INTRODUCTION

This is a comparative study of two (2) alternatives for the Hunts Point Interstate Access ImprovementProject located on and in the immediate vicinity of the Hunts Point Peninsula in Bronx County. The purposeof this report is to analyze the relocations to be created by the industrial displacements for the BuildAlternative under consideration for the project. This analysis is being made based on a study of generalcharacteristics of the area, a determination of the approximate number and general nature of the necessarydisplacements and a survey of available industrial relocation facilities in the community. There are noresidential relocations involved in this project.

THE ALTERNATIVE LOCATIONS

The two (2) alternatives are as follows:

NO BUILD ALTERNATIVEThe No Build Alternative assumes no improvements in the project area other than those planned orimplemented as part of routine maintenance. This alternative does not meet the project’s purpose andobjectives.

BUILD ALTERNATIVEThe Build Alternative would improve vehicular access to the Hunts Point Food Distribution Center viathe Bruckner Expressway and Sheridan Boulevard (the Sheridan Expressway (Interstate 895) will be de-designated to an urban arterial boulevard as part of a separate project) by constructing a split interchangeat Edgewater Road and Leggett Avenue as shown in Exhibit 1. Two new ramps to and from the westboundBruckner Expressway would be constructed at Leggett Avenue, allowing westbound traffic access to andegress from the Hunts Point Peninsula via Leggett Avenue. Three ramps to and from Edgewater Roadwould allow eastbound traffic from the Bruckner Expressway and southbound traffic from SheridanBoulevard to access the Hunts Point Peninsula, and would also allow traffic to exit the Hunts PointPeninsula onto northbound Sheridan Boulevard.

AREA DESCRIPTION

Bronx County is one of the five (5) counties that comprise the City of New York and is the City’snorthernmost borough. It is bounded by Westchester County in the north, the East River in the south, theLong Island Sound in the east, and the Hudson River in the west. It is separated from Manhattan to thesouth by the Harlem River. This is the only borough that is predominantly connected to the U.S. mainland.

Hunts Point Peninsula

The Hunts Point Peninsula, located south of the Bruckner Expressway, is mostly zoned asmanufacturing. A residential core of about 12,000 residents is located on the northern part of thepeninsula, closer to the Bruckner Expressway. The Hunts Point Food Distribution Center occupiesalmost 48% of the 690 acres of thepeninsula.

The Hunts Point Distribution Center is comprised of approximately 155 public and private wholesalersincluding the Hunts Point Terminal Produce Market, the Cooperative Meat Market, and the New FultonFish Market. It is the largest food distribution center in the United States with sales exceeding $3 billionannually and an estimated revenue of $2.3 billion per year. It employs roughly 10,000 employees.

AccessThe food distribution center currently is by two (2) interstate highways –Bruckner Expressway (I-278) andthe Sheridan Expressway (I-895). It is also serviced by rail via CSX Transportation’s Oak Point Yard.Approximately 78,000 vehicles travel to and from the peninsula daily, including 13,000 trucks. Thosevehicles entering or exiting the Hunts Point Peninsula must exit or enter the Bruckner Expressway orSheridan Boulevard and local streets.

Neighborhood Trends and ProjectionsPer the New York City Economic Development Corporation (NYCEDC) report published in 2012, foodmanufacturing, which include processing and packaging, and food wholesaling makes up the commercialcore of the Hunts Point neighborhood. The number of these manufacturing establishments fell from 87 to74 in 2012.

RELOCATION ANALYSIS

The No Build Alternative would NOT require any acquisitions.

The Build Alternative would require the acquisition of two (2) industrial properties (TRN 6 & 7) along Edgewater Road entailing a total of three (3)business relocations. In addition, one (1) acquisition would prohibit partial access to a property (TRN 8) which might require a personal propertymove within the existing property. Property and business descriptions are on the following page.
