Rationale

• Many Member States have recently developed or revised legal instruments for the control of radiation sources.

• Others in final stages of drafting.

• Member States need to develop/amend regulations to implement the new laws.

• IAEA assistance frequently requested (expert missions, scientific visits).

• Need for resource optimisation.

• Fostering harmonization and regional cooperation.

• Ensuring full compliance with IAEA standards and other international undertakings.

The foregoing has led to the development of a workshops programme, called:

“Schools for Drafting Regulations”

Objectives

• To respond effectively to requests for assistance

• To provide all valid and useful reference material

• To share the experience of other countries

• To ensure ownership and responsibility for preparing regulations remains with national regulatory bodies

• To have participants produce drafts during the course of each workshop

• Scope limited to radiation safety and the control of sources.

• Focus on the west Balkan countries.

• To be a pilot event, held in Vienna.

Further workshops to be organized in the near future, in the light of experience of the west Balkan pilot.

The first workshop is already at an advanced stage of development.

First Workshop - structure

03 to 28 May 2010

• Open to 14 participants, primarily from Balkan countries

• Candidates: Senior individuals responsible for drafting or enacting regulations, with relevant knowledge and experience of regulatory activities.

• Workshop administered by an international expert in the role of Coordinator, supported by IAEA staff drawn from the various relevant fields.

Four modules (one week each):

1. Licensing and inspection

2. Occupational and patient protection

3. Public protection and radioactive waste management

4. Safety and security of sources, transport

First Workshop - organisation

For each module:

• Key presentations by external experts and IAEA staff.

• Sharing of examples of regulations.

• Group discussion on main items to be included and areas of common interest.

• Drafting of national regulations working with international mentors and IAEA Technical Officers.

• Group review of drafts.

First Workshop - organisation

For each module:

• Two topic-specific international experts to lead the work in each week.

• Two experts (one international, one IAEA staff) lead the workshop overall.

• IAEA Technical Officers drawn from the specific Units responsible for the various topic areas will provide continuous support throughout.

• Close monitoring by IAEA, particularly with regard to further developing the concept in the light of experience.

Next Steps

• Obtain comprehensive feedback from participants and experts.

• Refine and further develop the workshop prospectus and content in the light of experience.

• Develop a worldwide implementation programme appropriate to the needs of Member States and identify the most effective means to administer and fund the workshops globally.
