Lalu Prasad Yadav convicted inFodder Scam: Rashtriya Janata Dalpresident Lalu Prasad and 15 otherswere found guilty of corruption in asecond case pertaining to the fodderscam by a special CBI court in Ranchion the 23rd of December. Special judgeShivpal Singh pronounced the verdictin the case pertaining to the allegedfraudulent withdrawal of 84.5 lakhfrom Deoghar district (now inJharkhand) treasury between 1994and 1996 when Mr. Prasad was theChief Minister of Bihar. The court willpronounce the quantum of sentenceon January 3.
HC wants TN Govt. to considerreservation for forward community:The Madras High Court has directedthe state government to explore thepossibility of extending the scope ofreservation in higher education andpublic employment for persons fromthe forward community based on theireconomic status. The court made theobservation on a plea moved by 14students from the forward community(FC). The petition sought a direction todeclare transfer of MBBS seats ingovernment medical colleges meant foropen category to BC and MBC categoriesas illegal, arbitrary and violative ofArticle 14 of the Constitution.
The court directed the state governmentto provide details as to how manycommunities remain as FC in the state,how many falls under Backward Class
(BC), Most Backward Class (MBC),Scheduled castes and Scheduled Tribes(SC&ST). It also wanted theGovernment to verify whetherreservation benefits have reached thesaid communities from 1950 onwards.
Parliament gives nod to IIM Bill:Parliament on the 19th of Decemberunanimously passed a Bill to grant theIndianInstitutes ofManagementthe power tograntdegreesinstead of post-graduate diplomas.The Bill also allows students to acquiredoctoral degrees from the IIMs. TheBill, passed by the Lok Sabha earlier,was passed by the Rajya Sabha on the19th of December. The Bill also conferson the 20 IIMs the status ofinstitutions of national importance,granting them greater functionalautonomy by restricting the role of thegovernment in them.
AYUSH Ministry sets up researchinstitute to boost Ayurveda:Central Council for Research inAyurvedic Sciences (CCRAS) forundertaking coordinating formulating,developing and promoting research onscientific lines in Ayurveda is set upby The Ministry of AYUSH.
The activities are carried out through30 institute/Centres/Units underCCRAS located all over India and alsothrough collaborative studies withvarious universities, hospitals andinstitutes.

InternationalInternationalPanel formed for return ofRohingya: Bangladesh and Myanmarhave formed a 30-member JointWorking Group (JWG) which willoversee the repatriation of Rohingyarefugees. The formation of the JWG,a follow-up to an agreement signedon November 23, was announced onthe 19th of December after Foreign
Secretary-level talks between the twocountries in Dhaka. The JWG is likelyto take assistance from UN agencies.It will deve lop appropriatearrangements for the refugees’return.
France Passes Law to Ban all Oiland Gas Production by 2040:France’s parliament has approved alaw banning all exploration andproduction of oil and natural gas by2040 within the country and itsoverseas territories. Under that lawthat passed a final vote on the 19th ofDecember, existing drilling permitswill not be renewed and no newexploration licenses will be granted.The French government claims theban is a world first. However, it islargely symbolic since oil and gasproduced in France accounts for just1 percent of domestic consumption.The rest is imported.
128 countries, including India, voteto reject US decision on Jerusalem:India was one of the 128 nations whichon the 21st of December voted in favourof the UN General Assembly resolutionto declare the US recognitionof Jerusalem as Israel’s capital “null
and void”. Victory for the Palestinianswas significantly lower than its
supportershad hopedfor, withmanyforecastingat least
150 “yes” votes. It is noteworthy that21 countries were absent and only ninecountries voted in favour of the USproposal to shift Israel’s capital toJerusalem.
UNSC sanctions against NorthKorea: The United Nations SecurityCouncil has voted unanimously infavour of new tough sanctions onNorth Korea that will cut oil suppliesvital for Pyongyang’s missile andnuclear programs. The resolution wasdrafted by the United States inresponse to last month’s test-firing ofa ballistic missile said to be capableof reaching the US mainland. Nearly90 per cent of refined petroleumproduct exports to North Korea wouldbe banned under the resolution, witha cap of 500,000 barrels a year. Crudeoil supplies to North Korea would also
be capped at 4 million barrels a year.

