AUSTIN – Governor Greg Abbott signed House Bill 2717 into law todayderegulating hair braiding for the Texas barbering and cosmetologyprofessions.

Texas Department of Licensing and Regulation (TDLR) ExecutiveDirector, William Kuntz, states, “We consistently review programs and licensesunder our management to determine if continued licensure is needed. Inalignment with Governor Abbott’s vision of limited government and lessregulation the agency identified hair braiding as one of its strategicinitiatives to downsize government for 2015. This an example of the Department’sfocus on Smaller, Smarter Government.”

Individuals and instructors who onlyprovide or teach hair braiding and specialty shops that solely provide hairbraiding services are no longer required to hold a license.

It's Black Music Month and a substantial reason we celebrate our music has been for its ab i l i t y to te l l our s tor y. However, Black Music at its best is an active and unyielding call for revolution and justice. So much so that we have two “Fight the Power” Anthems, two generations apart.

And don't get it twisted; Revolution music makes a lot of difference. The other day as I sat in my “Four cornered room” (War), I had to ask myse l f “What 's go ing on” (Marvin Gaye). Just then I saw the second Brandon Brooks video and I knew that the time was at hand to “Fight the Power.” To those of you who don't know Brandon Brooks, he is the 15-year-old White student who f i lmed the or ig ina l se ven minutes of video. Beyond that, he d id a ver y sober and contemplative interview that ba s ica l l y c losed the ca se . Brandon testifies that he and his b l ack f r i ends were do ing nothing wrong, and that the treatment that he received was radically different from that of the black children. Case closed. The fact that this happened in McKinney threw me. Some of us kne w a b i t about McKinney ’s pa st and how

progressive their city leaders and Po l i ce Depar tment appeared to be. Commissioner John Wiley Price, my friend and fellow “Warrior”reminded me that McKinney had run out a police chief with whom we had several bad encounters with dur ing our 1 5 year s o f protesting. McKinney did not tolerate him.

It is obvious that the actions of Corporal Brian Casebolt were an aberration. We cannot paint McKinney PD with a broad brush.

There were 12 officers there and only one acted erratic. And

two of them at least, were trying to talk Casebolt down.

As a father of three beautiful girls, I was sick and filled with angst watching the videotaped assault of Dajerria Becton. “S i l ve r and Gold” (Kirk Franklin) have we none, but the one thing that any father wants to guarantee his children is protection.

This young child was violated and the community was as well. And I don’t mean the Black community, I mean everybody.

However, these images are probably more difficult for men than for women.

Generally, men in our society react to evils and injustices of the sort, with a mind to combat or compensate violence with violence quickly. That's what made Dr. Martin Luther King so great.

We know that in his heart he thoroughly and int imately unders tood the v io lent vociferations of Malcolm X.

King ’s non -v io lence movement, rooted in biblical teachings and the theory of passive resistance would not al low an “Eye for an Eye.” Eventually, even Malcolm X was forced to relent on some f his most celebrated preachments.

Fight ing the power with finesse and faith is a lesson that we need to hold fast to right now.

Po l i ce br uta l i t y and misconduct have become an undeclared national disaster. Question: Is racially motivated police brutality a “hate crime” that should be prosecuted according to state statutes? Hmmm….

If White kids were being gunned down, stunned gunned, or mistreated in the numbers and patterns we have seen lately, the hue and cry of the United States Congress would be deafening.

Dear Alma,I have been with this person

for six years, and we’ve had our up and downs, like any relationship. We are living apart but he still wants us to keep our friendship. I don’t, because he needs to get himself together financially and menta l l y. Bas ica l l y, I fee l i f someone truly loves you they will do whatever it takes to be with the person.

He’s just not moving fast enough for me. I do love him and want to be with him, but I can’t wait any longer. Now my problem is trying to move on and forget him. What’s the best way to handle this?

Six is the magic number. So you’ve been with him for six years. You guys don’t live together; you aren’t engaged, and he needs to get it together. He wants to continue a “friendship,” but you want more, and since he hasn’t obliged, you’re ready to move on.

First, I applaud you for making the decision to break it off, redefine, redirect and find your joy. Some people stay in an unfulfilled relationship for the sake of being in a relationship, and that’s never a healthy decision.

Truth be told, let’s give him credit a friendship is all that he wants, and a friendship is all that he has to offer – to you.

You, on the other hand, have decided that’s not enough, and that’s okay. You know you better than anyone else. By making the decision to break it off and move on in your mind, all you need now is for your heart to catch on. That ol’ heart always takes a little more

time with this sorta thing, doesn’t it?

While working through the heartache, keep in mind – after a break-up, we think…and ponder…and reminisce…about how we wish it could have been. I call that the coulda, shoulda, woulda stage. Since you will be thinking about it, for a little while anyway, put yourself on the path of thinking about the real idealof what’s been happening for the past six years. Write it down. That way, you can recal l and reread what real ly happened and how it made you feel.

