Authority Procedures 9.) Costing 3. Introduction In a group work of 2 people Chong Yu Xuan and Kong Zhen Chung. We are required to find a specific land within Taylor Lakeside Campus to initiate a small construction project. Size of the chosen land should not be more then 30mx30m.We choose to propose a food and beverage area idea for our site. As a group , we are required to produce a project brief on the construction. 4. Suggestion and proposal For this project , we decided to propose a 24/7 food and beverage (dining area) that provide full meals at our site. The dining area will have a restaurant that sells economical and also healthy foods. 5. Rationale and Benefits Rationale According to our survey and research many students usually does their assignments till late night in the studios and classrooms of block E. The only eatery available till late night are Mamak and seven eleven for snacks. These eatery are oily and unhealthy which will cause health problems after overconsumption. Furthermore, the food and beverages in Taylors Lakeside Campus are overpriced and unsuitable for student ,all the more reason for an economical eatery. 6. Benefits This dining area in our site can bring much benefits to Taylors community including: 1. Students around Block C/D/E do not need to walk long distance to the commercial block to have a meal. 2. Enjoy beautiful scenery around that area. 3. Make use of the empty space. 4. Creating more business in the campus and improve social issues. 5. Economical food help students with financial burdens 6. Add choices to food variety in University compound 7. Site Analysis The site we had chosen is on the roof garden at level 2, right at the end of Block E. Our site is approximately 27m x 15m. It is a public space roof terrace and an open space with only a partial roof by the side. It has railing of 1.2 meters high along the side of the site. There is a roof of 3 meters extending out from the right railing of the site. To the south, there is a car park area and a sport court. To the west, there is a view of the opposite roof terrace of the same level. To the east, there is a view of large trees and residential area. There is a view of the Taylors lake on the south- west The site is located at Taylors lakeside campus, Block E, Level 2, balcony. 8. Key Plan 9. Location Plan 10. Floor Plan 11. In our site, it is free from air pollution, this is because our site is surrounded by the car park spaces which is away from the roads. Our site also located at higher level than the car park spaces. The wind strength in our site is average because our site is attached to the block E building. Our site is located at block E, level 2. The temperature in our site is normal because there are slow wind blowing toward our site and our site is avoid from sun except in the afternoon half of our site will explored by the sunlight. The only sound pollution faced in our site are the condenser of the air conditional attached to the wall of buildings beside our site. In front of the balcony, its a car park and this is the view from our site looking towards the car park. The railing around the perimeter of the balcony. Its a 1m tall railing around the balcony and its lifted by 15cm concrete step. Sun Orientation The sunlight will only reach the balcony when afternoon 12pm to 2pm. Human Traffic The entrance is wide, no traffic congestion as this place is not used for anything 13. Proposed Site Introduction After complete this project, our site had finally become a food and beverage area. It consists a kitchen at the corner of our site. There will also be a bar beside the kitchen. The purpose that we build a bar in it is to serve different types of drinks for the customers. Authority Procedure Development order Submit and obtain Development Approval through OSC Builders can now apply for construction permits through OSC 1Submission (single entry). OSC will then refer the submissions to the Planning Department, Building Department, Engineering Department, Fire Department, Sewerage Agency, Water Agency and the Telecommunication Operators. OSC will issue the development approval (Planning aprrovals, Building approvals, Engineering approvals, Fire safety plan endorsements, water approvals, sewerage works approvals and Telecommunications approvals) to the builder. While all forms can be obtained online at jprb.dbkl.gov.my/Pentadbir/MuatTurunBorangOSC/MTBorang11.asp, the filing has still to be done in person at the OSC. Builder will submit and obtain approval through OSC for the following documents: Planning plan Building plan Engineering plan (earthwork, road & drainage plan, road excavation permit & street lighting plan) Landscape plan Water supply plan Sewerage plan Infrastructure communication plan Fire safety plan Estimated Processing Costs 1. Planning plan = MYR 500.00 2. Building plan= MYR 1,300. 3. Engineering plan = MYR 100.00 17. Development order 4. Water supply plan = MYR 1,000.00 1. Submission to Local Authority through OSC 2. Obtain Development Order (DO) from Planning Department 3. Obtain Water Approval 4. Obtain Sewerage Approval 5. Obtain Fire Safety (Arch) Comment 6. Obtain Earthwork Approval 7. Obtain Road and Drainage Approval 8. Obtain Landscape Approval 9. Obtain Street Lighting Approval 10. Obtain MSMA and SPAH Approvals 11. Obtain Building Plan Approval 12. Obtain Fire Safety (M&E) Approval Agency: Kuala Lumpur City Halls One Stop Centre (OSC) Submit pre-construction notifications to OSC Under OSC 1Submission, all notifications are submitted via OSC. OSC will then distribute notifications to the relevant agencies such as: Building Department (B Form - notification to start building work) Engineering Department (B Form - notification to start earthwork) Sewerage Certifying Agency (IWK) (PDC 6 Form - notification to start sewerage work) Agency: Kuala Lumpur City Halls One Stop Centre (OSC) Request final utilities inspections through OSC Under OSC 1Submission, the builder has to request for inspections via OSC. OSC will arrange and coordinate inspections and connections schedule with relevant agencies 1. TELCO connection = MYR495.00 2. Water connection = MYR 30.00 3. Fire safety inspection = MYR 111.00 Agency: Kuala Lumpur City Halls One Stop Centre (OSC) Receive Road and Drainage Final Inspection Once the road and drainage works has been completed, the builder will request the Road and Drainage clearance letter from the Engineering Department of CHKL. The builder has to submit a construction report notification and by signing form G 17, the Engineer certifies that all works were carried out according to regulations. Form G17 will be filed along with Form F (Certificate of Completion and Compliance (CCC) via OSC to the Engineering Department. Agency: Sewerage Certifying Agency (IWK) Obtain Road and Drainage Clearance Letter 18. Development order A date for the inspection will be set-up prior to the issuance of clearance letter for the road and drainage work Agency: Sewerage Certifying Agency (IWK) Receive Sewage Final Inspection The Sewerage Certifying Agency (IWK) will carry out an inspection of the sewerage system and issue to the builder a clearance letter for sewerage. Agency: Sewerage Certifying Agency (IWK) Obtain Sewage Clearance Letter Once the inspection has been carried out, a clearance letter is issued to the Builder. This clearance letter will allow the Engineer to issue the Certificate of Completion and compliance (CCC). Agency: Sewerage Certifying Agency (IWK) Receive Fire Safety Final Inspection Fire and Rescue Department will carry out fire safety inspection Agency: Fire and Rescue Department Obtain Fire Safety Final Letter Fire and Rescue Department will issue to the builder the clearance letter for fire safety Agency: Fire Department Receive Water Inspection Water Authority SYABAS will conduct an onsite inspection of the works and make the connection to the public pipe. Agency: Water Authority SYABAS Submit Water Test and Commissioning (T&C) Report Water Authority SYABAS will conduct an onsite inspection of the works and make the connection to the public pipe. Agency: Water Authority SYABAS Obtain Water Clearance Letter The Water Authority SYABAS will issue a clearance letter to the builder and install the water meter at the same time for water connection. Agency: Water Authority SYABAS Builders Principal Submitting Person files the Certificate of Completion and compliance (CCC) The Builders Principal Submitting Person (professional|architect) will issue Certificate of Completion and compliance (Form F - CCC) to the Builder/Owner and 2 copies of the CCC will be filed at the OSC for the Building Department (JRBB) and the Board of Architects/Engineers (LAM/LJM).
