YOUTH EMPOWERMENT PROGRAM UPDATE NEXT GENERATION PROGRAM

During April-October 2017, there have been 10 batches of IT Skills Training sessions. The participants are coming

from University of Persada YAI, SMTIK Jakarta STI&K, University of Budi Luhur, LP3I Bekasi, LP3I Pasar Minggu,

and LP3I Depok. The topic of the training are selected to fit the trend in industry and to provide added value for the

participants, such as Microtic, Basic Android, Cisco, Programming, and IT Support (Linux). The participants

showed strong willingness to the subjects being taught.

In general, the training were focused on delivering basic knowledge and concept about the material trained.

Participants were also provided with chance to exercise the knowledge in concrete manner. The goal of this training

is to enhance and increase beneficiaries skills, especially to prepare them to enter professional world.

IT SKILL TRAINING - PLACEMENT TEST LINUX NETWORKING, KAMPUS LP3I BEKASI

With support from JP Morgan Chase Foundation (JPMF), International Youth Foundation (IYF) and Indonesia

Business Links (IBL) are providing job skills and Information Technology (IT) skills training for IT Diploma

students from appointed colleges and universities in the greater area of Jakarta. The primary objective of this 18-

months project is to improve the employability of program’s beneficiaries. While the secondary objective is to

improve colleges 'career centers' respond to real-time demands of workforce.

TECHNICAL SKILLS TRAINING PLC & CNC (BATAM)

Technical Skills Training mainly consist of two type of training, Computer

Related Training and Manufacture Training. Furthermore, it is divided into

several specific training – related to each student educational background,

such as training for Welding, AutoCAD, Ms. Office, Accounting, Mechatronic,

Forklift, etc.

In Batam, IBL has just finished another Technical Skills Training session, which are Pneumatic Logical Control (PLC)

and Computer Numerical Control (CNC) training. The goals was to deepen beneficiaries' understanding about

previous skill while also introduced a new skill that is still related with their competency. This new competence surely

will help them to find a prospective job in the future.

th thThe training was conducted at SMKN 1 Batam Workshop. The Training was being held on September 16 – 18 2017

with 3 session's class and followed by 30 participants. And in the end of the activity, the participants got PLC and CNC

training certificate. IBL will conduct another Technical Skill Training in Bekasi.

The beneficiaries from Next-Gen Program focused following IT Skill Training. They are very keen to follow the subject, such as Microtic, Basic Android, Cisco, Programming, and Linux

STAKEHOLDER FORUM (WEST JAVA)

Stakeholder forum is an event for sharing and discussing regarding any

attempt related to youth empowerment that has been done. What kind of

challenges that stakeholders (government, company, school, and society)

are currently facing, especially for our targeted area.

In October 20th, 2017, IBL conducted Stakeholder Forum in Karawang. The

main objectives of this activity are: (i) Identifying any efforts that could be done

by multi stakeholder in order to resolve unemployment problem in West Java,

especially unemployment in youth; (ii) Identifying a suitable employee

characteristic that fit with working culture on industrial world; (iii) Identifying

any efforts that has been done in order to build youth characteristics by

related stakeholders and what are the challenges; (iv) Identifying an effective

way of communication for link & match between industrial and educational

side; (v) As a learning forum towards strenghten and empowerment of youth.

The EquipYouth program covers Batam, Karawang, Bekasi (Cikarang, Cibitung, Bantar Gebang), and

Cileungsi. In order to achieve a satisfactory result, IBL were assisted by the companies and institutions from

various background to carry out multiple trainings and activities such as basic life skills training, technical

training, companies visit, job placement, and Human Resource Forum Group Discussion.

CLOSING PROGRAM: EQUIP YOUTH III (BATAM)

In response of the ending of the Equip Youth III Program, IBL is trying to arrange a meeting all of the related party

which are government, private sector, and civil community in a closing program activity. Aside serve as a closing

event, this forum will also held a discussion and sharing experiences session about the character building of youth

(school students / employees / community) implemented by multi parties. It is also expected that there will be

formed a multi-stakeholder partnership in order to reduce the number of unemployed youth in Indonesia, especially

in Batam.

Both beneficiaries and IBL partners were having an opportunity to express their thought about Equip Youth

Program. Ories Tiana Vitriani and Aldianto from SMKN 1 Batam said that they were grateful for joined Equip Youth

program because it has increased his capacity, such as shaping dicipline and mentality, building self confidence,

improving public speaking skill, and polishing intitiative and creativity. While Ibu Agustia Wulandari HR Manager

from PT Phillips Batam said that there were difference in self-quality between Equip Youth graduated on Phillips

Batam and the rest. She explained that employee who has joined Equip Youth program are having more positive

attitude and character. The major difference between them is the readiness whenever given any new challenge or

opportunity. Bapak Ramadhan Usman Section Manger from Caterpillar Batam also express similiar thing about

Equip Youth graduated on Caterpillar Batam. Equip Youth beneficiaries are paying more attention to detail and fast-

response to any given tasks.

