A Public Hearing was held at 7 : 0 0 P.M., May 4 , 1987 for the purpose of rezoning of property on Highway 321 , Map 1 1 , Parcel 133 . 5 from R - 1 Suburban Residential to C-2, General Commercial. Mr. & Mrs. Mitch Miller spoke against the rezoning and Mr. Jack Bowden spoke for the rezoning. There being no further comment, the hea�ing was closed.
Be it remembered that the Loudon County Legislative Body met in regular session on Monday, May 4 , 1987 at 7 : 1 5 P.M. with the Chairman, J.J. Blair, presiding and Addie Ruth Clarke, Deputy Clerk, was present, whereupon Sheriff Joe Sims Opened Court, led the Pledge of Allegiance to the Flag and presented Commissioner Maples, who gave the Invocation.

It was moved by Commissioner Price and seconded by Commissioner Park that the April minutes be approved as presented. The vote was unanimous.
Chairman J.J. Blair reported that he had been called concerning some dead trees on Hospital Hill that needed to be cut. It was moved by Commissioner Bledsoe and seconded by Commissioner Price that the trees be cut. The vote was unanimous.
County Executive, George Miller appointed All Bryant to take the place of Bart Eldridge on the Blair Bend Industrial Park Committee. It was moved by Commissioner Price and seconded by Commissioner Petty that this be done. The vote was unanimous.
The Budget Committee Recommendations were presented by County Executive, George Miller to accept MCI's offer of $1 ,500.00 to file permit forms with the state of Tennessee requesting approval of instaling a sewerage package treatment plant and waver of tertiary treatment requirements for a period of two years. MCI would also look at up to three treatment plants within a reasonable distance and make recommendations back to the Commission on which plants have the capacity to handle waste water from the school and which plant would be the most suitable. It was moved by Commissioner Masingo and seconded by Commissioner Price that this be done. The vote was unanimous .

WHEREAS , the Board o f County Commissioners of Loudon
County previously adopted a resolution request ing that the State
of Tennessee take immed iate steps to exped ite the completion of
ii the four-laning of U . S .
I I ( Resolution No . 2 7-86); and
H ighway 321 through Loudon County
I' ,I WHEREAS, former State Highway 95 has been redesignated 11 j as U . S . Highway 321, being also des ignated a� a Tennessee Scenic
I ' · Highway , and the link from the Blount County line t o U . S . No . 1 1
in Lenoir City is approximately 4 mile s , and is the only

rema ining two-lane stretch not already built or under
cons truction between Interstate 40 and the Smoky Mount ains ; and
WHEREA S , the traffic flow on this highway i s increasing
I: daily, it I being one of the main arteries t o the Great Smoky
I Mountains Nat ional Park ; and
I I WHEREAS , this highway also serves as an access across
Fort Loudoun Lake to the Knoxville Municipal Airpor t , Alcoa,
Blount Count y , Gatlinburg, P igeon Forge , Dol lywood , as well as
11 having become the primary commercial artery to and from the City
I 1 of Lenoir C i t y ; and
I I WHEREAS , t he Cooper Communitie s development in Loudon i� County, together with the deve lopment of the Tellico Reservoir

Industrial Park, also will result in a heavily increased
of U . S . Highway 321 between Broadway ( U . S . Highway 11) in
Lenoir City across the Tenne ssee River; and
WHEREAS , because of all the reasons named herein, it is

of utmost importance and a critical factor in preventing a
bottleneck , for the approximately four miles remaining of said .
highway between Interstate 4 0 and the Smoky Mountain s , and
because it is u�derstood that the character, nature, and location
of this highway might enable it to be construct�d with 8 0 / 2 0
Federa l/ State funding ; and
WHEREAS , as a part of the requested project it is vital1
that an overpass be constructed over Broadway �U.S. 1 1 ) in Lenoir
C it y , but that accessibility t o Broadway off and o n Highway 3 2 1
is crucial t o the Lenoir City downtbwn development ; and
WHEREAS , after s t udy and cons iderat ion , the people of
Lenoir City and Loudon County feel that cons ideration should be
given b y the State Department of Transportat ion t o constructing a
new four-lane bridge across the Tennessee River because of the
expected increase in traffic ;
NOW, THEREFORE , BE IT RESOLVED on this the 4th day of
May, 198 7 , that the Loudon County Commission formally endorses
the widening by the State of Tennessee of U. S . Highway 321 to a
four-lane I thoroughfare through Loudon County as herein described

to accommodate the present and future volume of traffi c , and to
increase the potential for economic growth for this area;
BE IT FURTHER RESOLVED that an overpass -interchange at

RESOLUTI ON I RESOLUTION AS TO POSSIBILITY OF CREATING
EATONWOOD SEWERAGE DISTRICT
WHEREAS , the Eatonwood Subdivision located just off
U . S . Highway 3 2 1 near Eaton Crossroads in th� Fifth Civil
District of Loudon Count y , Tennesse e , has a severe sewage
1 d isposal problem adversely affecting the value of the property in
the subdivision , and posing a health meance t o the residents
therein ; and l i i WHEREAS , the Loudon County Quarterly Court several
years ago est ablished the Loudon Coun t y Board of Public U tilties
under the authority of Tennessee Code Annotated 5 - 1 6 -1 0 1 et seq ,
the purpose and authority of the Board being t o facilitate the 1 provision of urban-type facilities in rural areas as needed ; and
I WHEREAS , because of the extreme necessity in providing
a sewer system for the Eatonwood Subdivision area in order to
preserve the property values, and t o ensure the �ealth and safe t y
of the residents therein , and because a significant number of the
� I landowners in this subdivision have indicated their willingness
to pay any reasonable amoun t necessary to get a public sewer
lin e , that the County Comm ission feels that consideration may be
given t o the establishmen t of the sewer district under the
authority of the aforesaid Tennessee Code Annot ate d , it being the
recommendation to the Cou n t y Commission that the sewer district
at this t ime include only the property located w i t hin the
Eatonwood Subdivision as described and mapped on the subdivision
p � a t accord ing t o the Regist e r ' s Of fice of Loudon Count y ,
Tennessee , in fA+ &�. l , page ���' which descript ion and map
is incorporated in this resolut ion by reference ; and
