INTRODUCTION : Indian Veterinary Research Institute (IVRI) was established on 9 th December, 1889 as Imperial Bacteriological Laboratory at Pune (Maharashtra) and was shifted to Mukteswar, Distt. The research contributions of the Institute have facilitated development of new biologicals including diagnostics, vaccines and technologies for diagnosis, prevention, cure and control of many devastating diseases of livestock and poultry, increased production of milk, meat, eggs and other animal products. The Institute has been conferred the status of Deemed to be University with effect from 16 th November, 1983 under Section 3 of the University Grants Commission Act (1956). Presently, the institute is providing quality education at masters’ and doctorate levels in 19 and 17 disciplines, respectively. From the academic session 2015-16, the institute has initiated under-graduate programme in Veterinary Sciences (BVSc & AH degree). Besides the above courses, the institute has also been conducting various short-term National and International Training Programmes, Short Courses and Summer Institutes from time to time to make the professionals familiar with latest developments in Veterinary and Animal Sciences. The Institute, spread over an area of 440.54 Acres, has a well established National Library of Veterinary Sciences, Animal and Fodder Farms, Boys’ and Girls’ Hostels, Bank and Post Office facilities at its Izatnagar campus. It is located at a distance of 258 km from New Delhi, and about 8 km from Bareilly Jn. and 1 km from Izatnagar Railway Station. Merit list of NEET (UG) 2020 will be used for admissions in BVSc & AH degree programme during 2020-21. In addition to this, the candidate has to satisfy eligibility criteria as per VCI–MSVE Regulations, 2016. 2. COUNSELING FOR ADMISSION TO B.V.Sc.& A.H. DEGREE COURSE

2020-21

1. INTRODUCTION :

Indian Veterinary Research Institute (IVRI) was established on 9th December, 1889 as Imperial

Bacteriological Laboratory at Pune (Maharashtra) and was shifted to Mukteswar, Distt. Nainital

(Uttarakhand) in 1893. IVRI gradually expanded to the present size with its headquarters at

Izatnagar (UP) and campuses at Mukteswar, Bengaluru and regional stations at Palampur, Kolkata

and Pune. The administrative control of the Institute is vested with the Indian Council of

Agricultural Research (ICAR). The research contributions of the Institute have facilitated

development of new biologicals including diagnostics, vaccines and technologies for diagnosis,

prevention, cure and control of many devastating diseases of livestock and poultry, increased

production of milk, meat, eggs and other animal products. The Institute has been conferred the

status of Deemed to be University with effect from 16th November, 1983 under Section 3 of the

University Grants Commission Act (1956). Presently, the institute is providing quality education at

masters’ and doctorate levels in 19 and 17 disciplines, respectively. From the academic session

2015-16, the institute has initiated under-graduate programme in Veterinary Sciences (BVSc &

AH degree). Besides the above courses, the institute has also been conducting various short-term

National and International Training Programmes, Short Courses and Summer Institutes from time

to time to make the professionals familiar with latest developments in Veterinary and Animal

Sciences. The Institute, spread over an area of 440.54 Acres, has a well established National

Library of Veterinary Sciences, Animal and Fodder Farms, Boys’ and Girls’ Hostels, Bank and

Post Office facilities at its Izatnagar campus. It is located at a distance of 258 km from New Delhi,

and about 8 km from Bareilly Jn. and 1 km from Izatnagar Railway Station.

Merit list of NEET (UG) 2020 will be used for admissions in BVSc & AH degree programme

during 2020-21. In addition to this, the candidate has to satisfy eligibility criteria as per

VCI–MSVE Regulations, 2016.

2. DURATION OF COURSE:

The duration of B.V.Sc. & A.H degree course is spread over five and half complete professional

years including a compulsory rotating internship of one year duration.

3. NUMBER OF SEATS:

Total number of seats : 24

Note: 21 seats (03 SC, 1 ST, 05 OBC, 02 EWS, 10 General Category) will be filled-up

by ICAR-IVRI Deemed University through Online Counseling on the basis of

NEET(UG)-2020 merit and the remaining 03 seats (02 General and 01 OBC)

will be filled-up by the Veterinary Council of India.

4. RESERVATION OF SEATS

(a) 15% seats (03 seats) are reserved for SC candidates,

(b) 7.5% seats (01 seat) are reserved for ST candidates,

(c) 27% seats (06 seats) are reserved for non-creamy layer OBC candidates as per Hon’ble

Supreme Court order dated 10.04.2008 and according to detailed instructions of the Ministry

of Human Resource Development issued vide their O.M. No. 1-1/ 2005-UIA/847 dated

20.4.2008. Reservation would be applicable to the castes mentioned in the Central list of OBC.

Thus, the candidates falling in this list may mention OBC in the Category Column in

application form. Candidates from creamy layer and those who do not come under

Central List of OBC are advised to mention the category as General.

