Rece~ved the message and learned the situation. As the people who

belong to the Northern pan of Quilon are not in a position to provide salaries and

accomtnodation to teachers. majority of the common mass are illiterate. In this

condition Her Highness decided to give education to the ntasses by providing funds

lrom treasu? so that the children will be in a position to read and write. which will

enable them to hold various positions and it will help in raising the status, fame, glory

and prosperity of the country. In order to fulfil this requirement, a person who is

well-versed in Malayaiam (Malayalam Grammar) and Astrology, and another person

proficient in Tamil and Mathematics must be appointed in these places by giving a

remuneration of 50 panams per month. At present Ramavarier and Sankaralinya

Vadhyar are appointed in Mavelikara region. Haripad Kochupilla Vadhyar and

Suchindram Vallinayakam Vadhyar in Kanhikapalli region, Vattaparampil

Kunjukunju and Chattanatha Vadyar in Thiruvalla region and Pemr Kump and

Shivajnanam Pilla~ in the Kottarakara reyion. All these teachers are paid 50 panams

per month This method, being successful in these regions, the same should be

implemented in the Northern region of Quilon also. if the tenants send their children

t o the school; to ensure that all the pupils studying under these teachers are getting

proper education, the Tahasildar and the concerned authorities will inspect the school

once in IS days and note how many children are learning these and what all things

they are learning. It must be recorded and the report should be sent to the Hajoor.

Each month the report should be submitted to His Highness for verification. This

proclamation is made on 19Ih Edavam 992 t o Divan Perskar Venkitarayar.

some children of Pandalam diocese have matured enough to read and write and they

are not in a position to learn by paying fees. Hence steps may be taken to appoint

students were enrolled This will enable to produce human measure for treasury

appointed to teach Malayalam, Tamil. Mathematics. Reading and Writing to the

children of Kudianmar by paying from the government treasury at Mavelikkara,

Thiruvalla, Karthikapally and Kottarakkara. In addition to the appointment of

teachers in these four taluks, teachers should be appointed in remaining taluks also.

As such. tahasildar has appointed Changamkulangara Ramavaryar and Thirunelveli

Swaminathan a1 Karunagapally. Mattathu Sulapani Vadyar and Thirunelveli

Sankaralingam Pillai at Ambalappuzha taluk. Haripad Chembakasseri Krishna

Waryar and Poudraviam Pillai at Cherthalla taluk. Aranmula Chennan Pillai and

Pauponnapa Pillai at Changanacherry taluk, since 7Ih of the month. Teachers are

being selected for the remaining Taluks and will be appointed subsequently. After

appointing teachers in the remaining Taluks, the children of Kudiyanmar should be

taught Malayalam, Tamil, reading, writing, and Mathematics and the progress is t o be

reported, periodically Teachers should be appointed for all other taluks to teach

Received the letter and learned the situation. For dealing the treasury

related cases, a High Court is established and a judge and a Sastri were appointed to

deal official matters. For clerical posts, Brahmins. Sudras and Christians were

appointed Chathannoor Valiyapurakkal Gee Varghese was appointed as the second

judge in the High Coun Since the second judge of Mavelikkara Coun is inefficient.

Chathannooor Kollakkaran Kunjokanjan should be appointed in that place. The

second judge of Aluvakkottil is charged and suspended from the position and

Maliyakkal Pothen of Puthenppally village should be replaced. Elanjikkal ltticheriyth

should be appointed as the thahasildar of Piravathu taluk. Panachimoothil

Kochukunju in Kottayam taulk, Vadayakkattu lttiavira in Muvattupuzha taluk and

Vengazhiyil Chandapillai Tharakan should be appointed as the tahasildar of

Ambalappuzha Agricultural farm. Chekkothu Kochukunju should be appointed as the

Village Officer of Omalloor in Mavelikkara Taluk and Ambalathinaludi Paulose

Tharakan at Iramallorr Village in Muvattupuzha taluk. The transfer orders should be

issued to this effect For this purpose the proclamation was declared by Her Highness

to Diwan Peshkar Venkitaraya on 993 Makaram 18'"

company This income has been accrued while remitting income from Peshkar's

account and from the income from the resources of sea. This amount was due to be

remitted to the Government Treasury. But it is learned that there has been certain

difficulties in maintaining the seminary at Kottayam. In the circumstances it is hereby

informed that the amount shall be given as gift to meet the expenditures of the

seminary at Kottayam. This shall be entered in the accounts of the treasury. The

matter is hereby informed to Diwan Peskar Venkitarayar on 29171993.

