The consular chamber, which serves senior management and is comprised of 80 elected company directors, strengthened by the 185 employees at its headquarters, has long relied on collaborative work environments, which ensure the effectiveness and reach of its activities. Mobility is part and parcel of this desire to make intensive and rational use of technological advances. The challenge at hand is not so much to increase productivity as to improve access to information, adaptability, and the comfort of the work environment for users, decision makers, and especially the mobile workforce. KEY CHALLENGES In February 2006, in a bid to reconcile its policy of organizing work stations in a rational manner and managers’ need to access information, CCIP launched a market study on extending messaging access to a fleet of mobile devices. “Requirements are defined by a particular group of mobile users and decision makers. Giving the users access to information via a mobile communications terminal enables them to pursue an activity at any time or place, all within the same computing environment as at the office,” says Sébastien Joly, mobility project leader at CCIP. “Our method is driven by the desire to offer on-the-go managers the same quality of service and the same email functionality, wherever they may be. This assumes the ability to synchronize and update data centrally and at the terminal as soon as the user connects.” There is also a need to provide support for those terminals and applications and to ensure security without complicating tasks for end users. Every effort must be taken to avoid affecting the existing IS architecture or causing a surge in the need for technical support. “We would like to avoid placing an additional burden on those in charge of the computing equipment,” says Joly. “Ultimately, we want to provide remote support, in particular, detect irregularities and malfunctions before the user becomes aware of them. SOLUTION The CCIP’s attention was drawn to NemoConnect by Neleos, a mobile solutions system integrator and partner of Sybase iAnywhere. “For us, this choice presented a dual advantage. On the one hand, we were able to integrate the mobile application into our computer environment in a completely seamless fashion with respect to the users, even while changing the access modes, and on the other hand, we were able to benefit from a solution in a hosting mode with outsourced support,” says Joly. The OneBridge Mobile Groupware server by Sybase iAnywhere, on which Neleos’ NemoConnect solution is built, plays the role of secured access gateway between mobile terminals and the CCIP’s Lotus Notes server. This gives users access to their usual messaging environment from their own terminals, regardless of their operating system (Palm OS, Symbian, or Windows Mobile) and regardless of the network used (GPRS, Wireless, fixed telephony network). Server administration and maintenance are managed by Neleos from a centralized supervision portal. simplicity allows the administrator to view all of the users from a single console (by site, by group, and by terminal type), as well as synchronization statistics, incident feedback management, and even alert messages relating to user authentication errors.

“The OneBridge mobile solution was the only solution capable of taking into account the wide variety of use conditions,” said Joly. “The alternative would have been widespread use of BlackBerry terminals, which would have resulted in technically and financially burdensome integration efforts. Above all, we would not have benefited from the comfort and security that the NemoConnect platform offers in administering the device.”

Furthermore, the solution has the ability to keep an inventory of hardware and software equipment and to manage connection information, use statistics, transfers, cable distributions and feature updates. Users are also able to back up their mobile environment, access data remotely, and recover the most recent validated configuration.

resultsIt only took four months to bring the solution to market. After a pilot phase involving five users, the solution

was quickly deployed for 25 managers and employees on international assignments, then for about 60 managers starting in July 2005. At present, there are 90 users connected via the NemoConnect service. The NemoConnect solution interconnects the mobile messaging service of several sites from the consular chamber (the headquarters, the Negocia school, Sipac, and the convention center (Palais des Congrès) real estate company), with each site enjoying its own gateway hosted by NemoConnect.

“For managers, being able to be reached at any time and to no longer have to stop by the office to update their personal information system represents a much-appreciated gain in responsiveness,” notes Joly. Among the services the solution provides, including the direct access to information, time saved, and elimination of multiple entries with data synchronized between the work station and mobile terminal, these users appreciate the freedom of choice the terminals provide them.

“With this solution, there’s no dependence on technology that would require heavy investment, training, and licenses for daily use, or that is oriented towards a specific business application,” says Olivier Manier at Neleos. The mobile messaging platform is seen as an extension of the information system, not a burden.

“The strong point – even if the device’s core server is hosted – is that it’s a true connectivity server and in no way just an external data storage server,” adds Joly. “This is what builds user confidence – and rightly so – with respect to the solution’s security and confidentiality.”

Moreover, the ability to perform maintenance remotely and receive warning messages in case of malfunction is as appreciated by the users as they are by the CCIP’s technical team. This reduces direct involvement with terminals and work stations, resulting in savings. “The desire to bring costs under control by delegating the updates and maintenance of a service not related to our core business to a specialized service provider takes precedent over the desire to keep certain technology under our own control,” insists the CCIP project leader.
