0.U. The Ministry of Environment and Forests hereby accords environmental clearance to the above project unde~ the provisions of EiA i'-lotific8tion dated 27th January, '1994 as amended subsequently subject to strict compliance of the following specific and general conditions.

SPECiFiC CONDiTIONS:

In the event of failure of pollution control system(s) adopted by the unit, the respective unit should not be restarted until the control measures are rectified to achieve the desired efficiency.

iI. Adequate ambient air quality monitoring stations, [SPM, S02, NOx and HC. iV. ;\ii nel"V standards/norms that are being proposed by the epCB for petrochelrdcal plants shall be appliCable for the pi"Oposed naphtha craci,er and downstream polymer units. The company sha!i confoi-ili [0 the proposed process vent standards for organic chemic31s including "on-VO(:s and ail possible VOCs i.e. TOCs standard and process vent standards for top priority chemicals. The company shall install online monitors for vac measurements. Action on the above should be taken during the detaiied desigl1 stage of the NCC. The project authorities shall take necessary measures to compiy with the above proposed emission norms including monitoring facilities and intimate the same to this M:~;stry.

V. MIs IOCl shall adopt leak Detection And Repair (lDAR) programme for quantification and control of fugitive emissions.

vi. The company shall also ensure that the total S02 emissions from the NCC shall not exceed 138 kg/hr duri:lg the norma! operations.

VII. To mitigate NOx emission, the company shall install low NOx burners.

viii. The waste water effluent from the Nee should not exceed 750m3/hr. The wastewater shall be segregated in different streams at the source. The treated efFluent shouid comply with the standards stipulated by HSPC/CPCB for discharge on land for irrigation. The treated effluent should be used for caoling, service, green belt, dust suppression and fire water. As per the co;nmitment gi'.'en, there should he zero effluent discharge due to the proposed project. The company should ensure that there will be no discharge of treated effluent into Thirana drain.

IX. The oily sludge generated from the ETP after oil recovery shall be taken to the existing refinery facilities for further treatment and disposal into the secured iandfiii. The spent catalyst shall be disposed off into the secured !o.ndfi!! facility.l he design of the secured landfill site shall be as per the Central

GENERAL CONDITiONS:

l. The project authorities r'!ust strictly adhere to the stipulations made by the Haryana State Pollution Control Board and the State Government.

II. No further expansion or mer: ;rnization in the plant should be carried out without prior approval of the Minist." of Environment and Forests.

III. At no time, the emissions should go beyond the prescribed standards. In the event of failure of any pollution control system adopted by the units, the

The overall noise levels in and around the plant area should be kept well within the standards (85 dBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise gener8tion. The ambient noise levels should conform to the standards prescribed under EPA R!!IAs, 1989 viz. 75 dBA (day time) and 70 dBA (night time).

VI. The. project- authorities must strictly comply with the provisions made in Manufacture, Storage and Import of Hazardous Chemicals Rules 1989 as amended in 2000 for handiing of hazardous chemicais etc. i'-leC8!::iScuy Cl~JfJl\)vals

. also be seen at Website of the Ministry of Environmc::t and Forests at http://www.envfor.nic.in.This should be advertised within S8V2n days from the date of issue of the clearance letter at least in two loca; nevlispapers that are widely circulated in the region of which one shall be in the \I.'?rnacular ianguage of the locality concerned and a copy of the same should be forwarded to the Regional office. :.

xi. The Project Authorities should inform the Regional Office as we!! as the Mir::stry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land development work.