Now, the next step toward moving on – take the time to

refuel. I’d suggest focusing on what brings you strength.

If there’s a particular minister or motivational speaker you like, listen to them, every day. If you like to walk, run, dance, workout, swim, do that for yourself – every day – or as much as you can. Download your best pick-me-up songs on your iPod, and listen to them. Hum along and take it all in.

Let’s imagine you’re preparing to take a long road trip. Close your eyes, see yourself at a gas station; you’re filling up your tank – a red sports car, I hope, LOL.

Do the same for your heart – refuel. Keep busy, find a new hobby. How about volunteering at church, with the elderly, a charity, or with kids? Take the focus off him and focus on you.

Use this time to allow yourself to work on being the best person you can be who without a doubt is taking the time to live her life to the fullest. You can do it!

These days it’s easy pretty easy to get down in the dumps about your par t icu la r s i tuat ion or circumstance even if you’re a devout Christian.

Being a Christian does not guarantee a life void of trial and tribulation.

As a matter of fact, being a Christian is tantamount to sending VIP invitations to Mr. Temptation and Ms. Test.

The small but important point I’m making is not about anything other than what I believe is the key to getting through it all and maintaining a sense of inner peace that God is always in your life.

No matter the situation, He will never abandon you regardless of how lonely life gets or appears to be.

I liken it to pushing a huge rock uphill.

On many a day that rock becomes a boulder and that hill transforms into a very steep and treacherous mountain.

At these times, one must recognize that were it not for God’s presence in your life, that rock would push you and the hill would turn to quicksand. It’s all in your attitude.

I admit it’s easy to get down when you are a believer. But because you’re a believer, it should impossible to stay down. I went to two different churches recently where members were allowed to give testimony and request prayer.

One was very large and high tech and those who spoke of their real life journeys to Christ by

concluding that “Jesus is more than a story.”

Each testimony of Christ’s reality in changing a life forced me to rethink my own situation and conclude, I have no right to be down.

Heaven, I’m blessed. In the other much smaller and

more intimate church, member after member told stories of specific trials and tests and the need for prayer; f rom family situations in which a six month old died prematurely and a seven-year-old from cancer, to a person so allergic to life that the smell of perfume would cause excruciating pain and a life of seclusion.

I have no right to be down. Heaven I’m blessed. I pass these stories along

because in all instances the people involved found a way to cope, to live, to survive. Remember every testimony was relayed in church as an acknowledgement of the power and love of the Lord through whom all blessings flow.

Every story was an entreaty for prayer and a profession of faith.

Real Christians…real life…the real world.

I just thought I’d take this opportunity to let you know that my real world, no matter how messed up can be and has been, is never as bad as it could be without the love of the Lord in my heart, the faith of Jesus Christ in spirit and the invitation to the Holy Spirit to ride shotgun with me wherever I go.

I don’t have room to insert Psalm 23 here but read it today. Look around your valley of death and fear no evil. Bathe in the grace of God.

As the kids say, ‘you better recognize. ’ Recognize and be blessed.

This I ask for you in Jesus’ name.

May God bless and keep you always.

Gospel music expert lists 11 most influential Black

Gospel SongsWACO, Texas – Robert F. Darden, professor in

Baylor University’s department of journalism, public relations and new media, and former gospel music editor for Billboard Magazine, is leading a national movement to preserve the fast-disappearing legacy of African American sacred music on vinyl.

To celebrate African American Music Appreciation Month, Darden, who heads Baylor’s Black Gospel Music Restoration Project (BGMRP), has compiled the “Heaven 11” – a list of the 11 most influential black gospel songs.

“There is no way to quantify the ‘greatest’ gospel song of all time, but certain songs have been more influential than others through the years,” said Darden, who chose songs from the 1940s through the 1980s.

The list includes Darden’s comments about each selection:

1. “Movin’ on Up (A Little Higher)”“The Queen of Gospel Mahalia Jackson’s first big hit,

and one of the best-selling gospel songs of all time.”2. “Take My Hand, Precious Lord”“Perhaps the best-known, most beloved of all gospel

songs; written by Thomas Dorsey after the loss of his wife and infant child, it is still sung today at virtually African-American funeral service in the country.”

3. “Oh Happy Day”“This song by Edwin Hawkins was the first gospel

song to be a hit single in the 1960s, and had a revolutionary combination of gospel choir and modern beat.”

4. “The Reason Why We Sing”“Kirk Franklin did to the ‘80s and ‘90s what Hawkins

did to the ‘60s and Andrae Crouch did to the ‘70s, combined straight-ahead gospel with the beat of the day.”

5. “People Get Ready”“This tune by Curtis Mayfield is not really a gospel

song, but it was so compelling that it was adopted by both the civil rights movement and the African-American Church. There are a number of great versions, including the Chambers Brothers, the Blind Boys of Alabama and even Rod Stewart.”

6. “We Shall Overcome”“This is the ‘signature’ song of the civil rights

movement, an adaptation of an old gospel tune that has been honed by the fire and blood of a thousand movement events and is still sung by oppressed people around the world.”