Maruti Suzuki to Impart Skil lTraining: The Skill Development
Ministry and Maruti Suzuki have
signed an agreement to impart
training to youth and enhance their
employment potential. As part of the
agreement with the Directorate
General of Training, DGT, Maruti
Suzuki will ensure that not less than
80 percent of trainees are placed with
Maruti Suzuki or its business
partners.
Govt’ clears Rs 1,300-cr skill devscheme for textile sector:The Union Cabinet on the 20 th of
December approved a new skill
development scheme titled ‘Scheme
for Capacity Building’. It has an outlay
of Rs 1,300 crore with an aim to
create jobs in the organised textile
and related sectors.The scheme will
cover the entire value chain of
textiles, excluding spinning and
weaving in the organised sector.
Around 10 lakh people are expected
to be skilled and certified in various
segments of the texti le
sector through the scheme, out of
which 1 lakh will be in traditional
sectors. At least 70 per cent of the
certified trainees are to be placed in
the wage employment and post-
placement tracking will be mandatory
under the scheme.
Richest 1% earn 20% of globalincome: Income inequality across
the world has risen quite rapidly since
the 1980s. The richest 1 per cent in
the world now accounts for 20 per cent
of total global income, up from around
16 per cent in 1980. By comparison,
the share of the bottom 50 per cent
in global income has oscil lated
around 9 per cent since the 1980s,
finds a new study.
World Inequality Report 2018 finds
that in 2016, the top 10 per cent of
the population in India, Brazil and
sub-Saharan Africa alone accounted
for a 55 per cent of their countries’
national income.
For the US and Canada, the
corresponding number was 47 per
cent. The report also says
income inequality in India has
reached historically high levels. In
1983, the top 1 per cent captured only
6 per cent of national income. The top
10 per cent accounted for 30 per cent,
while the bottom 50 per cent earned
roughly 24 per cent of total income.
But by 2014, the share of the top 1
per cent in total income had risen to
22 per cent, while the richest 10 per
cent accounted for 56 per cent of
national income. By comparison, the
share of the bottom 50 per cent
declined to just 16 per cent.
Centre launches new ruralfinancial inclusion project,DARPAN: The Union Minister of
Communications, Manoj Sinha on the
21st of December launched DARPAN
– “Digital Advancement of Rural Post
Office for A New India” Project to
improve the quality of service, add
value to services and achieve
“financial inclusion” of un-banked
rural population. He said, the goal of
the IT modernisation project with an
outlay of Rs. 1,400 crore is to provide
a low power technology solution to
each Branch Postmaster (BPM) which
will enable each of approximately 1.29
lakhs Branch Post Offices (BOs) to
improve the level of services being
offered to rural customers across all
the states.

black money stashed abroad, India
signed an agreement with Switzerland
on the 21st of December that would
allow automatic sharing of tax-related
information from January 1 next year,
the CBDT said. With the completion

Switzerland and signing of mutual
agreement, India and Switzerland are
set for automatic exchange of
information for the period beginning
from January 1, 2018
Loan Agreement for PareHydroelectric Plant Project: A loan
agreement has been signed between
India and Germany for providing
additional funding of EUR 20 million
for the Pare Hydroe lectric Plant
project (Arunachal Pradesh) under
Indo-German Bilateral Development
Cooperation. The objective of the
project is the generation of
hydroelectric power for the socio-
economic development of the North
Eastern region.
MEA launches SAMEEP: With an aim
to bring foreign policy to the masses
the External Affairs Ministry has come
up with an initiative - SAMEEP -
‘Students and MEA Engagement
Programme’. Under this MEA officials
will talk to students to help them
better understand foreign policy.
The main objective of SAMEEP is to
take Indian foreign policy and its
global engagements to students
across the country. Under this
programme, all the ministry officers
- under-secretary and above - will be
asked to go to their hometowns,
particularly their alma maters. They
will be expected to interact with the
students about the way the MEA
works, basic elements of its policies,
how diplomacy is conducted, and
generally give students an idea of
what a career in the MEA would look
like.

TELANGANATELANGANAKaleshwaram irrigation projectgets environmental nod: The Expert
Appraisal Committee of the Ministry
of Environment, Forest and Climate
Change has accorded environmental
clearance for the Kaleshwaram
irrigation project in Telangana. The
project is estimated to cost about
80,499.7 crore and proposed to be
completed in three years.
However, it directed the State to take
care of changes in the micro-climatic
conditions in the project area during
the construction and post construction
period of the project as it involves
submergence of a large area.The State
was directed to ensure that at no point
of time, the losers of land have any
grievances on compensation and the
displacement shall be taken up only
after completing the process of land
acquisition, including providing full
compensation to all the project
oustees.
The project envisages construction of
a barrage across River Godavari near
Madigadda village in Karimnagar
district of Telangana. This aims to
divert 180 TMC of water for providing
irrigation facil ity in 7.38 lakh
hectares covering seven districts of
Adilabad, Karimnagar, Nizamabad,
Warangal, Medak, Nalgonda and
Rangareddy districts. Apart from
these, the project seeks to provide
drinking water facility for Hyderabad
and Secunderabad.