when Muhammed Ali is not well due to disease caused by swelling of limbs. This

Benjainiti Bailey built a bungalow and started a Seminar); scliool in Kottayam at

Chungam hills. Documents from the exchequer niust be given for that piece of land

where the bungalow was built. As that piece of land was registered in the exchequer

and there is no revenue income from there, tax was evaded to avoid any dispute in

future. it was understood that as the above piece of land was used by the priest for the

purpose of education of poor people, that place must be evaded from taxes. His

Highness was pleased to order this to the Diwan Janardanarayar Venkitarayar in the

year 993 ldavam 16 to evade this building from all taxes.

Received the letter and learned the situation. An order was yiven to

the Kottayam Tahasildar to avoid tax to the above mentioned properties of the priest.

He was also giveti the power to enjoy all rights within the four boundaries of the piece

of land without paying the tax The property of Valayattill Thomman of Kottayam

who was paying the tax of % panam came within the western boundary of this piece

of land. This was also given with approval to Mr. Benjamin Bailey as Thomman had

given written permission to this effect. The yearly tax of Rs. 2 '/I Mundanippanam for

the bungalow and the Chungam hills will be now used for maintaining the bungalow.

Those document containing this provision must be handed over to the priest This

was passed by the Highness and forwarded to the Diwan Janardanarayar Venkatarayar

in the year 993 Karkidakam 24.

Keceived the message and learned the situation. The wetland of worth

88 and a half Makanikotta and 20 kuwni was registered for use of the priest, staying

at Myladi, where a lease of 705 Makanikotta and Uri grains was estimated. From this

605 basketful grain shall be exempted for the use of the priest. The remainins 100

Makanikotta and Uri grain has to be remitted. But the priest has pleaded that this

huge remittance is not possible and he was not aware of the remittance to the

authority. And the Colonel told me that a certain amount of michavaram may be

considered as the possession towards the priest. Hence to this field. one basket grain

as michavaram and to the remaining field at the rate of two panam per one basket

grain, 177 !/4 pananl has to be recorded. It is decided that this may be recorded and

lnformed to the priest His Highness has pleased to order this in favour of Divan

informed Kelpen Guardian. that it is proposed to start a school to teach the Syrians by

priest Norton at Alappuzha with the help of Merchants and the expenses may be

reported atierwards. Kelpan Gardian, reported that the price of Anjili (Wild Jack tree)

and sized wood used for the construction of the school has not been entered in the

record. Hence. steps may be taken for entering the accounts in this regard. Her

MrSastripotti from Mannadi called on me while I was residing at Kottarakkara He

was willing to teach Brahmins Sanskrit for a srnall amount of remuneration Since.

Brahmins and other people in the State is lacking knowledge in Sanskrit and if we

impart Sanskrit knowledge to this category of people, they will be able to understand

vedic literature Hence it is desirable that there must be some arrangement for

teaching Sanskrit to those who are interested. It is in this context that Sastripotti has

called on me. Sastripotti will reside at Mannadi and teach Sanskrit to the Brahmins.

Sri. Sastripotti shall be given 100 more panam per month. Diwan Janardhana Rayar

Venkita Rayar is directed to issue necessary orders to this effect, on 994-Thulam 30"'.

letter to grant trees from Alappuzha for the following purposes - constructing a house

at Kumbakonam for me, to built a house for priest Henn who is residing at Kottayam.

to construct a school for priest Mead who is residing at Nagarcoil, to construct a

house for priest Norton at Alappuzha. The price of such trees has not been entered in

the account. Now I received the letter showing I3449 Aramakani panam for the trees

taken by me, 8597 Kale Mukkani Arakkani Munthiri panam for the trees granted to

priest Henn, 7403 panam for the trees granted to priest Mead and 1295 1 panam for the

trees granted to priest Norton has been realised and entered in the records. This

amount of 42402 one Ma half Ma Munthiri may be recorded in the expenditure

To teach English and Tamil to the children of the soldiers and other

officers, schools have been built up and teachers have been appointed. The salaries of

these teachers were given from the salaries of these soldiers and officers. After some

time these persons did not agree to give salary to teachers from their salaries. This

may lead to the closing of these schools. To avoid this, it was decided that the

salaries of these teachers may be given from the treasury. As has been done earlier.