7. “Peace Be Still”“This song by the Rev. James Cleveland and the First

Baptist Church of Nutley, New Jersey, is the song and the arrangement that made young black people want to join mass choirs and sing.”

8. “How I Got Over”“The best-known song by Clara Ward and the Ward

Singers, who were second only to Mahalia Jackson in popularity for nearly 30 years.”

9. “Touch the Hem of His Garment”“This song by the Soul Stirrers, featuring Sam Cooke,

helped invent the hard-charging gospel quartet sound. The popularity of this song helped convince Cooke, the writer and featured singer, to launch a mainstream performing career.”

10. “Mary, Don’t You Weep”“The great old spirituals often make great gospel

songs. This is one by the Caravans, featuring Inez Andrews, and is one of my personal favorites.”

11. The next great gospel song“We haven't heard it yet. Few people still alive even

know of its existence. But it could be in the next batch of long-lost gospel classics by a hitherto unknown gospel artist donated to the Black Gospel Music Restoration Project.”

Baylor’s Black Gospel Music Restoration Project is the world’s largest initiative to identify, acquire, digitize, catalogue and someday make accessible the fast-disappearing legacy of African-American gospel music on vinyl, Darden said.

“Thousands of at-risk songs have been saved for future generations. The BGMRP is currently working with the Smithsonian's National Museum of African American History and Culture in Washington D.C., to provide the gospel music to the new museum,” he said.

identify+ a+ predator,+ it+ is+ often+ hard+ to+ point+ out+ the+

victim+of+sexual+assault+or+domestic+abuse.+ +There’s+

no+ big+ letter+ tattooed+ on+ their+ forehead+ or+ a+ certain+

look,+smell+or+hairdo+that+will+alert+you+that+the+person+

you+are+looking+at+is+the+survivor+of+what+many+have+

� �������������������%�� ������� ����� �� ������# ��assault.

April+is+Sexual+Assault+Awareness+Month+(SAAM)+

and+there+are+full*scale+efforts+to+“raise+public+aware*

ness+ about+ sexual+ violence+ and+ to+ educate+ commu*

nities+and+individuals+on+how+to+prevent+sexual+vio*

lence.”

This+year’s+campaign+“focuses+on+healthy+sexuality+

and+ child+ sexual+ abuse+ prevention.”+ +Advocates+ are+

encouraging+“everyone”+to+join+the+conversation+and+

start+talking+about+“healthy+childhood+development+to+

prevent+child+sexual+abuse.”

Almost+two+decades+ago,+January+1,+1996,+Tamecka+

Grate+was+ violently+ attacked+

and+ her+ recovery+ has+ been+

called+ a+ “miracle.”+ It+wasn’t+

long+ after+ the+ attack+ before+

the+ valiant+ 24*year*old+ was+

giving+ interviews,+ telling+ of+

the+brutal+assault+ that+almost+

ended+her+life+as+doctors+op*

erated+for+over+13+hours+to+re*

move+a+pair+of+scissors+from+

her+skull.+

If+you+saw+her+today,+you’d+

see+ just+ another+ beautiful+

woman+who+ is+ in+ love+with+her+ life,+her+ family+and+

living.+

Ms.+Grate’s+attacker,+Emanuel+Moffert,+26,+who+ac*

tually+ dated+ her+

neighbor,+ was+

caught+ before+

he+ was+ able+ to+

rape+her,+but+the+

assault+ was+ so+

brutal+ that+ the+

scars+left+behind+

could+have+con*

tinued+to+assault+

her,+ if+ not+ for+ a+

loving+ family,+

church,+ com*

munity+ and+ her+

faith.

lieved+**+which+caused+considerable+trauma+as+the+vic*

tim+is+twice+victimized.++

Admittedly+some+“victims”+have+lied,+producing+an*

other+level+of+victims+in+the+wrongfully+accused,+but+

there+ are+ other+ levels,+ like+ that+ victim+who+ remains+

silent+ for+whatever+ reason+and+ the+ family+and+ loved+

ones+ of+ the+ aforementioned+ who+ oftentimes+ don’t+

know+what+to+say+or+do.

It+ could+be+a+newborn+baby.+ +Of+course+you+ think+

that+this+couldn’t+be+the+case.+Unfortunately+there+are+

Studies by theUniversity of Texas atDallas Institute of UrbanPolicy, United Way andTexas A&M are takingplace now to assess thequality of life in the SouthDallas community beforebillion dollar projectsinvolving the new DARTLight Rail and the Trinity

Toll Road are brought tothe area. Some construc-tion has begun with thedemolition of homes tofollow later this year.At a meeting held by the

three institutions, a focusgroup of sorts dished ideasand findings on the surveysthat have told the story of theresidents of South Dallas.“We are measuring con-

ditions that may vary fromstreet to street,” said Dr.

Timothy Bray, director ofthe Institute of UrbanPolicy Research. He helps
