    I would like to thank everyone who helped with phone banking,passing out flyers and getting out the vote in the recent recall election.We did a great job in Santa Clara County and the polls showed it.The Bay Area vote was 67% against the recall, unfort unately itwasn't enough. Labor is not sure where we stand with the newGovernor but he has surrounded himself with people from the Wilsonadministration. Some are good and others not so good, it's a waitand see. Sadly, Chuck Cake of the Department of Industrial Relationsand Henry Nunn of the California Apprenticeship Committee willlose their jobs. I would like to say a special thank you to JimWilliams who did a fantastic job of recruiting volunteers and organizing Local 332's effoagainst the recall. Brother Williams was presented with a plaque on behalf of Local 3

    and it's members in appreciation of his hard work and dedication.

    Jay and I recently attended an Organizing Conference in Chicago where PresidentHill reported that the IBEW has lost 30,000 members in the last year. President Hemphasized the need for more organizing throughout the country. The I/O position is tin those locals where the Business Manager or other officers of the local do not wanorganize, the officers will be removed or the local's jurisdiction might be downsized. Tnew theme is the "Power of E", the E stands for Education of Electricians for the purpof organizing. We must remove the barriers that exist to organizing the unorganized.Local 332 we continue to make Organizing a priority. We are interviewing for a seco

    Local 332 has received our renewal rates for Health & Wefor 2004. The rate increase from our providers avera18%. The rate per member is now $787.41 per moThe Trust is monitoring this very closely and I will proupdates on this matter.

    In the last newsletter I spoke about the Tri-Trades jeffort on securing jobs through filing Environmental ImReports (EIR's). The three we've inquired about have alrestarted people asking, what are the Trades doing and are they doing this? We want Project Labor Agreeme

    A Special Called Meeting was held on October 29, 2

    to discuss reducing the retirement age from 60 to 58cost of $0.75 per hour. There was a great turn outmuch discussion was held on the pros and cons of this propThe motion to reduce the age was passed overwhelmiwith a vote of 350 voting for the reduction in retiremage and 6 members against. Accordingly, effective Jan1, 2004 the wage rate for Inside Journeymen will be reduby $0.75 per hour to $41.82. Apprentice rates will bcomputed accordingly.

    Local 332 had it's first ever Old Timer's Night on Oct17 at Lou's village, with close to 200 persons in attendaIt was a great event and great fun for everyone. Pins wpresented to members with 40 or more years of servicthere was a mix of actives and retirees. The retirees gvisit and catch up with old friends they hadn't seen in yin some cases. We've received a number of cards and lefrom the Old Timer's thanking us for the great time andmemories. We hope to be able to continue this tradiand are looking forward to next year's event.

    A ratification meeting was held on November 4, 2003Sound & Communication members. Members from allArea locals met at Local 332 and discussed the packbeing proposed. Members present voted to accept the propwhich provides for a three year agreement with incretotaling $4.40 over the life of the agreement. In addito language changes throughout the agreement, a Public WCompliance Fund will be instituted with $.020 per hour bcontributed ($0.10 from member $0.10 matching funds fthe employer).

    Residential members met on November 13, 2003 to distheir upcoming wage allocation which is tied to work hoA second meeting is scheduled for November 24.

    From my side, things are going great here at the JATC. We have all of the 1st year,

    2nd year, three of the four 3rd year and four of the six 5th year classes in day school,with very positive results. The balance of the apprenticeship classes are ongoingnight classes, as in the past.

    Our summer journeyman classes were well received and 44 certificates were awardedfor the PLC and the LonWorks classes. The summer CAD class is continuing thruthe fall. We plan on expanding the offerings for next year, an in-house CPR/FirstAide program, expanded certification prep classes, and Fire Alarm upgrade classes,to name a few.

    Please keep watching this column for news of a Safety Fair in the early spring, we plan to offeran opportunity for all to attend an assortment of safety classes here at the Bern Court campus.

