Test-II: English LanguageDirections (Q. 51-59): Read the following passage

carefully and answer the questions given below it. Certainwords are given in bold to help you locate them whileanswering some of the questions.

It is an old dictum of political science that the state comesinto being for life (protection of life and security) but it existsfor good life. The transition of modern democracies frommerely providing security from external aggression andinternal disturbances and disorder to a welfare state providingthe citizen social security schemes from the cradle to thegrave is a familiar phenomenon of the 20th century. India isno exception to the rule. In fact, the Indian concept of justice—Dharma—is far older than the concept of law. India had alwaysregarded that peace and security were empty concepts in asystem where social, political and economic justice was deniedto the people.

The concept of justice is itself a changing one. It changeswith the growth and development of the society and with thephilosophy which informs the society at a given time. Forinstance, slavery was legitimate in certain parts of the worldbut is no longer so now. An eye for eye and tooth for toothwas considered just in primitive society but is abhorrent today. In our own lifetime, right to property was included as afundamental right in Art 19 (1)(f) of the Constitution. By 1978,it was sought to be removed from the statute books ascontrary to the socialist philosophy. All these go to showthat human ingenuity does not extend to foreseeing the nearor distant future and that no law can be permanent orimmutable. Orderly transition and growth of society can bestalled only at the peril of a revolution.

No Constitution is or can be perfect. Nor can it providefor every contingency that may arise in the future. Besidesconditions change or new concepts emerge as a result ofchanges in the political, social and economic conditions andconcepts. According to political science, sovereignty mayrest with the Crown in a monarchy or with a dictator in ruthlesscontrol over the people. But in a democracy sovereignty restswith the people of the country. If the generation living in 1949had the authority to frame a Constitution for the nation, the

generation living in 2000 AD will have equal right to add, alter, amend, delete, substitute or even to frame a newConstitution, subject to compliance with the conditions andrestrictions imposed by the Constitution itself.51. According to the theory of political science, survival of

a state is related to1) The law of the land.2) Its tradition.3) The welfare of its people.4) Its defence strategy.5) The growth of its service sector.

52. In India the main concept of the “state” is1) The body which controls internal disturbances.2) The organ which runs governments.3) The organ which builds international relations.4) The body which support the social cause.5) The body which generates life.

53. Which of the following statements stands true in contextof the Indian philosophy?1) Peace and security emanates from social, political and

economic justice.2) Peace and security are empty slogans in today’s

society.3) There is no peace where there is no security.4) Social, political and economic justice is a dream for

the people.5) None of these

54. What does it imply—“An eye for eye and tooth for toothwas considered just in primitive society but is abhorrenttoday”?1) There is no place for the concept of ‘might is right’ in

any society.2) What may be legally just today may not be so

tomorrow.3) There is no give-and-take concept in our society.4) He that is down needs fear no fall.5) None of these

55. Which of the following is a feature of ‘law’?1) Law is a phenomenon which remains unchanged for

ages.2) Law supports the mighty even today.3) Law changes its shape along with time.4) Law has become a force in a democracy.5) None of these

56. Which of the following is a unique feature of a democraticset-up?1) Democracy and sovereignty are inter-related.2) According to the passage, democracy is more

efficient than any other system of governance.3) In a democracy people are free to do anything.4) There can be no proper Constitution in a democracy.5) None of these

Close and confidential relations between Russia andIndia are based on the proximity of their fundamental nationalinterests and rest upon the centuries-old history of peacefuland mutually beneficial contacts between the two nations. The strength of these bonds has been tested many times incritical situations. Time and again, in moments of crisis, bothNew Delhi and Moscow have turned to each other.

India has been and remains, without any reservations,Russia’s closest and most reliable friend and partner. Ofprincipal importance is the national consensus existing in thetwo countries regarding the necessity for developing furthercooperation between both bilaterally and in the internationalarena. The intensity of political dialogue has been on a steadyrise, embracing ever new challenges and issues emerging inthe context of a rapidly-changing situation in the world. It isbased on the convergence of views with regard to majorproblems of the present days. Summit-level talks betweenpresident VV Putin and prime minister AB Vajpayee andmeetings of the ministers of foreign affairs, including theirinteraction at the UN, have become an annual feature.

Trilateral interaction among Russia, India and China isgaining momentum and acquiring substance. Deliberationson anumber of joint working groups set up by the foreignministries are yielding noticeable results. The first rounds ofthe working group on global challenges and the workinggroups on international terrorism in Sep-Oct 2003 broughtthe two countries together as de facto allies, once againproviding the effectiveness of our joint quests for ways tostrengthen international and regional security. Russia hassupported the advancement of the process of normalisationbetween India and Pakistan.

Vajpayee’s 12 steps to peace initiative addressed to theleadership of Pakistan has received our full support. Itprovides a realistic and durable basis for the resumption ofdialogue and settlement of all outstanding problems betweenthese two South Asian countries on the basis of the 1972Shimla Accord and 1998 Lahore Declaration. No doubt, tomake it possible, favourable conditions should be created.First of all, the acts of trans-border terrorism along the Line ofControl in Jammu and Kashmir must be stopped.

New Delhi’s views on the situation in Afghanistan andIraq are consonant with the assessments of our diplomacy.Together we are doing our best to restore peaceful life there. We are consistently upholding the centrality of thecoordinating role of the United Nations, and the necessity ofconcerted actions of the entire comity of nations when suchcrises with international ramifications take place. We havebeen successful jointly in mapping the means and avenuesof expanding the scope of trade and economic cooperation.Highly productive deliberations have been held on theIntergovernmental Commission on Trade, Scientific,Technological and Cultural Cooperation. Experts are activelyworking out a mechanism for investing the rupee assets —available to Russia as a result of the repayment of India’sdebt — into promising projects in both countries.

The prospects of cooperation in this sphere give rise tooptimism. Military and technical cooperation, being asignificant and inalienable segment of the special nature ofthe bilateral relationship, is doing splendidly. A number ofmajor deals in the pipeline are now being finalised. Whensigned, they will make a considerable contribution tostrengthening India’s defence capability and security whilepromoting peace and stability in the region. Among the toppriorities on the Russian-Indian agenda are also ourtraditionally warm people-to-people contacts and cooperationin the field of culture. An example of this is the successfulfunctioning of the Russian-Indian International RoerichMemorial Trust in Naggar in Kullu Valley, Himachal Pradesh.Every year the Roerich Museum and Art Gallery there arevisited by over 100,000 tourists from around the country andabroad. It is symbolic that as the prime minister visits Moscow,an exhibition on Russian culture is on in all major Indianmetros, drawing large audiences.

This colourful gala marks the renaissance of activecultural cooperation between the two countries and highlightsthe special spiritual affection the Russians and Indians havefor each other. For many centuries, this magic bridge of culture, stretching over the Palmaris and the Himalayas, has spannedour nations, and together with our Indian friends we keepwalking along it towards the future horizons of our strategicpartnership.60.
