July 2018 REP. KATE HOGAN’S SENIOR NEWS Rep. Hogan’s 2018 Memorial Day Remarks
To all the Veterans here today, our grateful nation and our proud Commonwealth thank you for your service and your sacrifice.
Memorial Day is a sacred moment of remembrance in our Country. From our earliest days of the republic - The United States of America has always been willing to fight for our freedoms and the freedoms of people around the world. And when we speak of our American History and our protections of freedom and liberty it is Memorial Day that forever tells us the cost of these freedoms and liberties: that cost being the best and the brightest among us - those special souls that the bible says are possessed of such great love that they would lay down their life for their friends.
And in fighting for our freedoms and liberties, in laying down their life for a friend - these are the American heroes who never come home.
Lexington and Concord; Gettysburg; Flanders Field; The Beaches of Normandy; The 38th Parrallel Offensives; The Battle of Khe Sanh; The Battles of Kabul, Kandahar, Tora Bora, Baghdad, Fallujah
President Abraham Lincoln’s Gettysburg Address described battle sites such as these as Hallowed Ground: holy and sacred. Lincoln also said that those left behind – we, the living - are responsible to these heroes so that the “dead shall not have died in vain.”
For these battles are always met by young Americans who give their last measure of devotion. Who offer up their future to our sacred trust to create a more perfect union.
And these loved ones (and their families) are ever our responsibility as an American Family. If we love our country we must love and honor our heroes and care for their families.
Let our battle grounds (our hallowed grounds) help guide us on a path to greater understanding as a nation in an ever changing world, as countrymen who can respect each other and work across differences and across aisles, and as Americans who believe we can meet 21st century challenges and lead by example as well as strength.
Lincoln dedicated the Soldiers' National Cemetery in Gettysburg, Pennsylvania on the afternoon of Thursday, November 19, 1863 – four and a half months after the Union armies defeated those of the Confederacy at the Battle of Gettysburg. At the dedication, he pledged that our nation would have a new birth of freedom and that a government of the people, by the people and for the people shall not perish from the earth.
God Bless and protect those in harm’s way; God Bless all our Veterans; God Bless the great Commonwealth of Massachusetts & God Bless America.

Hudson Senior Center News…..from Janice Long
Hello to everyone,
Hope you are enjoying your summer! During those hot and humid days, please come to
the senior center and cool off. We are happy to have you and there is always something
to do! If you need a ride, just call the center.
Please do not forget to sign up for our annual summer cookout. This year it is at the
Marlborough Fish and Game on July 20th. We will still have our friends from Intel help with
the grilling! It will be fun as usual.
In June, Jackie Kapopoulos, our Friends President, and I attended the Cummings
Foundation award ceremonies for the $100K for 100 winners, held at the Woburn
Trade Center. Jackie and I had a great time. As mentioned before, we were one of
the 100 (out of 597) to receive the $100,000.00. The awards ceremony was inspiring.
It was an honor to be with so many non-profit organizations that contribute so much to their
communities. For more information about the other non-profits who were selected for the award,
visit the Cummings Foundation website at www.cummingsfoundation.org/oneworldboston/
The $100,000.00 will be used to purchase 2 new buses, one this year and one next year. We will
keep you informed.
What to Know About Traveling With Medicare
Are you planning to travel abroad? Here is some important information from Medicare:
Before you go, remember to look into your Medicare coverage outside the United States.
If you have Medicare Part A (Hospital Insurance) and Part B (Medical Insurance), your health care
services and supplies are covered when you’re in the U.S. However, in general, Medicare won’t pay
for health care services or supplies if you travel outside the U.S. (except in rare cases).
Here are 3 ways you can get health coverage outside the U.S.:
1. If you have a Medigap policy, check your policy to see if it includes coverage when traveling
outside the U.S.
2. If you have another Medicare health plan (like an HMO, PPO, or retiree plan), check with
your plan to see if it offers coverage outside the U.S. (call the customer service phone
number on the back of your health insurance card)
3. You can purchase a travel insurance policy that includes health coverage.
If you do have coverage, make sure you know how it works. You may need to pay first, and get the
bill translated, before submitting a claim for reimbursement.