    PLATT Electrical Supply, along with Idea l tools, have become great supporters of our program.They have graciously donated three tool boards with a variety of Klein, Ideal, Fluke, Greenlee,3M and Dottie tools and materials, which ar e on display in the halls of the JATC. With the helpof these and our other training partners, this program will c ontinue to be one of the leadingElectrical Apprenticeship in the country.

    to ride to Washington D. C. and Ne w

    York City, to promote basic civil r ights

    for a l l .

    When immigrant workers are denied

    civil and worker rights, they are often

    forced to work for lower wages and

    no benef i t s . This s i tuat ion not only

    forces immigrant workers into substandard

    l iv ing condi t ions , bu t a l so lowers

    the standard of living for all workers.

    The Purpose of the Immigrant Workers

    Freedom Ride Was to Focus Attention

    on; Workers right, Civil rights, Immigration

    reform, and Fami ly reuni f icat ion .

    Workers rights include the right to

    organize and negotiate for better wages

    NO CHANGES ON WECA APPLICATION FOR S&C

    APPRENTICESHIP

    My question to Mr H. Nunn, Chief of DAS on October 14was; Will the DAS respond to NorCal's objection to thisWECA S&C apprenticeship application ? Mr Nunn'sanswer was, "Because of the political climate at this time(i.e. Govenor election) answers may be delayed."

    NEW CD's FOR S&C INSTRUCTORS TO ENHANCE

    THE EXISTING METHODS OF TEACHING BASIC

    ELECTRONICS.

    A company called UCANDO has developed a "live action"series of CD's that can help with basic presentation andinstruct ion of the following: DIRECT CURRENT, ALTER-NATING CURR ENT AND SEMI-CONDUCTORS.NorCal will provide each of the nine S&C Locals with aset of the 3 CD's at the next Committee/Trust Meeting onNovember 25, 2003.

    NORCAL IS REVIEWING WEB-ENABLED

    PRE-CERTIFICATION TESTING.The scope of work for the NorCal apprentices tolearn are Fire Alarm, Data/Telephone, Pro Sound

    Video, Life Safety, Electronic Sys tems Basics andConstruction Safety. At this time we do not knowwhat exact subjects will be in the state certificationtest. NorCal will keep researching for methods toprovide classes and resources for all S&Cpeople to pass the eventual State VDV Certification

    NORCAL FILEMAKER SERVER SYSTEM (TO

    TRACK APPRENTICES) MAY BE CONVERTED

    TO UNION MANAGER SYSTEM.Since 1998 NorCal has provided each S&C Locathe ability to access a single computer via a standard

    modem on the web to review all local apprentice'records. Many Inside Electrical locals have convertedto Union Manager and this means at some time inthe future it would be logical to convert the existingFileMaker records to the new system. This wouldmake the process of computer record keeping simpler task.

    ELECTRICIAN CERTIFICATION

    IBEW/NECA sponsored legislation relatingo the implementation of Electrical Certification wasigned into law by Governor Gray Davis. The measure

    allows the California Apprenticeship Council (CAC)o extend the deadline for certification if they determinehat more t ime is needed to process the appl icat ions ,

    give the tests and certify the electrician.

    t is important to note that the legis lat ion does NOTAUTOMATICALLY CHANGE THE DEALINE for certification,t only ALLOWS, IF NECESSARY the CAC to extendhe deadline if they determine that more time is neededo implement the program.

    t i s a l so impor tan t to no te tha t i t was IBEW/NECAwho sponsored and pushed for Electrician Certificationegislation. The Certification program is another tool

    for us to use in combating the non-union element. Certificationassures Contractors/Customers that the work is beingperformed by a skilled, l icensed electrician.

    Unfortunately , our members are s low to get with theprogram. Many feel that i t ' s not something to worryabout. Well the truth is that contractors will start askingo see your cer t i f i ca t ion when you are d i spa tched to

    hem for employment. Members not meeting the certificationcriteria will most l ikely be turned back.

    n addi t ion to holding classes at the apprent iceship ,classes are now being conducted at Local 332 on Wednesdaysmmediately following Dispatch. Any member wishingo attend may do so simply by showing up. How much

    easier can we make th is?

    We need all members certified and the sooner the better!
