Global ICT market:The development pace of global ICT industry

has slowed down.It is a fast changing industry.It involves great uncertainty.

International Integration is a worldwide trend.The introduction of competition.


Market Context

Development status of ICT industry in Vietnam:Telephone penetration: 6 lines/ 100

inhabitants.69% fixed lines.31% mobile.

Internet penetration: 0.26 account/100 inhabitants.Internet users: > 1 million.


Market Context

Development status of ICT industry in Vietnam:5 telecommunication operators: VNPT, Vietel,

SPT, Vishipel and ETC.3 Internet eXchange Service Providers (IXP).12 Internet Access Service Providers (ISP).


ICT Development Policy

Current ICT market brings both opportunities & challenges.Appropriate policies are required to:

Grasp opportunities.Cope with the challenges.

Active international cooperation policy.Market opening policy.

These should be appropriate with our economical & political conditions.


Active participation in the international integration process

e-ASEAN Framework Agreement.Participate in the development of e-ASEAN

Framework Agreement.Committed to establish a common ASEAN

information infrastructure.This supports member countries to improve their

competitiveness.


Active participation in the international integration process

Mutual Recognition Arrangement.ASEAN MRA was signed in July 2001.DGPT announced its participation in APEC MRA.This eliminate non-tariff barriers.Facilitates the trading of telecom equipment.Reduces the burdens of testing and market

management.Promote export of telecom equipment from

Vietnam.


Increasing competitive capabilities

We follow a step by step approach to open the market.This gives a chance for current operators to improve their competitive capabilities by:

Taking advantage of the new technology.Utilizing the existing info-communication infrastructure.


New telecom operator

Electricity telecom company - ETC was granted the following licenses:

Domestic and international IP telephone service.Leased lines service.Fixed local telephone service.Domestic long distance service.


New mobile operator

Saigon Post and Telecom Corporation was awarded a mobile license.The company signed a BCC contract with SLD Telecom.CDMA mobile service is scheduled to be launched in quarter 4 this year.


IP telephone services

The IP telephone market is expanding rapidly.

Due to advantages in: capital investment, price and deployment time.

Domestic and international IP telephone service licenses were granted to:

VNPT, Vietel, SPT, ETC.Service charge: 60-65% of the traditional service.


Inmarsat services

Vietnam Shipping Telecommunication Company (VISHIPEL) was offered a license to provide:

Inmarsat Access Services as Land Earth Station Operator.Inmarsat Services as Inmarsat Service Provider.Ship-to-Shore/Shore-to-Ship radio communication services.


Internet services

DGPT had granted licenses for:3 companies to provide Internet Exchange Service (IXP).12 companies to provide Internet Access Service (ISP).

Plan to grant more IXP, ISP licenses.


Post, Telecom and Internet Regulation

Post and Telecommunication Act.Government Decree No. 55.


Post and Telecom Act

Was issued by the National Assembly in June 2002.The objectives of this act are:

To mobilize the internal resources.To increase competitive capabilities of enterprises.Active participation in international integration.To accelerate service penetration.To further improve consumer protection.Enable enterprises to do business proactively.


Internet Regulation

The government decree No. 55 was aimed to:

Create a new development pace for Internet services.Accelerate the Internet penetration in society.Create a transparent legal environment.Foster the development of a modern NII.Create a more innovative market place for Internet services.


Development of the NII

Telecom is an important infrastructure sector.This is also a critical service sector.High priority has been given for the development of

the sector.Favorable conditions have been created for the

sector to catch up with the world development level.


Concrete development objectives

In the 10 years to come:The development rate of telecom sector should

reach twice that of the overall economy.Develop a broad range of Internet and telecom

services.Service charges must be lower or equal to that of

the region.These services should be available in remote &

mountainous areas.


Concrete development objectives

Encourage mobile services, e-commerce and e-government.

Telephone density: 15-18 lines per 100 inhabitants.Telephone lines available in 60% of households.Penetration rate for Internet services should reach

the world average.Financial assistance to provide Internet services to:

R&D institutions.Universities, schools.Hospitals


NII development principles

High availability and accessibility.Advanced technology should be used.Broad bandwidth to support multimedia

applications.Affordable service charges.High level of security and reliability to support e-

commerce.High level of compatibility and integrity.
