• TherecommendedPriorityBus1transitimprovementswillgreatlyincreaseservicefrequencytoimportantdestinationsfromwithinthecorridorby2030and,thus,attractmorepeopletoliveintheactivitycentersandridetransit,potentiallyreducingsprawl.
• TherecommendedPriorityBustransitimprovementswillalsoreducethenumberoftransfersrequiredandcreatetraveltimesavingstomajormarketsintheI-66corridorversusexistingtransitservice,attractingmorepeopletotransit.
• Thefullsetofrecommendationsimprovestransitreliabilityandattractiveness,resultinginmorepeoplemovinginthecorridorbytransit.SimilartotheDullesCorridor,PriorityBusimprovementsandfacilitiescanbeimplementedintheshorttermandlaythegroundworkforanextensionofrailinthecorridorinthelongterm.
• TherecommendedTDMprogramsprovidebenefitstoalltravelersinthecorridorbyreducingvehicletrips,providingarangeoftraveloptionsandraisingawarenessoftransitservicesinthecorridor;thecorridoranditsoptionsareabletomeettheneedsofmorepeople.
• Theshort-termrecommendationsrequirecapitalinvestmentof$126.8millionandanannualoperatingcostof$11.8millionabovethecostofexistingservice.Themedium-termrecommendationsrequireadditionalinvestmentbeyondtheshort-termrecommendations,including$163.7millioninadditionalcapitalinvestmentandwillbringtheannualoperatingcostto$14.7million.
About the StudyThepurposeofthestudywastoevaluateshort-andmedium-termtransitandtransportationdemandmanagement(TDM)improvementsalongtheI-66corridorbetweenWashington,D.C.andHaymarket,VAthatincreasemobilityintheI-66corridorandtobepositionedtoprovideinputintotherestartoftheVirginiaDepartmentofTransportation(VDOT)I-66MultimodalTransportationEnvironmentalStudy.Thestudywasmindfultoofferapproachesthatcouldlaygroundworkforrailextensioninthelongterm.
Theprojectwasexecutedasaseriesofcloselyassociatedtaskscoveringaspectrumofactivitiesfromdatacollectionthroughanalysistodevelopmentofrecommendations.Apublicinformationprogramwasanimportantactivitythroughouttheproject.TheTAC,madeupofagencyandoperatorstakeholders,carefullyguidedthework.Ultimately,asetofmultimodalrecommendationsweredevelopedthatencompassedtransitservice,transitstations,pedestrianandbicyclefacilities,TDMstrategies,andpark-and-ridelots.Costandrevenueprojectionsfortheserecommendedelementsweredevelopedinthefinalstageofthestudy.

• Haymarket;• VA234Bypass;• Centreville;• StringfellowRoad;• MonumentDrive/FairfaxCorner;• EastFallsChurch;• Ballston;and• D.C.Core.
Runningway ImprovementsTheexistingI-66HOVlaneisacriticalelementinmaintainingdependable,high-qualitytransitservicesinthecorridor.Signingandmarkingimprovementsarerecommendedforthecongestedportionofthelane,particularlybetweenapproximatelyU.S.50andtheBeltwaytocreateabetterdefinedbufferoftwotofourfeetinwidthwithappropriateenforcement.
Recommended Transit ServicesTherecommendedI-66PriorityBusserviceincludesmanyelementsofBRTthatwillimprovethequalityanddependabilityoftransitserviceprovidedinthecorridor.EachoftherecommendednewI-66PriorityBusserviceshasonlyfivestops,providingashorterandmoredirecttriptothemajordestinationsinthecorridor(e.g.,theD.C.CoreandtheRosslyn-Ballstoncorridor).
Park and Ride LotsTherecommendationsincludetheadditionof3,000spacesthroughcapacityexpansionsatthreeexistinglotsandtheconstructionoffournewlotsinthewesternendofthecorridor.Thisrepresentsanincreaseofover25percentinparkandridecapacityinthecorridor.ThreeofthenewlotswillbeservedbytherecommendedI-66PriorityBusservice.Providingreal-timeinformationconcerningparkandridefacilitiestothecorridorisalsorecommended.
TDM StrategiesFifteenTDMstrategiesarerecommendedfortheI-66corridortoreducevehicletrips,providearangeoftraveloptions,andraiseawarenessoftransitservices.Therecommendedstrategiesinclude:enhancedmarketing,VanpoolDriverIncentive,Corridor-specificStart-upCarpoolIncentives,RideshareProgramOperationalSupport,carsharing,bicyclesupport,programevaluation,enhancedVanpoolInsurancePool,enhancedTelework!VA,OngoingFinancialIncentive,VanPriorityAccess,capitalassistanceforVanpools,FlexibleVanpoolNetwork,SmartBenefitsSubsidyPublicShareandMobilityCenters.