Involved on this forum are: Mr. Eka Sanatha as Kepala Bappeda Karawang (Head of Regional Development

Planning Agency of Karawang District); Mr. Rahmat Sugandi as Kabid Bappeda Karawang (Head of Economic

Division of Regional Development Planning Agency of Karawang District); and Mr. Bilal Dwi Nugraha as CEO PT

Bina Daya Nugraha which deliver the importance of soft skills and the implementation in daily life, especially in work

place.

The forum was generated some important note to be taken note upon. The summary of the result is:

It is indeed a necessity to have a proper soft skill for every vocational graduated student in West Java in order to

compete to get a prospective job. While technical skill could be learned throughout constant working, a soft skill

should have been given and stimulated since an early stage to shape a competitive mindset, while also having

positive attitude.

EMPOWER YOUTH FOR WORK (EYW)

Citi Indonesia, through its social initiative Citi Peka and its non-profit

organization partner Indonesia Business Links (IBL), has once again shown

its commitment to help reduce youth unemployment in Indonesia through

Skilled Youth program. At Citi, this program is part of Pathways to Progress

initiative that is implementing worldwide.

thThis event was held on October 27 2017 at @america, Pacific Place,

SCBD, Jakarta with more than 150 participants from vocational school in

Bekasi and Karawang. The event was attended by our partners from multi-

sector such as Ibu Mahatmi Parwitasari Saronto as Director of Labor and

Employment Creation The Ministry of National Development Planning

Agency (BAPPENAS), Ibu Chrysanti Hasibuan-Sedyono as Acting Chair

Board of Management Indonesia Business Links (IBL), dan Bapak Batara

Cianturi as CEO from Citibank Indonesia, as well as IBL trainers and

beneficiaries from Bekasi and Cikarang.

Citi Indonesia, through its initiative known as Citi Peka (Peduli and Berkarya) which covers a wide range of community activities, has been collaborating with Indonesia Business Links (IBL), a non-profit organization which promotes the concept of good corporate citizenship, in an effort to tackle unemployment in Indonesia through a Skilled Youth program since June 2015. This Skilled Youth program is one that seeks to develop and empower human resources of exceptional quality who are ready to take the plunge into the work environment, either as employees or entrepreneurs.

SKILLED YOUTH PHASE II OPENING PROGRAM@America Jakarta, 27 OCTOBER 2017

IBL held a soft skills training at SMK Hasanudin as an initial step of IBL's assistance in the Empower Youth for Work (EYW) program. This program aims to provide understanding and motivation to the youth about the importance of soft skill training. 37 participants were joined in training came from members of the Persaudaraan Setia Hati Terate (PSHT) of Indramayu District. This training was given to PSHT to improve the quality if their characters.

The goals of the forum are (a) as an evaluation event for finished Equip Youth Program, to gather new perspective

and deciding what is the required step to improve for better future; (b) endorsing a positive impression about the

importance of soft skill in everyday use, especially in professional world; and (c) setting example and giving

motivation about character development so that they could reach maximum productivity in work.

This event was held from 25-29 October 2017. At first day of the training, the participants are given understanding of the importance of self-worth, in the family environment, community, school, or the world of work. The topic was delivered by Harmini Simanungkalit, as the Program Manager of IBL. Harmini explained that soft skill training will be very beneficial to provide increased insight, attitude, and personality of young people because soft skill abilities are not taught in the school environment, but rather from a process of life experience and environmental influences.

The Issuance of Regulation of the Indonesia Supreme Court No. 13/2016 (Peraturan Mahkamah Agung or PERMA 13/2016) on December 2016 marks an important milestone in the fight against corruption in Indonesia. PERMA 13/2016 provides operating procedures for the judges when dealing with cases involving corporate criminal offences. PERMA 13/2016 explicitly requires corporations to take active steps to prevent a crime, as inaction leading to a crime can lead to prosecution. This should be a call for corporations to start looking into their internal policies to make sure that they have a set of company policies in place to deal with corporate crimes, so that they may limit their exposure to being entangled in a crime.

Indonesia Business Links (IBL) with several organisations, such as Aliansi Desa Sejahtera and AKVO, are

involving in Empowering Youth for Work Program. It is a collaborative youth economic empowerment which

coordinated by OXFAM.The Empower Youth for Work (EYFW) project in Indonesia aims to reduce poverty in rural coastal areas that are prone to the impact of climate change, by empowering youth (especially young women) to secure viable employment and entrepreneurship opportunities.

Surabaya, as the capital of East Java province, currently becomes a major economic growth point in Indonesia. Promoting business practices with integrity to private sectors in Surabaya is one of the important steps to strengthen the economy of Indonesia. Keep raising issues regarding The Issuance of Regulation of the Indonesia Supreme Court No. 13/2016 (Peraturan Mahkamah Agung or PERMA 13/2016), IBL conducted Indonesia Integrity Initiative Forum 2017 Surabaya on October 10th 2017 at Surabaya, to provide a dialogue forum for private sectors about business integrity practices. In addition, the forum is also conducted to introduce Indonesia Integrity Initiative as one of the collective action of private sector to strengthen business integrity as well as invite private sector to get involved in the collective initiative. This forum was attended by 32 people from 27 different institutions.

