2008 I.13/2008 BERGAMO (DALMINE), ITALY, 11-12 AND 18-19 DECEMBER 2008 “The international emergency and humanitarian aid missions: Technical training and skills to enhance the personal profile of the staff of the Civil Protection Department” AIM: Aim of this last training course (out of 4 commissioned by the Italian Department of Civil Protection) was to support the activities of the department itself within the international humanitarian assistance system; the training consisted in a extended role playing session opened to participants to the previous trainings. Aim of the course is to provide them with the basic training, legal framework, and preventive measures in order to be able to face and to respond to possible threats to their safety. Classes covered following subjects: conflict management and resolution, radio communication, map reading, preventive medicine and first aid, stress management, safatey and security, dealing with media.

The Scuola staff will assist externally the IHEC team. The objective is to start delegating responsibilities directly to IHEC staff boosting in this way the sense of ownership. I.16/2007 PISA (ITALY), 19 – 20 OCTOBER 2007 INTERNATIONAL CONFERENCE: “THE ARMED CONFLICT BETWEEN ERITREA AND ETHIOPIA IN INTERNATIONAL LEGAL PERSPECTIVE AIM: The Conference is part of a research project of the University of Milan and the Scuola Superiore Sant’Anna in Pisa, financed by the Italian Ministry of University and Research. The project studies the conflict between Eritrea and Ethiopia through the lent of international law. It does so through a critical survey of the decisions of the Eritrea-Ethiopia Claims Commission and of the Eritrea-Ethiopia Boundary Commission, two bodies established under the Algiers Peace Agreement. 2006 I.19/2006 Jordan, 6-10 December 2006 UNAMI: Voter Education Training AIM: The course was held from 6 to 10 December 2006 for a total of approx. 30 hours of training. The participants were 15 IECI Staff from Governatorate and HQ. Objectives of Course: Understand th ekey elements and steps of a voter outreach campaign; being able to build a coalition, design a message, develop a plan and develop a voter education strategy; develop a voter education campaign in view of the coming Governatorate elections. The participants were 10 IECI Staff (9 out 10 had already participated to the I edition of the DB&GIS workshop held in June. Objectives of Course: to provide advanced training in the use of GIS and Database Systems to participants of the previous Database and Geographical System Workshop; to present and transfer contemporary methos of software and system design that focus on the user level and organizational impact of ICT, with a particular focus on GIS and Database technology; to erform, together with the participants, the initial steps of system design on problems proposed by the participants themselves. I.16/2006 Accra, Ghana, 1- 15 December 2006 Course for Journalists Reporting in a Crisis Environment Specialisation CourseAim: to increase the readiness professionalism of African Civilian Personnel participating in peacekeeping as well as other peace support missions in order to enhance their capacity to respond effectively to the complex challenges of post-conflict reconstruction. Financing Partners: UNDESA United Nations Department of Economic and Social Affairs; Cooperazione Italiana Implementing Partners: University of Ghana Legon, Ghana Legon Centre for International Affairs I.15/2006 Jordan, 28 November – 02 December 2006 UNAMI: Procedure writing workshop AIM: The course was held from 28 November to 2 December 2006 for a total of approx. 30 hours of training. The participants were 16 primarily from the procedure and training departmentin Baghdad or training offices at Goveratorate level. Objective of course: to expose participants to the principles of procedures writing; to review the polling and counting procedures handbook used in pas elections; to apply good practice of procedures writing to improve the polling and couting procedures handbook. PARTICIPANTS: 16 Financed by: Italian Ministry of Foreign Affairs I.14/2006 Jordan, 20 – 25 November 2006 UNAMI: Operational Planning and Project Management Training Course AIM: The course was held from 20 to 25 November 2006 for a total of approx. 35 hours of training. The participants were 15 senior IECI managers rapresenting different Departments of the institution. The knowledge among participants of the training was quite varied: some were familiar to at least a few of the management tools of the training others were exposed for the first time to these subjects. The teaching team was composed by two facilitors of the Scuola Superiore Sant’Anna, a complex project management expert, a member of the IEAT and the IECI Director of Operations. The meeting was the occasion for a discussion on the techniques and the methods of training of human rights field officers and on the enhancement of procedures in human right field operations.