(d) 10% seats (02 seats) are reserved for Economically Weaker Section (EWS) of General

Category

(e) 5% seats* (01 seat) are reserved on Horizontal basis for Divyang Category (Physically

handicapped) candidates as per Rights of Persons with Disabilities Act, 2016 and as defined

in MSVE (BVSc & AH) regulations-2016 & under Section 5(iv) of this information bulletin.

(*Horizontal reservation to be given for Divyang Category (PH) candidates as per their merit

against the category i.e. General/ OBC/SC/ST to which they belong).

5. ELIGIBILITY

(i) NATIONALITY:

Candidates should be Indian Nationals.

(ii) AGE:

He or She has completed the minimum age of 17 years on or before the 31st December, 2020.

Further, maximum age should not exceed to 25 years on or before 31.12.2020. There shall be

relaxation of maximum age by five years for Scheduled Caste (SC) or Scheduled Tribe (ST) or

Other Backward Class (OBC) or Divyang candidates.

(iii) ESSENTIAL QUALIFICATION:

He or She has passed the qualifying examination as defined under VCI - MSVE Regulations, 2016

with the subjects of Physics, Chemistry, Biology or Biotechnology and English (as a core course)

and obtained marks as specified under regulations (7) or an examination equivalent to intermediate

science examination of an Indian University or Board recognized by the Association of Indian

Universities taking Physics, Chemistry and Biology/Biotechnology including a practical test in

each of these subjects and English.

As per MSVE Regulations, 2016, a candidate under General Category for admission to the BVSc

& AH degree course shall have to qualify in each of the subjects of English, Physics, Chemistry,

Biology or Biotechnology, and obtained 50% marks in aggregate of these subjects, at the

qualifying examination. In respect of candidates belonging to the SC or ST or other special

category of students as specified by the Government from time to time, marks required for

admission shall be 5% less than general standards i.e 45 %.

Admission of students to BVSc & AH degree course shall be made only on the basis of his or her

merit obtained in the Merit of NEET –UG-2020 subject to fulfillment of the other criteria as laid

down above including qualifying examination and no other merit or weightage shall be considered

for admission to BVSc & AH degree course.

(iv) PHYSICAL DISABILITY

A candidate shall not be allowed admission to BVSc & AH degree course if he or she suffers the

following disabilities, namely:-

(a) disability of total body including disability of chestorspine more than 50%,

(b) disability of lower limb of more than 50%,

(c) disability of upper limb,

(d) visually handicapped candidates and those with hearing disability,

(e) candidates with progressive diseases like myopathies etc.

(f) disabilities which otherwise would interfere in the performance of the duties of a

veterinarian.

Note: The disability shall be certified by a duly constituted and Government authorized

Medical Board comprising of at least three specialists out of which two shall be of the

specialty concerned and the candidate has to present him or her-self before the Medical

Board and the last valid disability certificate of the candidate from a Medical Board shall not

be more than three months old from the date of submitting his or her certificate for disabled

candidates.

7. PROCEDURE FOR REGISTRATION FOR ONLINE COUNSELING

The candidate has to apply online by using the IVRI BVSc & AH Admission 2020-21

Application Portal available at http://ivri.nic.in/BVScAdmPortal.

The detailed procedure for using the IVRI BVSc & AH Admission 2020-21 Application

Portal is available at the end of this information bulletin. The candidates are advised to

read the procedure carefully before using it.

The registration fee [Rs.1000/- for General/OBC/EWS candidates and Rs.500/- for

SC/ST/Divyang (PH) candidates] has to be submitted online using the link provided in the portal

itself.

Once the steps mentioned above are completed, the candidate has to SUBMIT the application form

by clicking the FINISH button.

All the candidates must also mail the scanned copy of the documents/ certificates uploaded on the

portal along with the Application Summary Page (as a .zip folder/ .rar folder) on email id:

[email protected] before 31st December, 2020.

The online counseling for admission to BVSc & AH degree programme shall be conducted by

ICAR-IVRI Deemed University, Izatnagar and the decision of ICAR-IVRI shall be final.

