Purpose of the Event

• MHA wish to carry out development in the

Outer Harbour Area, and we are seeking

comment on the proposals.

– Questions will be highlighted through the

presentation for discussion at the end.

• The Marine Licensing (Pre-application

Consultation (PAC)) (Scotland) Regulations

2013.

Mallaig Harbour Master Plan

• The Master Plan was produced in 2016.

• It identified the need to create a new north

breakwater and harbour area primarily for

the ferry. This fed into a STAG appraisal,

completed April 2020.

• Multiple smaller projects identified,

including the development of the ‘Slot’ in

the Outer Harbour.

• Works completed to date include:

– Passenger Access Pontoon.

– New Ice Plant

– West Bay Road Improvement

– Clearance of area behind Prawn Hall.

– Site Investigation, Preliminary Design &

Planning Permission for West Highland

College building (by others).

• Provide additional sheltered berthing.

• Initial thought was to extend both the Ice

and Outer Breakwater Quay.

• Issues with regard to rockhead levels

beneath the approach road and inner end

of the existing breakwater quay.

• Hence splay berth option to avoid the

need to disturb this area.

• The Splay Berth design:

– Provides 60m of additional quay length

capable of taking boats of up to 500 tonnes.

– Provides 4000m2 of additional laydown.

• Current water depths in the outer harbour are

-4mCD, however the existing infrastructure

could facilitate water depths of -6m CD.

• It would however, require dredging, including

blasting of rock and clearly that would have

cost and environmental implications.

increasing the water depths?

Consenting Route

• The construction works and dredge (if required) will need a Marine Licence from Marine Scotland under the Marine Scotland Act 2010.

• As previously mention Pre-Application Consultation is required due to the scale of the development.

• It is yet to be determined if an Environmental Impact Assessment (EIA) will be required under the Marine Works (EIA) (Scotland ) Regulations 2017.

Environmental Considerations

• EIA Screening Report being drafted for submission to Marine Scotland.

• Sensitive Environmental Receptors have been identified and potential effects on them identified for both construction and operational stages.

• Early identification of potential issues allows them to be taken account of in the design process such that effects are avoided, or mitigated by design.

Environmental Considerations

• Potential effects include:

– Local Community with regard to construction noise, traffic and economic benefits (job creation).

– Marine Mammals impacts of underwater noise will be determined by pile design and installation and dredge techniques.

– Birds (including Manx Shearwaters), construction and operational light design considerations.

• Potential effects include (cont.):

– Knoydart National Scenic Area low lying

development shouldn’t affect it.

– Vessel access to Outer Harbour during

construction and navigation effects.

– Water and air quality effects of construction,

potential need for dust management and

pollution prevention techniques.

• Please note, comments made are not representations to the Scottish Ministers. Once the Marine Licence Application has been submitted there will be an opportunity for representations to be made to the Scottish Ministers on the application.

• Following consultation, a Marine Licence Application will be submitted to Marine Scotland for consent to construct the laydown area through a land reclamation.