Year 2004 III.1/2004 Pisa (Italy) November 2003 – on going MAPPATURA DEI SOGGETTI TOSCANI CHE SI OCCUPANO DI COOPERAZIONE DECENTRATA – MONITORING OF THE TUSCAN SUBJECTS SPECIALIZED IN DECENTRALIZED CO-OPERATION Objectives: The project aims at improving the decentralised co-operation in Tuscany. It means to gather strategic information in order to:

• Improve the effectiveness of the decentralised co-operation in Tuscany; • Improve the coordination of different stakeholders; • Identify different actors and to map out their different areas of intervention,

both geographically and thematic; • Inform and involve the different profit and no-profit actors that work in the

field of decentralised cooperation; • Strengthen the system of decentralised cooperation in Tuscany with an aim of

improving its effectiveness and visibility. Description To reach this goals, Tuscany Region established some “round tables” identified according to the geographic area of intervention. In this context, the project “Mappatura dei soggetti toscani che si occupano di cooperazione decentrata” is an important tool to facilitate the task of the round tables as it aims at offering a clear and complete map of the actors and their activities. III.2/2004 Pisa, February – may 2004 Decentralized cooperation: training on the job initiative for the administrative personnel of the province of Livorno providing a consulting and training on the job initiative, addressed to the administrative staff of the province of Livorno, who work in the decentralized cooperation sector. The training initiative focused on the necessary know-how and competences, required in the design of a call for proposals, whose aim was the allocation of resources of the province itself towards financing international solidarity and development cooperation projects. The consulting initiative was carried out also providing an help-desk service, which was active for the whole application period, and assisting the public administration staff during the projects assessment session.

III.3/2004 Pisa, September 2004 - on going Tuscany Peace System: mapping all regional initiatives promoting a culture of peace and all regional subjects involved in awareness campaigns, information, research and documentation within the peace promotion sector. Tuscany civil society, since ever very active and fully engaged in the solidarity, peace and human rights sectors, has numerous subjects, associations and institutions which in different capacities work for the same purpose. This large group misses being organised in a system and organic visibility, running the risk sometimes to waste its efforts. To this purpose, the Tuscany region, in accordance with law 55/97, for the promotion of a culture of peace, considered a priority to start to record them, with the aim to give an accurate picture of the present situation and make it accessible to everybody interested in the Tuscan peace system. The Regional Peace Documentation Centre of Bagno a Ripoli (FI) is a partner in the present project. III.4/2004 Pisa (Italy) 18 February – 23 April 2004 External Assessment Unit Objective of this project was the creation of a transparent, accurate and impartial assessment unit in charge of the ex-ante evaluation of international cooperation project proposals (as applications to call n. 8036 of the 24 December 2003 of the Tuscany Region). Two steps lead the project towards meeting its main objective. A first analysis and research phase, during which specific assessment methodologies and selection criteria were developed, assuring their consistency with the Tuscan Region priorities. A second more practical phase, during which the project proposals were assessed. In the end a data base containing the results of the evaluation process was sent to the Tuscany Region. Financing partner: Tuscany Region III.5/2004 Florence (Italy) 17-18 September 2004 First Conference of the European and African Regional Legislative Assemblies on Decentralization, The New Dimension of Democracy, Peace and Development Aim: The purpose of the project, i.e. to allow exchange of experiences and to foster dialogue among relevant European and African actors in the decentralisation process, should contribute to the achievement of the following overall objectives: - To encourage and advance the wider debate around strategies and different models

of decentralisation. - To support the decentralisation process in Africa as a key instrument in achieving

good governance and local development, and to encourage democratic participation. - To create strategic partnerships and to strengthen pre-existing ties between

European assemblies and their African counterparts. - To contribute to the development of a common strategy among different actors

(African legislative assemblies, CALRE, EU, WB, African Union, OECD, MDP and others) towards the decentralisation process in Africa.

III.1/2002 August – October 2002 Repubblica di Serbia/ Repubblica Federale di Yugoslavia (FRY); Macedonia (FYROM) Itpcm organized on behalf of the Italian Ministry of Foreign Affairs the participation of 35 Short Term Observers to the Election Monitoring Mission for the Parliamentary Elections in FYROM, and of 2 Long Term Observers and 10 STO to the Election Monitoring Mission for the Presidential Elections in FRY.

