Terry’s Waste Management: 794-0529. They will give you an oversized trash can. Pick up every Monday. No need

to bag waste, if it’s in the can they will pick it up. They have a mechanical arm that lifts the trash can. However, no

yard waste pick up. Cost Approximately $25.00 per month.

Powell Sanitation: 776-7709. Pick up twice a week (Mon/Thu) and they also pick up bags of yard waste, or anything

else. Everything must be bagged. The garbage men toss all bags up and over the tall side of their truck. This is why

Lake Committee News

Purpose of the Lake Committee: To maintain the safety and security of Hurricane Lake, enhance the water

quality, optimize the fishery, so that this important natural resource will continue to add value and enjoyment to

our community.

The Lake Committee is busy, here are some of our accomplishments and plans and objectives:

Assisted the Arkansas Game & Fish Commission in doing a bass fish count of the Lake. We have in-

cluded their fish count summary.

According to their data, our Largemouth Bass population is extremely healthy.

The Crappie results were lower than before, but their study did not focus on Crappie. We have

asked them to come back next year and perform a specific Crappie count.

The study showed a large increase in Yellow Bass. These are not good for the Lake. Ar-

kansas Game & Fish and UALR Biology both suggest if you catch Yellow Bass, to please not

return them to Hurricane Lake.

The study showed an increase in Bowfin (also called Grinnell). If you catch Bowfin, Ar-

kansas Game & Fish and UALR Biology both suggest do not return them to Hurricane

Lake.

Arkansas Game & Fish Wildlife Officers have begun patrolling the Lake, and check for license, and

looking for boater safety violations. Please be in compliance.

The University of Arkansas at Little Rock Biology Department is going to assist us in conducting a

water quality study (we expect to start late January or February). This will take a few months to monitor

and complete, but once we have the results, we will share them with everyone.

We will wait on the water quality study and the Crappie fish count, before considering adding any

Grass Carp to Hurricane Lake. Obviously we do not want to remove all the valuable cover for Bass and

Crappie by over introducing any Grass Carp at this time!

We need volunteer fishermen and fishergals to agree to participate in a fish catching diary study, with Ar-

kansas Game & Fish. More details to be out soon.

If you catch Bowfin, do not throw them back into the Lake!

If you fish with minnows, do not throw extra minnows into the Lake after your day of fish-

ing!

HURRICANE LAKE

ELECTROFISHING REPORT

December 1, 2013

Provided by Fisheries Management District 8

Night electrofishing was provided by Arkansas Game and Fish Commission based on a request by the

Hurricane Lake Estates POA Lakes Committee. The electrofishing provided estimates of largemouth bass

size structure and density. Crappies were also collected as encountered during the electrofishing.

Two electrofishing crews sampled separate areas of the lake (east fork & west fork). Four 10-minute sub-

samples per electrofishing crew covered a considerable amount of Hurricane Lake shoreline. Rick Smith

and Tony Fuhrman (POA) assisted with the sampling. Fisheries District 8 biologists (Wooldridge &

Hobbs) were assisted by District 11 biologists (Batten &Nault). Water temperature was 69 degrees.

A total of nine crappies were collected total. These fish were all black crappies with the exception of one white crappie. Based on the availability of shallow cover the crappie population appears limited. Eight of

the crappies ranged 7 to 10-inches in length, dominated by black crappies. Black crappies this size are

likely two to four years of age. One of the adults was a white crappie. Young crappies were limited with

only one yearling black crappie collected and no signs of 2013 crappie spawn survival.

The lake has a robust population of bowfin (grinnel) characterized by fish in the three to five pound range. They were mostly found in the shallowest water near an abundance of aquatic vegetation. Anglers

are encouraged to remove these whenever they are caught as they will readily compete with the large-

mouth bass for the same food supply. Another nuisance species, the yellow bass, was

encountered in fairly high numbers at all sample sites. Some yellow bullhead catfish were observed but

not in high numbers.

Given a sample of fish stock size (8”) and larger, RSD-Q is the percentage of those fish that are of quality

size (12”) and larger. The current RSD-Q for Hurricane Lake largemouth bass is 65.1%. This is a high per-

centage representing several year classes of largemouth bass present. Given a sample of fish stock size

(8”) and larger, RSD-P is the percentage of those fish that are of preferred size (15”) and larger. The

current RSD-P for Hurricane Lake largemouth bass is 30.8%. This is a high number and indicative of some

nice bass over 15-inches in length available to anglers.

A total of 191 largemouth bass were sampled and returned to the water. Catch rate was quite high at

168 per hour average. Catch rates varied between 78 and 315 per hour.

A forage supply of bream (redear sunfish, bluegill, and longear sunfish) was plentiful in the shallows. Re-

dear sunfish seem to dominate the bream population but few exceeded 6-inches in length. Gizzard shad

were plentiful in the 6-inch size range. This size shad is not too large to serve as prey and will be readily

consumed by 2 to 4-pound largemouth bass.

The lake currently has overabundant coontail (Ceratophyllum) in the shallows. Coontail is a native spe-

cies of submersed aquatic vegetation. Coontail is an aquatic plant species readily consumed by grass carp.

We would recommend reduction but not eradication as coontail provides beneficial fish habitat. Water

willow (Justicea) and button bush (Cephalanthus) are common around shoreline areas. Sporadic patches

of lily pads were seen. Filamentous algae formed a mat over portions of the lake bottom in the east fork.

Much of the filamentous algae is likely stimulated by lawn fertilizers within the estates and other nutrients

entering the lake from Hurricane Creek.

Few channel catfish were seen during electrofishing but the ones we collected were large, ranging six to

eight pounds.

USAGE OF ASSOCIATION PROPERTY 2014

These Rules and Regulations are being provided to serve as a source of general information for the members of Hurricane Lake Estates Property Owners Association; and as a guide for the operation and use of the facilities and common areas proved for the recreation and enjoyment of HLE members.

Members: are those who are record owners who by virtue of holding a fee simple title to any Site or undeveloped acreage as described in the By-Laws of HLE. Membership: A Membership shall be restricted to the Owner of record and the mem-bers of his immediate household. Household members 18 yrs old (non property owners) must provide driver license with property owners address to obtain membership rights. Tenants: Owners are required to sign authorization to allow renter use of facilities. Homeowners who delegate their privileges to Tenants will be unable to use the facilities themselves. Membership privileges that have been suspended cannot use the facilities nor bring guests, until the reason for the suspen-sion has been resolved.

Members must have their HLE ID Cards with them at all times when on Association Property. Failure to provide your card when requested will result in you being asked to leave the facilities. Membership cards may be obtained at the POA Office for a fee of $7.00 (electronic entry card) or $1.00 for a non-electronic entry card), provided to children 11 years and younger. Lending of any HLE membership card even to another member is strictly prohibited and will result in privileges being suspended for the a minimum of three months.

Clubhouse / Cafe Rules & Regulations

1. Cafe / Clubhouse hours - End of May through beginning of September: Monday - Sunday (7 days a week) 12:00pm - 7:00pm

2. Payment options for cafe purchases: (1) Pay Cash, (2) Pay with Credit Card (for purchases of $5.00 or more). (3) or charge purchases to their POA Account: providing you agree to e-mail statements, which would be e-mailed monthly. It will be nec-essary for you to contact the POA office and authorize this charging privilege. You will not be able to charge to the POA Account if your: account has been DELINQUENT in the last 6 (six) months, you are a RENTER, or you have not agreed to e-mail statements.

3. All Credit Card purchases must be $5.00 or over to use card.

POOL RULES AND REGULATIONS 1. POOL HOURS: Monday – Thursday 9:00am – 9:00pm Friday 9:00am – 8:00pm (8:00pm - midnight adult only swim) Saturday 10:00am - 10:00pm Sunday 10:00am- 8:00pm 2. POOL DAILY GUESTS: Any member bringing a non-member guest into the pool must register their guest and pay a guest fee of $2.00, prior to using the pool. Guest fee may be paid in cash or charged to the Member account. Guests must be accompa-nied by the Member who signs them in at all times while in the pool area. Members are liable for damages by tenants, family members or their guests, to any of the facilities at full replacement cost. There is a maximum of eight (8) guests per day, per MEMBERSHIP household. 3. POOL EXTENDED GUESTS: Any member may purchase an extended guest pass which would be good for the entire calendar year. This type of pass may be purchased for family member and a babysitter (age 13 or older) only. A family member is defined as parents, children, grandchildren and grandparents and their spouses. The POA member does not have to accom-pany this individual , however the holder of the type of pass cannot bring additional guests with them. The cost of an extended guest pass is $25.00. Babysitters must be accompanied by a Member child 11 and under. 4. Members with out-of-town guest who live further than 75 miles from HLE staying in their home (overnight) should come to the POA office no less than 3 business days in advance and register for a temporary free pass. Member who do not comply with the registration time period, must pay the Daily Guest fee. This free pass will expire at the end of a two (2) weeks from the date activated. The member does not have to accompany their guest, however, the identification cards will not be able to open the pool electronic entry gate and will be required to ask the POA office, or pool attendant to open the gate. 5. Members who fail to register their guests could result in membership suspension, which would result in their privileges be-ing revoked for the remainder of the calendar year. 6. Children 11 and under must be accompanied by a member (or babysitter) who is 13 years or older. The Membership iden-tification cards provided to children 11 and under will not be able to open the electronic pool entry gate. 7. Usage Rules & Regulations:

Warning: No Lifeguard on Duty Absolutely “NO” Suntan Oil – Suntan Lotion if fine. Absolutely “NO “ Smoking within the pool fenced area. No Animals in pool or on pool deck at any time. Shower before entering pool, especially if you have been in the lake water. Street clothes and shoes are not allowed in the water. Infants and toddlers must wear swim diapers (accidents close the pool) Absolutely “NO” glass containers, sharp objects, or any haz-ardous objects No diving, running or offensive/foul language Health Dept. requires entry gate to be closed at all times. When the pool is CLOSED, if you enter, it will be considered trespassing

Reservations 1. Pool Reservations: The pool will not be closed for private parties but is available for rent at the rate of $15.00 per hour. Minimum of two hours. (Maximum of 20 participants allowed). For reservation call or email the POA office. Renters with designated privileges must pay entire rental fee in advance at least one week prior to the reservation date. Cancellation: Should be made 7 days prior to the reservation. Cancellations which do not meet the 7 day requirement will result in forfeiture of all fees charged/paid. The only exception would be inclement weather, as determined by the POA of-fice. 2. Pavilion Reservations: Rental hours: There is a 2 hour maximum per member. Reservations are accepted on a first come first serve basis, at a $25.00 flat fee, if the area is left unclean, there will be a minimum of $50.00 assessed as a clean up fee. No guest fees are charged for non-member guests use of the pavilion if accompanied by a member. However, if the guest intend to use the pool they must pay the Daily Pool Guest Fee. For reservation call or email the POA office. Cancellation: Should be made 7 days prior to the reservation. Failure to cancel a reservation will result in a $25.00 adminis-trative fee. The only exception would be inclement weather, as determined by the POA office. 3. Grassy Area Reservation: is required for events with 25 or more guests, for a fee of $200.00 per day. A deposit of $100.00 is due at the time the reservation is made, the remaining $100.00 is to be paid in full 2 weeks prior to the event. The member is responsible for cleaning up the area immediately at the close of the event. Should the POA deem it neces-sary to perform additional clean up, a fee of $50.00 per hour will be charged to the POA member. (Members must provide their own clean up supplies/tools (broom, trash bags, etc.) and take all trash to the POA dumpster). Renters with designated privileges must pay entire rental fee in advance at least one week prior to the reservation date. Cancellation: Should be made 7 days prior to the reservation. Failure to cancel a reservation will result in a $50.00 adminis-trative fee. The only exception would be inclement weather, as determined by the POA office. 4. Clubhouse reservation: A staff member will be present for all rentals party A. Ballroom (Lake side) w/o concession (max interior table seating of 130 people, additional exterior table seat-ing outside on deck of 30 people) Friday - Sunday Parties of 41 or more: $150.00 hr min 2hrs - each additional hr $75.00. Deposit of $100.00 required for reservation. Parties of 40 or less: $75.00 hr min 2hrs - each additional hr $50.00 per hour. Deposit of $75.00 required for reser-vation. Monday - Thursday Parties of 41 or more: $75.00 hr min 2hrs - each additional hour $50.00. Deposit of $75.00 required for reservation. Parties of 40 or less: $50.00 hr min 2hrs - each additional hr $25.00 per hour. Deposit of $50.00 required for reser-vation. If the interior facilities are to be used to host a band, with dance floor, then the max interior table seating would have to be reduced to 109 people. There is ample room to have a band out on the deck without reducing the exterior seating capac-ity. B. Entire w/concession (max interior table 164 people) Not available for rental during pool season. Friday - Sunday $175.00 hr min 2 hrs - each additional Hour 75.00. Deposit of $100.00 required for reservation. Monday - Thursday $100.00 hr min 2hrs - each additional hour $50.00. Deposit of $75.00 required for reservation. The Entire Clubhouse or Ballroom only is available for private rental by property owners on a first come first serve basis. Facilities may only be rented by HLE property owners or renters with designated privileges. All rentals are subject to avail-ability and restrictions. Association and community activities take priority over private rentals. Homeowner of record must come in to the office to sign a rental form and put down a deposit to secure rental date and time. Homeowner must be current on all assessments and charges prior to reservation. Renters with designated privileges must pay entire rental fee in advance at least one week prior to the reservation date. Cancellation should be submitted in writing and must be received no less than 30 days prior to reservation. Deposit will be forfeited if cancelled less than 30 days.