Child Marriage reached at an alarming
level in Andhra Pradesh as it
registered 32. 3 per cent. It was the
highest against the national average
of 24.9 per cent in the country. The
official statistics says, Rajasthan
registered the highest number of
Child Marriages at 40. 8 per cent
followed by Bihar ( 39.6), Madhya
Pradesh ( 34.1) and Jharkhand
reported 32. 9 percent. Andhra
Pradesh stood at the fifth position in
child marriages in the country. In
Guntur district alone 54 per cent child
marriages were reported.
Krishna emerges top in brackishwater aquaculture: Registering
above 1.25 lakh metric tonnes of
brackish water shrimp production in
2017 (January-November), Krishna
district became the largest shrimp
producing district in the country.In
the financial year 2016-17, the
turnover of the shrimp exceeded
3,300 crore by producing 1.02 lakh
metric tonnes in the district.
Awards for Devi Priya and Venna Vallabha RaoEminent writer-journalist Devipriya and remowned writer-translator Venna Vallabha Rao have been picked for the prestigiousKendra Sahitya Akademi awards for the year 2017 for theircontributions to Telugu language.While Devipriya has been awarded the honour for his anthology“Gali Rangu” (colour of air), Vallabha Rao was given the honourfor his Telugu translation “Viramam Erugani Payanam” of KhanaBadosh’s biography written in Punjabi. The awards will bepresented in FebruaryDevipriya was born to Shaik Khaja Hussain in Guntur on August 15, 1949. He worked inseveral newspapers as a journalist and cartoonist, and even as an editor for the“Prajatantra” and “Hyderabad Mirror ” newspapers. With works l ike“Samajanandaswamy” and “Running Commentary”, his own twist on cartoon poetry, tohis credit, he gave birth to a new form of Telugu journalism.Some of his other famous writings include Amma Chettu (1979), Garibu Geethalu (1992),Neetiputta (1990), Thoophanu Thummeda (1999), Aranya Puranam, Pitta KoodaEgiripovalsinde (2001), Chepachiluka (2005), Adhyaksha Manninchandi (editorials)(2010), Gali Rangu (2011), Gandkuti (2009), Insha Allah (poetry), Poornamma - TheGolden Doll (Translation) and The Cobra Dancer (biography of K J Rao).Venna Vallabh Rao: Dr. Venna Vallabha Rao is popular for his translation works. He hascompleted his MA Hindi from Andhra University and has worked as a Hindi professor.Hehas translated many Akashvani National plays in Telugu and Hindi.Vallabha Rao hasalso translated eight different Telugu literature works into Hindi and seven Hindiliterature works into Telugu.Sahitya Akademi, India’s national academy of letters, on the 21st of December,announced its annual awards, recognising the literary works of 24 writers writing in24 Indian languages.Mamang Dai’s name has been selected for his English novel The Black Hill, and NiranjanMishra is in the list of winners for his Sanskrit novel Gangaputravadanam.

1. Context: O il minister Dharmendra Pradhan inauguratedeastern India’s first compressednatural gas (CNG) stations forscooters in Bhubaneswar, Odisha
Compressed natural gas, or CNG,is natural gas under pressurewhich remains clear, odourless,and non-corrosive – and can beused as a cheaper, greener, andmore efficient alternative to thetraditional petrol and diesel fuelsfor vehicles. CNG is comprisedmostly of methane gas which, likegasoline, produces engine powerwhen mixed with air and fed intoyour engine’s combustionchamber. CNG is compressed sothat enough fuel can be stored inyour vehicle to extend drivingrange, much like the gasoline tankin vehicles.
2. Context: There was a 230%increase in ceasefire violationsalong the Line of Control (LoC) thisyear compared to 2016, theGovernment informed the LokSabha on the 19th of December.
The term Line of Control (LoC)refers to the military control linebetween the Indian and Pakistanicontrolled parts of theformer princely state of Jammuand Kashmir—a line which doesnot constitute a legally recognizedinternational boundary, but isthe de facto border. Originallyknown as the Cease-fire Line, itwas redesignated as the “Line ofControl” following the SimlaAgreement, which was signed on3, July 1972.
3. Context: The Comptroller andAuditor General of India haspulled up the Finance Ministry fordeferring its fiscal deficit targetsand opaqueness in Budgetclassifications. The issues havebeen raised in two audit reportson the Provisions of the FiscalResponsibility and BudgetManagement (FRBM) Act 2003 andAccounts of the UnionGovernment for 2016-17, whichwere tabled in Parliament on the19th of December.
The FRBM Act is a fiscal sectorlegislation enacted by thegovernment of India in 2003,aiming to ensure fiscal discipline
for the centre by setting targetsincluding reduction of fiscaldeficits and elimination of revenuedeficit. It is a legal step to ensurefiscal discipline and fiscalconsolidation in India. The targetsset under the Act were postponedseveral times in later years thoughsome other goals of the Actincluding phasing out ofgovernment borrowing from theRBI were implemented. The FRBMAct was enacted in 2003 as risinggovernment borrowing and theresultant government debts haveseriously eroded the financialhealth of the government. Highrevenue deficit due to higherexpenditure on subsidies, salaries,defence etc. compelled thegovernment to make bigborrowing from early 1990sonwards. With inadequaterevenues, government resorted tohigh level of borrowing.
4. Context: In an eco-friendlymeasure to cut powerconsumption, the Indian Railwayssaid it planned to make allstations cent per cent LED lit byMarch 31, 2018.
LEDs are a particular typeof diode that convert electricalenergy into light. LED stands for“Light Emitting Diode. In short, LEDsare like tiny lightbulbs. However,LEDs require a lot less power to lightup by comparison. They’re also moreenergy efficient, so they don’t tendto get hot like conventionallightbulbs do (unless you’re reallypumping power into them). Thismakes them ideal for mobile devicesand other low-power applications.Don’t count them out of the high-power game, though. High-intensity LEDs have found their wayinto accent lighting, spotlights andeven automotive headlights.