Mr. Laode M. Syarif, Commisioner of Corruption Eradication Commission (KPK),told history the journey of PERMA 13/2016

On October 5th 2017, Indonesia Business Links organized Business Executive Briefing in Jakarta with theme

“Implication of PERMA 13/2016 on Corporate Criminal Liability to Business”. The objective is to provide updated

information regarding the issuance of PERMA 13/2016, discuss the consequence of this regulation and gather

feedbacks from business leaders and executives on how business will respond to the implication constructively.

From this discussion, found that in addition to good internal system, publication system should also be particular

concern, so that when law enforcement was doing an audit, the company already has a good mitigation system. It is

hoped that there will be a synchronization and harmonization between law enforcers, so that "multiple interpretations"

in the implementation of corporations as offenders in legal subject can be avoided. In addition, the key avoids

corporate criminal liability in Indonesia is to ensure that no employee or stakeholder takes a bribe for the benefit of the

corporation, because although the legal system or regulation is sound and clear, still must be supported by human

resources with integrity.

The discussion was triggered by three distinguished panelist speakers, Mr. Laode M. Syarif as Commissioner of

Corruption Eradication Commission (KPK), Mr. Heru Prasetyo as Chairman, Board of Patrons, Indonesia Business

Links, and Mrs. Yanti Triwadiantini as Chair, ASEAN CSR Network. This discussion was moderated by Mr. Hendronoto

Soesabdo from Hadiputranto Hadinoto & Partners.

Head of One Stop Service (PTSP) Surabaya, Eko Agus Supiadi Sapoetro explained various initiatives that have been undertaken by Surabaya local government to improve the culture of integrity in doing business, such as Surabaya Single Window. In terms of private sector business actors, Deputy Regional Compliance Officer PT. Siemens Indonesia, Mr. Arif Panggiharso, shared about Siemens's experiences in dealing with bribery scandals and how Siemens rose, build and strengthen its integrity practices. Director of PT. Bumi Irsa Prakarsa, Mr. Andira Reoputra completes the dialogue by giving his experience as a local businessman in Surabaya. The dialogue session was followed by a DUKU workshop delivered by Mr. Barliana Amin from Alliance for Integrity. The workshop was conducted with the aim of providing a point of view related to various types of corruption, as well as how the business world can avoid the risk of corruption itself. From discussions and business integrity surveys, licensing and procurement still occupy the top positions as areas that are vulnerable to unethical conduct. The government is following up on this by simplifying the licensing system through PTSP and the procurement system openness through electronic procurement. However, it should be noted that the government must maintain a balance between the ease of the licensing process and the quality of its output.

To continue the success of One-Day Training partnership, IBL organized the two days

partnership training with different theme: Managing multi-sector partnership and

brokering better partnership. It was held on 1-2 November 2017. The training delivered

by Ibu Yanti Triwadiantini, associate and accredited partnership broker from

Partnership Brokers Association (PBA).

On the second day, the training more specific review how to be a partnership brokers

and navigate the partnership process, with courses: understanding of partnership

brokering; roles of partnership brokers; negotiation technic; lesson learned and key of

success as partnership brokers. All materials are licensed from PBA.

In this training, the participants learned about the definition of partnership and how to

manage it professionally and give a clear understanding about partnership to those

who work in corporate, NGOs, government institutions, and even academicians. All

participants were pleased and excited during the training. One of participants from

private sector said “this training change my mindset about building partnership and

partnership cycle is very helpful for me to solve the problem”.

In line with the those activities, on the second day of KPK through PROFIT Initiative organize the Establishment of Regional Advocacy Committee of East Java. This advocacy committee seeks to invite local governments and business actors through the Chamber of Commerce and Industry of East Java to sit together to find solutions to the various obstacles of investment development and business world integrity as well as the intricacies of other private sector issues. On this occasion IBL launched Consultation Desk, a channel where private sector can ask questions/inquiries, get information, and deliver their complaints with regards to anti-corruption initiatives and efforts in strengthening integrity as well as business ethics in private sector. The Consultation Desk project aims at providing business sectors with technical support to prevent corruption and strengthen business ethics through the establishment of a consultation desk mechanism and related services.

Consultation Desk is implemented by Indonesia Business Links (IBL) and supported by KPK. The main objective of

the Consultation Desk is to provide business sector with technical assistance in order to strengthen its business

integrity practices and to minimize the risk of corruption/fraud. This platform is named SOLUSI and provide three

main channels that easily accessible by the public, through website (www.solusi.indonesiaintegrityinitiative.org),

email ([email protected]), and call center (08-111-35-35-33). SOLUSI will also utilize social

media platforms as means to reach and promote the platform to its targeted user.