III.2/2002 13 April - 13 June 2002, Nuba Mountain, Sudan ITPCM experts co-operated with the Italian Ministry of Foreign Affairs in sending a long term observer to the Region of Nuba Mountains (Sudan). III.3/2002 24/27 April 2002, Chennai, India The ITPCM sent two experts to the Seminar of Chennai (India) to co-operate in the project "Donna mediatrice di pace: formazione di una leadership femmile per un cammino di pace in Asia" organised by VIDES - International Volunteer Organisation for Women, Education, Development.

III.1/2001 July - September 2001, Pristina, Kosovo The ITPCM collaborated with the International Foundation for Elections System (IFES) in the planning and implementation of the Foundation Training for Polling Station Committees Chairpersons, in Kosovo. In particular the ITPCM has supported: • the designing of the training curriculum; • the identification of a penetration strategy for the Serb community; • the implementation of the training session for the Serb community. The ITPCM trainers carried out sessions for Serb community in Pristina, Mitrovica and Gjilan regions. The project was successful in training 1664 Chairpersons throughout the region out of which 147 were Kosovar Serbs.

2001 The ITPCM is co-operating with CARITAS Italiana in the realisation of a training project for the "Caschi Bianchi". This experimental and innovative project aims at providing volunteers with appropriate and efficient skills to operate in international missions and emergency situations as Caschi Bianchi or civilian volunteers.

III.1/2000 November - December 2000 The ITPCM staff served as Parliamentary Liaison Officer to the ODIHR/OSCE Election Observation Mission in the Federal Republic of Yugoslavia.

III.2/2000

October - November 2000 The ITPCM staff served as LTO Co-ordinator and Parliamentary Liaison Officer to the ODIHR/OSCE Election Observation Mission in Azerbaijan.

III.3/2000 October 2000 The ITPCM staff was hired by the World Health Organization to support the design and implementation of the Training Course: Health as a Bridge for Peace, specifically designed for Indonesian medical personnel working in the conflict prone regions of the country. Among others, its responsibilities included: reporting on and evaluating the workshop; lecturing participants in the training course on conflict analysis.

III.4/2000 September 2000 to present The ITPCM is a member of a Consortium created in 2000 by A.R.S. Progetti (Rome) in co-operation with other European partners, in the framework of the EC Contract "Human Rights, Democratisation and Institutional Strengthening". It operates in the field of promotion and defence of human rights and fundamental freedoms; democratisation processes including elections and good governance of public affairs; conflict prevention and dealing with the consequences of conflicts; justice reform; public administration support. It offers its services to the EC: (1) by identifying and contacting high level experts and proposing them to the Commission; (2) by mobilising extremely quickly the experts able to completely fulfil the TOR set by the EC; (3) by providing technical and logistical support to the experts selected for the mission.

III.6/2000 September 1999/July 2000 The ITPCM provided consulting services to the Italian Ministry of Foreign Affairs for the organisation of the following electoral observation missions: Mozambique, "Presidential and Legislative Election", 3-4 December 1999 Perù, "Presidential Elections - Second Round", 28 May 2000 Venezuela, "Megaelecciones 2000", 28 May and 30 July 2000 Messico, " Presidential and Parliamentary Elections", 2 July 2000. Among others, the responsibilities of the ITPCM covered the identification of the observers, the assistance in the selection process of the Ministry of Foreign Affairs; the preparation of the background material for the pre-deployment training of the observers; the logistic and administrative aspects of the missions; and the preparation of the final report of each mission in the debriefing phase.

Year 1999 III.1/1999 April 1999 ITPCM developed, upon request of WHO/EHA, an Active Learning Package aimed at the training of health professionals working or due to work in conflict regions.

III.1/1998 November 1998 ITPCM contributed to the realisation, on behalf of the ODIHR/OSCE, of a leaflet on the standard operating procedures and the guidelines on human dimension issues to be distributed to the 2,000 verifiers of the KVM (Kosovo Verification Mission).
