FORAKER IN WASHINGTON
ExSenator Chats of Politics andTakes Hopeful View
ccnril the Ohio Situation n De-cidedly Promiiilnp of Success of
Ilnrdlitg and Republicanism
A picture of rugged health the resultof a summer of outdoor life profitablypassed in Maine Hon Joseph B Forakarspent yesterday at his Washington homeon route with Mrs Forakor and thoitson Arthur from Poland Springs to Cin-
cinnatiHaving come directly from the Pine
Tree State ho naturally was interoetatlin the election result there but he do-
lt arted at 6 oclock before the returnsbegan to come in He said the Indica-tions had all seemed to point to a de
I creased Republican voteReferring to the general political sit-
uation he said I fancy ft is somewhatdifficult for any Republican to keep hisbearings these days and I confess it isso with me
But as to his own State of Ohio theformer Senator was by no means scantof hope or pessimistic I have kept intouch only by correspondence he saidbut my advices from Republican friends
are all reassuring Wo have an excep-tionally good candidate in Mr HardingHo is clean capable and strong and anideal campaigner The people know himand have confidence in him and on localIssues conditions are decidedly favorable-to his success One would be rash In-
deed to make any sort of predictionpolitically with party so abnormally mixed as they are today but Ibelieve that the Ohio Republican ticketwill be elected Certainly it shall havemy best support as every Republicanticket has always had
Although ho Is naturally following thetrend of things nationally and in conversation showed a close familiarity withpolitical happenings of the day he madeno comment for publication He has notmodified the views which mado him such-a great force for conservatism inSenate
The countrys material conditions heremarked were in his opinion never better or more conducive of wholesomehealthy prosperity All now required wasto give business a chance and not ham-per It by mischievous agltaUon or disturb-it by illconsidered an unwise legislation
The Ohioan is an optimist as to thegreatness of his country the strength ofits institutions and its future Just as-fullHedged an optlmls In this regard aswhen in the heyday of ills career In national life

BANK APPLICANTS
DENiED CHARTERS
Dishonesty Promoters OneReason for Refusal
In tho last year and a half 10S ap-plications for national bank chartershave bun refused said Lawrence OMurray Comptroller of Currency atthe ninth annual convention of the Na-tional Association of Supervisors of StateBanks hold in his office yesterday andeveryone of those rejections was the re-sult of one or more reasons
the men who appliedwere shown to have been either incompe-tent or dishonest either in State or na-tional banks or otherwise
Second Thoro was not sufficientto justify the organization of a na-
tional bank In the community or thebanks already there were serving thebusiness interests well and an addition-al depository thrown into the bankingsituation would have brought about ruinem competition and made weak the In-
stitutions now fairly strongThird The applicants were wellknown
speculators or wore men without stand-ing financial or otherwise in the com-munity
In regard to men who promote but donot operate banks who are included inthe third class Mr Murray said the beet
of protection is cooperation be-tween t the Comptroller of the Currencyn4 the supervisors of the State banks
Ltets of professional promoters he saidare kept in this office and any infor-mation WQ have regarding them is atthe service of the State bank supervisors
Mr Murray requested that lists be ex-changed between the supervisors and theComptroller but he said if for any rea-son the supervisors should not care toexchange his Hats were open to themThe ideal way would be an annual meet-ing between the national and State bankexaminers where information could beexchanged and compared Such cooper-ation would be of great benefit to exist-ing banks and a protection to the public
Comptroller Murray entertained the vis-iting beak supervisors at a tancheen atthe Shoreham at 1 oclock yesterday af-ternoon
The luncheon was informal sad was at-
tended by twentynine visiting bankingmen and nine Washingtonians The foloWing were present