Please join us for our second Coffee with Chief Burks on Tuesday, July
17th at 10am at the Hudson Senior Center. Please call the center to sign up for this. We would
like to thank Chief Burks for coming to our center in May and informing us of a new innovative
program called Restorative Justice. Restorative Justice offers a personal, community-based
alternative to the often impersonal effects of crime and its punishment. According to an article in
PeaceBuilder Magazine of the Center for Justice and Peacebuilding, “Restorative Justice is
recognized as a model in the Office of Juvenile Justice and Delinquency Prevention Model
Programs Guide. A 2007 University of Wisconsin study found that Barron County’s restorative
justice program [in northwestern Wisconsin] led to significant declines in youth violence, arrests,
crime, and recidivism. Five years after the program began, violent juvenile offenses decreased
almost 49 percent. Overall juvenile arrest rates decreased almost 45 percent. Significantly, the
study further found that collaboration of law enforcement officials with the community and schools
was a decisive factor in reducing youth violence”. Chief Burks and his department is now offering
this innovative program in Hudson on a case by case basis that meets certain criteria. Additionally
Chief Burks shared a short video called “Finding Courage” which depicted Restorative Justice in a
possible real life scenario.

Life’s Transitions…July 5th
and July 19th
at 10AM Balance seemed to be the key word of the month. Discussions arose about knowing your value,
feeling good about yourself and never letting others tamper with your beliefs. In those moments
when life seems like a seesaw ride find balance by stopping to smell all the roses, especially those in
the supermarket. As a group, we continue to problem-solve down-sizing, which can definitely be somewhat
overwhelming. We invite you to drop in, socialize and share your wisdom or pick up some ideas among friends.
The group meets on the first and third Thursday of each month at 10:00AM in the library. Everyone is welcome!
Transitions Team Tips: The recommended transitional moments on film this month is…

ASSET PROTECTION FOR SENIORS WHO ARE SINGLE This past Spring I did a set of Council on Aging seminars on the legal issues single seniors face. If you are single, and you want
your children or friends to avoid the time and expense of probate after you die, you need to make sure that no asset of yours is in
your name individually at the moment of your death. There are four basic ways to avoid that, and the strategy may vary depending
on the asset:
Name a joint owner. If you own an asset, stock, a bank account, or even real estate jointly with someone, legally you each
own 100% of it. Upon your death, your interest expires, leaving the surviving joint tenant as the sole owner. Of course, this
strategy can cause some potential problems while you are still alive. The joint owner of your bank account will have access to it
and the ability to withdraw from it. The joint ownership interest can also be attached by his or her creditors. But, as long as you
are not worried about these possibilities, joint ownership may be the least expensive way to avoid the probate of some assets.
Name a death beneficiary. Some assets, like life insurance and your IRA, 401(k) or similar tax deferred accounts, require
you to a name a beneficiary to receive the asset after you die. Also, many investment accounts, while they do not automatically
do so, will give you the option to name one or more death beneficiaries through a “transfer on death (TOD)” or “payable on death
(POD)” designation on the account. Make sure that you keep track of these, though, and modify them if the situation of any of
these beneficiaries changes.
Tell your agent to give things away before you die. Obviously, this takes some planning. You need to make sure the
person you name as your agent in your Power of Attorney understands your intentions for who should be getting what, and you
have to trust that person to get these things done before you die. As long as you trust your agent, though, this may be the easiest
way to avoid probate while keeping control of your assets until you are close to death.
Create a revocable and amendable trust. This will cost you more than any of the above strategies. You can create a trust,
name yourself as the trustee, and transfer your house and other large assets to yourself as trustee. You will retain complete control
of the assets while you are alive but, through the trust provisions, you can name a successor trustee who will be able to distribute
all trust assets after your death, thereby avoiding the delay and cost of the probate process and possible creditor claims.
For more information on this or other legal issues that single seniors often worry about, you can contact me at (508) 860-
1470 or [email protected]. You can also view my 10-minute Q&A Fireside Chats on Frank and Mary’s YouTube