the salary to be ylven to the English teacher shall be 140 panam, the salary to be given

to the Tamil teacher shall be 56 panams and that given to the sweeper shall be 7 %

panams In this way for these three persons every month a total of 203 % panam shall

be given from Alpassi month of this year onwards. His Highness was pleased to order

this on 20Ih Dhanu. The matter is conveyed to Diwan Peshkar Babu rayar.

in his duty Now a complaint against him has been received from Accountant Raman

panam He killed thc bull by dipping it into water and cut it into pieces. A case was

registered by police in this regard This was reported to the authorities. Sanction has

Received the message and learned situation. The proposal forwarded

on 29 Markazhi (Dhanu M E . ) in the year 103 1 that Mr. Roben now working as

teacher in Government English school is not able to work due to old age So he

requires to be ret~red from service. As per the proposal a pension of Rs.2001- from his

salary of Rs.3001- is sanctioned with effect from the first of Chingam of this year. As

no substitute is appointed in the place of Mr. Robert, the second Teacher Charles

Edward Robert has been appointed as Headmaster and the teacher Ouseph has been

appointed as the second master. From Rs 5301- allotted to the school (Rs.2001-

company Rupees) 203 and half panam as expenses. and from the balance Rs.326 and

one panam, Rs 271 and half panam is specially added to Rs 326 and one panam.

From this 2001- for headmaster. Rs.70 for second master and Rs 401-for 4 ushers at

the rate of Rs 10 each. in Quilon school Rs.251- for the teacher and Rs. 141-for two

servants and Rs. 5 for menial expenses is sanctioned. For this purpose Rs 35414s to

be given from Chingam I " and this matter is to be informed to the Resident and this

has been mentioned in the paper sent on 16Ih November 1855. The amount of

Rs.5301- of the school Rs. 203 and 'h panam are for pension and the balance Rs. 326

has been received, stating that the government have stopped levying tax of tobacco

from Thimnnel\.eli Subsequent price reduction has to be made in the retail sales of

tobacco ot'the State While reviewing the accounts it is understood that the revenue

in this regard is more than Rs 70001- per annun]. The present retail price fixed for a

pound of tobacco is mukkal makani panad . Yet there is some benefit for the retail

purchasers of tobacco The profit accruing from this can be utilised for the education

Reminder

.\ letter is received from Mr. Brown to take steps for making learning

most effective in Seminary School at Kottayam. Certain financial aid has been

request bv Brown for the purpose. I have sanctioned Rs. 5001- for the purpose. An

order to t h ~ s etfect has been sent to Commissioner Krishna ravar. Mr Brown has

written a letter on July 7"' to this effect. The amount of Rs 491- 3 .4nnas and seven

paise has to be sent by money order to Arbuth Norton Company in this regard

Panam of 3499 has to be (at the rate of Rs. 71-) entered in the account as expenditure

for the purpose Diwan Madha rayar has also written a letter to this effect. For the

purpose of remittirig the amount and entering in the account a letter is sent to Shroff

Subhanaikan is endorsed A proclamation to this effect has to be sent to Diwan

Peshkar Subbariayar .Anandarayar (Chinga.m 16, 1040).

Received the message and learned the situation. The rise in price of

salt has been increased by half a panam per para (an indigenous measure). This has

created some d~stress to the public In order to compensate this it is decided to set

apart an amount of RS 400001- per year for starting hospitals and vernacula~ ~choois

in the State Also the decision to reduce the taritf rate from Rs. 151- to Rs. 10 per

kcriid; (an indigenous measure) for exporting arecanut will also raise certain amount.

This also has to be used for the benefit of the people. A proclamation to this etTect

has to be released for the information of the public. This is to Diwan Rangarayar

Madhavarayar on 17"' Edavam 104 1 M E .