8. DOCUMENTS TO BE UPLOADED AT THE TIME OF REGISTRATION FOR ONLINE

COUNSELING

The candidates should upload the following documents (in .jpg or .jpeg format only) at the time of

online registration for online counseling failing which they shall not be allowed to take part in online

counseling for admission:

1. Passport size colour Photograph (same as for Online Application Form in NEET(UG)-2020)

2. Signature of the candidate

3. Admit Card of NEET-UG-2020 Examination.

4. Rank Card of NEET-UG-2020 examination.

5. Aadhaar Card of the candidate

6. Any other Identity card (Voter ID Card, Ration Card, Passport etc.)

7. Date of Birth Certificate (If Secondary School (High School) Examination Certificate does not

have the same, then upload Birth Certificate. If Secondary School (High School) Examination

Certificate has the same then upload it)

8. Secondary School (High School) Examination or equivalent Certificate

9. Secondary School (High School) Examination mark list

10. Intermediate (10+2) Mark Sheet (Qualifying Examination Mark Sheet)

11. Intermediate (10+2) Certificate or Provisional Certificate. Provisional Certificate is permissible for

those candidates who had passed in the year 2020 only.

12. Character Certificate from the School or College last attended.

The candidate should also upload the following certificates, if applicable:

(i) SC/ST Certificate as per format given in Annexure-1 issued by the competent authority and should

be in English or Hindi. If it is in regional language then it should be translated in English/Hindi and

should be attested by Class I Gazetted Officer. Sub-caste should be clearly mentioned in the

certificate.

(ii) OBC Certificate as per format given in Annexure-2 should be issued by the Competent Authority

and should be in English or Hindi. If it is in regional language then it should be translated in

English/Hindi and should be attested by Class I Gazetted Officer. The sub-caste should tally with the

Central List of OBC. OBC Candidates should not belong to Creamy layer and should provide an

undertaking in this regard as per format given in Annexure-3.

(iii) Income & Assets Certificate by economically weaker sections (For General Category Candidates

only) as per format given in Annexure-4 should be issued by the Competent Authority and should be

in English or Hindi.

(iv) Certificate of Locomotor Disability as per Annexure-5. The disability should be certified by a duly

constituted and authorized Medical Board comprising of at least three specialists out of which two

should be of the specialty concerned and the candidate has to present him/her – self before the

Medical Board. The last valid disability certificate of the candidate from a Medical Board should not

be more than three months old from the date of submitting his/her certificate for disabled candidates.

9. PROCRDURE FOR ONLINE COUNSELING

i. Counseling will be held through online mode only.

ii. The online counseling for admission to B.V.Sc.& A.H. degree course on All India basis shall be

conducted by ICAR-IVRI as per availability of seats and his/ her rank, subject to fulfilling the

eligibility criteria as laid down in this Information Bulletin.

iii. Rank list of registered candidates invited for Online Counseling will be notified on the IVRI

website (www.ivri.nic.in) only. No separate intimation will be sent to the candidates.

iv. Deposition of Fee and other charges (as per Sl. No. 12 of this information bulletin) and uploading

of scanned copies of the documents (as mentioned under Sl. No. 10 of this bulletin).

v. Provisional admission letter will be issued to the selected candidates on his/her email i.d. after

online counseling.

vi. The guidelines relating to start of academic session, tuition and other fees, deposit and refund of

fees, if any, shall be as per rules and regulations of ICAR-IVRI. The candidate has to abide by the

rules and regulations of ICAR-IVRI during his/her studies in B.V.Sc. & A.H. degree programme.

vii. The candidates are requested to regularly visit the IVRI website (www.ivri.nic.in) for any

updates/notifications and details of counseling procedure.

viii. The admission will be provisional, which will be confirmed only upon the verification of

ORIGINAL certificates/ documents at the time of physical reporting to ICAR-IVRI Deemed

University, Izatnagar.

ix. The date of physical reporting of the admitted students to the IVRI Deemed University campus

will be intimated separately. In case, the original documents are found to be different from those

submitted online, the admission of the student will be cancelled immediately and criminal

proceedings may be initiated against them as per law by the authorities of ICAR-IVRI.

10. DOCUMENTS REQUIRED AT THE TIME OF ONLINE COUNSELING FOR PROVISIONAL

ADMISSION

Scanned copies of following documents are to be uploaded on the portal and also submitted by the

students invited for online counseling by email on [email protected] between 10:00 am

to 4:00 pm on the day of counseling.

i. Copy of IVRI Counseling Registration confirmation page.

ii. Migration & Transfer Certificate from the school/ board last attended.

iii. Gap Affidavit as per the format given in Annexure-6 (if applicable)

iv. Medical Certificate as per Annexure-7

v. Affidavit for non-participation in ragging as per Annexure-8 and 9.

vi. Affidavit for Surety Bond for continuation of study as per Annexure-10.

11. IMPERSONATION:

The self declaration and other documents submitted by the candidates during the admission

process will be verified at the time of physical reporting of the student at the ICAR-IVRI Deemed

University, Izatnagar and if found to be false at any time, the candidature/admission of such

candidates shall be cancelled and criminal proceedings may be initiated against them as per law by

the authorities of ICAR-IVRI.

