were shown to have been either incompe- tent or dishonest either in State or na- tional banks or otherwise Second Thoro was not sufficient to justify the organization of a na- tional bank In the community or the banks already there were serving the business interests well and an addition- al depository thrown into the banking situation would have brought about ruin em competition and made weak the In- stitutions now fairly strong Third The applicants were wellknown speculators or wore men without stand- ing financial or otherwise in the com- munity In regard to men who promote but do not operate banks who are included in the third class Mr Murray said the beet of protection is cooperation be- tween t the Comptroller of the Currency n4 the supervisors of the State banks Ltets of professional promoters he said are kept in this office and any infor- mation WQ have regarding them is at the service of the State bank supervisors Mr Murray requested that lists be ex- changed between the supervisors and the Comptroller but he said if for any rea- son the supervisors should not care to exchange his Hats were open to them The ideal way would be an annual meet- ing between the national and State bank examiners where information could be exchanged and compared Such cooper- ation would be of great benefit to exist- ing banks and a protection to the public Comptroller In tho last year and a half 10S ap-plications for national bank chartershave bun refused said Lawrence OMurray Comptroller of Currency atthe ninth annual convention of the Na-tional Association of Supervisors of StateBanks hold in his office yesterday andeveryone of those rejections was the re-sult of one or more reasons

the men who appliedwere shown to have been either incompe-tent or dishonest either in State or na-tional banks or otherwise

Second Thoro was not sufficientto justify the organization of a na-

tional bank In the community or thebanks already there were serving thebusiness interests well and an addition-al depository thrown into the bankingsituation would have brought about ruinem competition and made weak the In-

stitutions now fairly strongThird The applicants were wellknown

speculators or wore men without stand-ing financial or otherwise in the com-munity

In regard to men who promote but donot operate banks who are included inthe third class Mr Murray said the beet

of protection is cooperation be-tween t the Comptroller of the Currencyn4 the supervisors of the State banks

Ltets of professional promoters he saidare kept in this office and any infor-mation WQ have regarding them is atthe service of the State bank supervisors

Mr Murray requested that lists be ex-changed between the supervisors and theComptroller but he said if for any rea-son the supervisors should not care toexchange his Hats were open to themThe ideal way would be an annual meet-ing between the national and State bankexaminers where information could beexchanged and compared Such cooper-ation would be of great benefit to exist-ing banks and a protection to the public
