity as well as the study area. Thus, there will not be any adverse impact on flora and fauna. Socio-economic: The project will provide positive impact on the economic development of the region in terms of employment opportunities. Moreover the above unit will be operating in an authorized mining land declared by the Govt. of India. Therefore no population will be displaced.

Risk assessment plan Risks likely to pose threat to man, environment or property associated with various activities are addressed in this report. Such activities include transport, storage; handling and usage of fuels. Surrounding population shall be made aware of safety precautions to be taken in case of any mishap in project site. Conclusion The minor mineral project of stone crushing will not have any adverse impact on the environment. Altogether the project will have a positive impact on social environment by providing employment opportunity for the skilled and unskilled labors living in the surrounding villages. Crushing Activity Crushing activities will be carried out at crushing plant near lease area. 1.2 Description of Nature of the Project Over the last 10 years, the Construction sector has been registering strong growth rates in the range of 7-8%. Housing and construction is one of the major drivers of growth in more Than 40 allied industries including STONE CRUSHING. In addition, for the building of Roads, flyovers and bypasses, there is a mass and consistent need of crushed stone across the country. Several projects are in progress and are being commenced shortly which will have high demand of crushed stone all over the country. In order to make up the backlog and meet the projected requirements for the next 20 years, overall housing construction has to raise 500,000 housing units per annum. This process leads to construction of roads, bridges, new houses; markets, etc resultantly gear up construction activities and more use of crushed stones. The aforementioned facts and statistics provide enough evidences, assuring a steep and continuous growth vis a vis investment opportunity in the STONE CRUSHING business. 1.3 Need of the Project The project proponent has existing Stone Crushing activity in the mining lease as explorations have shown that these deposits occur in the subject lease area. The mining production is covered under the Ministry of Environment & Forests Notification 2006. This report of Prefeasibility & Environmental Management Plan is given here as a part of the information to be furnished to the SEAC, Govt. of Maharashtra for obtaining Environmental Clearance as per

office Memorandum No. L-11000/47/2011/IA-II (M) dated 18.05.2012 .To meet the ever-increasing local demand for Crushed stone by the building industry and construction company the project proponent intends to produce the following quantities of crushed stones by Manual method of quarry activity. 1.4 Demand Supply Gap Since it is an applied industry of the construction sector, growth in construction sector may be considered as proxy for the growth in stone crushing sector, i.e. around 7-8%. Crushed stone has a very minor share among the exports of non-metallic mineral products of India. It is observed that total export volume of the crushed stone has been very low, whereas, Marble has the highest share and remained at the top. The market scope for crushed stone is found to be encouraging in local market with the increased demand from building industry & construction fields. There is also a sufficient demand from Govt. Contractors for laying of roads and construction of industries etc. The entry in the target market is easy and there is a narrow gap in the supply and demand, which is expected to grow in the coming years. The business opportunity to fill the demand and supply gap would be quite profitable.

1.5 Employment Generation

The establishment of this project will improve the socio-economic status of the surrounding area by way of direct & indirect employment. The Employment opportunity will be created for skilled and mainly unskilled people. 2. PROJECT DESCRIPTION 2.1 Location:

The project is located on a plot of land measuring 1.4000 hectare at Village Kundewahal, Taluka Panvel, District Raigad, and Maharashtra. Project involve stone quarry of the capacity 5000 brass/year.

2.3 Size and Magnitude of Operation The estimated cost of the project is going to be INR 50.00 Lacks, including a capital expenditure of INR 6 lacks on environmental matters. It is expected that the recurring costs on environmental matters would be INR 0.40 lacks. The project capacity is 5000 Brass/Annum. 2.4 Proposed Crushing Unit Process Details The mined stones are transported to the crusher sites by road through tractor trolleys or pay-

loaders. The pay-loaders unload the mined stones into storage hoppers located at elevated

levels of the crusher sites. These stones are crushed in a primary crusher. The primary crusher

uses 74 KW of power and the process is around 15-20 min duration. And then sent to a

vibratory screen. Enclosures are provided to crusher & sprinkling arrangement to control the

dust emission.

The oversized stones from the screen are sent for further size reductions in secondary and

tertiary crushers. The power required by the secondary and tertiary crusher is 37 KW and 14.8

KW respectively also the time taken will be half an hour by secondary crusher and 1 hour for

tertiary crusher. From the secondary and/or tertiary crushers, the crushed stones are sent for

screening. In the screen, products of various sizes get separated which are stored in heaps. The

movement of stones from the crusher to the screen and then to the product piles is done

through conveyor belts. The products are generally stored in open areas. The final product is

having various sizes like 10mm, 20mm and 30mm along the stone dust. All the materials are

used in the construction and building purposes.

2.5 mining technology Four technologies namely bucket wheel system, Dragline system, shovel dumper system and surface mine with pay loader system are well known for quarrying plan. Due to multi seam, abrasive sandstone, hard carb shale and many faults bucket wheel system has not been considered. Dragline system has also not been considered due to many faults. Shovel dumper system is very flexible and offer convenient mining. The project proponent is using Shovel dumper system and manual method for the quarrying of stones. Surface miner system can be considered when overburden generated can be backfilled. Surface miner system is costly; this can be the reason for its less use.

2.6 Water Sources Water is required in the project site for various purposes like spraying to control the dust generation. Water is also used during the drilling process. The water requirement will be around 2.5 CMD. The source of the water will be bore well.

2.7 Power Sources The power requirement of the project will be around 107 H.P. it is also connected to the D.G set of 125 KVA.

Conclusion Based on the foregoing study as summarized above, it is observed that there will be marginal increase in the dust pollution, which will be controlled by sprinkling of water and transportation of stone metal in closed/tarpaulin covered trucks. There will be no major impact on the ambient environment & ecology due to the mining activities moreover the mining operation will lead to direct and indirect employment generation in the area. Kundewahal, Raigad District will have a positive impact on the Socio Economics of the area and lead to sustainable development of the region. The applicant will ensure the implementation of the environmental protective measures within the mine area & surroundings and will comply with the terms & conditions to be laid down by the Ministry of Environment & Forests as required under the Environmental Protection Act-1986 and its amendments.

Impact on Environment and Mitigation Management Plan

A) Introduction:

This section will discuss the management plans for mitigation/abatement of adverse environmental impacts and enhancement of beneficial impacts due to mining. The Environmental management plan has been designed within the framework of various Indian legislatives and regulatory requirements on environmental and socio-economic aspects.

The objective is to protect the environmental values of the mine land are:

To provide a stable, non-polluting land-form Land disturbed by mining activities will be made stable (geo-technically and

erosion) to ensure that the post mine landform are not compromised by instability.

To provide a beneficial post mining land use. The post-mine land uses for areas disturbed by mining will be a mosaic of

self-sustaining vegetation communities and grazing land, using appropriate native tree, shrub and grass species, and improved pasture species as appropriate.

To control the introduction and spread of declared plants. To minimize the disturbance of remnant vegetation.

B) Anticipated Impact and Mitigation Measures

1. Air Environment

Air Quality Management measures suggested for air pollution control based on the sources are as follows: Sources of Air pollution The main sources of air pollution are identified as-

Mining activities inside the Quarry area like Drilling, Blasting, transport and dumping of the stone.

Crushing of stones Transport of stone from quarry area to crushing area. Stone handling activities at the respective site. Stone transportation from crushing area to storage area.

Mitigation Measures for Air pollution The mitigation measures to be provided in the quarry area for air pollution are:

Dust suppression system (water spraying or sprinklers) to be adopted at site while loading and use of sharp teeth for shovel

Dust extraction system to be used in drill machines Use of sharp drill bits for drilling holes and drills with water flushing system

(wet drilling), to reduce dust generation. Near the stock piles (temporary storage of the products) mist spray will be

provided at appropriate places for preventing dust pollution during handling of the product.

The mitigation measures to be provided in the crushing area for air environment are:

Crusher to be to be provided with Bag filter to arrest any dust emission. The dust emission level will be kept under prescribed standard limit.

Water sprinkling system for crushing operation to be provided to check any fugitive emission from the crushing operation.

Close conduit type conveyer belt for transportation of stones from one crushing site to another.

The belt and idlers to be maintained in a proper condition so as to avoid spillage of material, also prevent any fugitive emissions.

The mitigation measures to be provided in the transport and handling area for air pollution is:

Regular water spraying on the roads connected with quarry and crushing area during transportation of stones.

Storage area is to be provided with appropriate shed for controlling dust generations.

Dumping of stones from the heavy vehicles will be done from an appropriate height for less dust generation.

The heavy vehicles are the main sources for release of carbon monoxide and nitric oxide, so to avoid the increase of pollutant in the site the vehicles will be maintained properly and regularly.

Vehicles with valid PUC will be used for transportation.

Observation The Air quality is likely to remain within the limits prescribed by MPCB. There will also be negligible increase in the levels of the pollutants in the site area. The Necessary mitigation measures to be considered by the project proponent, mining activity is not likely to have any adverse effect on the existing environment.

2. Noise Environment

Noise Quality Management measures suggested for noise pollution is based on the baseline data for noise quality. Sources of Noise pollution The main sources of noise pollution are identified as-

Mitigation Measures for Noise pollution The mitigation measures to be provided for the quarry and crushing area for noise pollution are:

Proper designing of plant & machinery by providing in-built mechanisms like silencers, mufflers and enclosures for noise generating parts and shock absorbing pads at the foundation of vibrating equipment.

Enclosures for crusher house, etc. Rational deployment of noise generating plant and machinery. Greenbelts around the quarry and infrastructure sites HEMMs with sound proof cabins. Personal protective devices to all the persons working in high noise areas.

Observation The ambient noise level monitoring carried out in and around the project site shows that the ambient noise level are well within the stipulated limits of MPCB. The necessary mitigation measures were already considered by the project proponent.

3. Water Environment

Since the mining activity is related to stones the water contamination is not a major issue.

4. Ground Vibration and Blasting

Blasting is an occasional and impulsive event, which needs to be carried out in an isolated manner. The ground vibration peak particle velocity from blasting operations carried out in or on the quarry area must not exceed 2 mm/s for more than 5% of the total number of blasts carried out in or on the quarry during each reporting period; and must not exceed 7 mm/s at any time, at any residence or other noise sensitive receiver nearby. Mitigation for Vibration activity due to blasting Time of blasting

Blasting operations on the quarry area may only take place when there is a need to meet the daily requirement of production. If at all necessary the timing will be between 1.00pm and 3.00pm. Relevant guidelines and standards applicable to the management of blasting for the project are listed below:

Fly-rock Management

The Drill and Blast Engineer is to ensure that no fly-rock is emitted beyond the zone of exclusion. The zone of exclusion is assumed to be 500 meters.

All blasts are designed in such a manner as to ensure that no fly rock is ejected

from the site or on to any infrastructure established on site. In the event of fly rock extending beyond the pit, a thorough assessment is to be carried out in conjunction with the mine expert to determine the likely cause and to ensure that future preventive measures are in place to prevent a recurrence of a similar incident.

No workforce shall be allowed during blasting time so that the workers are not exposed to impulsive noise level. The noise generating points during blasting will be enclosed to minimize the propagation of high noise intensity. Before blasting is done, warning sound is given so that people can move to safe places. Observation Since blasting is an occasional event to meet the requirement of daily production capacity, no adverse impact can be observed. Also the vibration measured created due to blasting activity in the quarry area was within limit.

5. Occupational health and safety measures

Air Pollution For the safety of workers at site, engaged at the strategic location/dust generation points like, drilling, loading and unloading points, crushing etc. dusk mask will be to be provided. Dust mask would prevent the inhalation of RPM thereby reducing the risk of lung disease and other respiratory disorders. Along with that safety goggles, safety shoes and helmet will be to be provided to the workers.

Noise Pollution To protect the workers from high sound level during activity like blasting and drilling following measures to be adopted.

Provision of protective device like ear muffs/ear plugs to the worker who cannot be isolated from the source of high intensity noise, e.g. blasting.

Confining the noise by isolating the source of noise.

Reducing the exposure time of workers to higher noise levels by shifts

management.

6. Impact on Socio Economic Status

The project is likely to give a boost to the economy of the area and providing secondary and tertiary employment to local people. For the well-being of the workers employed in the quarry site, they are to be provided with temporary shelter and all the facility for good living by the owner of the quarry. 7. Afforestation Plan

The plants grown in the area should be dust tolerant and fast growing so that permanently green belt is created. The main aim of the plantation around the area of the project is to stabilize the area to protect it from rain and wind erosion. The working area i.e. quarries and crushing area shall contain fine particles resulting in erosion of land when these get airborne. Stabilization against wind is therefore a must.

1. Conclusion

Based on the foregoing study as summarized above, it is observed that there will be

marginal increase in the dust pollution, which will be controlled by sprinkling of water

and transportation of stone metal in closed/tarpaulin covered trucks. There will be no

major impact on the ambient environment & ecology due to the mining activities

moreover the mining operation will lead to direct and indirect employment generation

in the area. Kundewahal, Raigad District will have a positive impact on the Socio

Economics of the area and lead to sustainable development of the region. The applicant

will ensure the implementation of the environmental protective measures within the

mine area & surroundings and will comply with the terms & conditions to be laid down

by Ministry of Environment & Forests as required under the Environmental Protection

Act-1986 and its amendments.