12. FEE AND OTHER CHARGES:

The following fee and charges shall be payable to the Institute by an undergraduate student (BVSc &

AH) at the time of provisional admission.

Fee and other charges are to be deposited online. The student has to visit IVRI Website

(www.ivri.nic.in) and click on Students Corner and then click Fee. Student can also directly go the site

https://www.onlinesbi.com/sbicollect/icollecthome.htm for payment of the fee. No cash or demand draft

on account of fee will be accepted.

13. IMPORTANT INSTRUCTIONS

(i) The admissions shall be made through online counseling as per the details and schedule given in this

information bulletin placed on the IVRI website (www.ivri.nic.in).

(ii) No separate intimation regarding online counseling will be sent to the candidates individually.

(iii) The candidates are advised to visit IVRI website (www.ivri.nic.in) regularly for latest notifications/

instructions from time to time.

(iv) Online counseling will be held as per the Category Rank. Reservation policy of the Government of

India shall apply.

(v) The online admissions shall be made on the basis of merit of NEET (UG) 2020 subject to fulfillment

of other criteria as laid down and subject to availability of seats at ICAR-IVRI.

(vi) Mere registration for online counseling on the website of IVRI shall not automatically guarantee any

seat for admission to B.V.Sc. & A.H. course at ICAR-IVRI.

(vii) The candidate who fails to register for online Counseling on the IVRI website (www.ivri.nic.in )

within the stipulated time shall not be eligible for counseling and admission, and he/she has no right

to claim for a seat.

(viii) The candidate who fails to take admission to BVSc & AH degree programme at ICAR-IVRI on

stipulated date shall loose his/her claim for any seat.

(ix) In case of non-reporting for online admission or the candidate resigns after joining, he/she shall

forfeit his/her claims for a seat and the seat will be declared as vacant.

(x) Candidate has to complete online admission formalities including fee submission and

execution of surety bond agreement for continuation of study (as per Annexure-10) on the day

of online counseling.

(xi) The admission will be provisional, which will be confirmed only upon the verification of

ORIGINAL certificates/ documents at the time of physical reporting to ICAR-IVRI Deemed

University, Izatnagar.

(xii) The date of physical reporting of the admitted students to the IVRI Deemed University campus will

be intimated separately. In case, the original documents are found to be different from those

submitted online, the admission of the student will be cancelled immediately and criminal

proceedings may be initiated against them as per law by the authorities of ICAR-IVRI.

(xii) Canvassing directly or indirectly for a seat would disqualify the candidate for admission.

Influencing the staff by unfair means would lead to serious consequences for all concerned.

LEGAL JURISDICTION

All disputes pertaining to the conduct of counseling and allotment of seats shall fall within the

jurisdiction of Bareilly Court only. Further, any legal question arising out of the Counseling shall be

entertained only when raised within 30 days from the allotment of seats.

DETAILED PROCEDURE FOR USING THE

IVRI BVSc & AH ADMISSION 2020-21 APPLICATION PORTAL

Important Instructions:

1. Please Fill the Form (in ENGLISH only) carefully.

2. Once you have moved to the next page, you will not be able to make any corrections on the

previous page.

3. Please ensure that you have the soft copies of all the documents to be attached with the form in

.jpg or .jpeg format only.

4. The size of the Passport Size Color Photo of the candidate should be less than 40KB, the signature

of the candidate should be less than 10KB, while rest of the documents should be less than 200KB.

5. Press FINISH button for final submission. Without this, your application will not be

considered.

6. Once you have pressed Finish Button, your Application Summary Page will appear. Take the

pop-up will appear on the top of the page showing your login id and password. Please note

it down and remember it. Once you click on the OK Button of the pop-up, you will be

redirected to Login page. You will not be able to Login further without above details.

4. Log-in again with your Login id and password. Once you press the LOGIN button, the

Candidate Profile Page as shown below will appear:

Once you click on the SBI Registration Fee Payment Link, you will be redirected to SBI

Collect Page. Tick the box on the page and then PROCEED.

On the next page, Select UTTAR PRADESH as the State of Corporate/Institution and

Select EDUCATIONAL INSTITUTIONS as the Type of Corporate/Institution. Once you

Press Go, you will move to next page.

On the next page, select IVRI DEEMED UNIVERSITY BAREILLY as the Educational

15. Check the Final Submission of Application button. The following page will appear:

16. Check the status and then press FINISH button for final submission. Without this,

your application will not be considered.

17. Once you have pressed Finish Button, your Application Summary Page will appear. Take

the PRINT of Application Summary.

18. Further, all the candidates are also advised that it is mandatory to mail the scanned

copy of the documents/ certificates uploaded on the application portal along with the

Application Summary Page (as a .zip folder/ .rar folder) on email id:
