WASH project in a post-emergency setting, that faced a new emergency of a cholera outbreak….
Less than half of population had access to safe drinking water, and 19% was the sanitation coverage. (Source: WHO/UNICEF, 2008)
Direction Nationale de l’eau et l’assainissement (DINEPA) has the responsibility of the programmatic strategies towards the improvement of water and sanitation facilities.
Ministere de la santé publique et de la population (MSPP) controls health issues of public concern.

OBJECTIVES OF THE ACTION
Main aim: Create a safe and healthy learning environment for children
Activities: Assessing main gaps and
needs in WASH of the selected schools.
Building/repairing water and sanitation facilities, respecting DINEPA standards; and
Carrying out hygiene promotion campaigns among teachers and children.

COMMUNICATION IN ACTION Objective: to spread message as
quick as possible. Audience: Teachers, professors,
directors, children, education officials. Strategy: Communication activities
were coordinated with Clusters and DINEPA/MSPP; and through ad-hoc created working group.
Human resources: 34 among animators and hygiene promoters were involved.
Financial resources: 2.5 USD per beneficiary per 10 month action.

96% reported to know what cholera disease is and could indicated at least two methods of prevention.
RESULTS
86% of children reported to have heard about cholera disease, either from the radio or from the teachers/animators; and to know at least two methods to prevent it.
LESSONS LEARNED Great coordination with MSPP/DINEPA and
Clusters in preparing in a timely manner messages to be spread.
Short messages straight to the point are easily understood and remembered.
Use of positive messages linked to the hygienic behavior especially after people suffered from a disaster and losses of relatives.
Fear has been studied as powerful driver in hygiene behavior change, but long term monitoring is needed to prove sustainability after the epidemic is over.
