1. Job Purpose:

As Director of Budgeting and Payroll Services and with little supervision, perfonns extensive duties developing, directing, monitoring, and evaluating a complex budgetarysystem comprised of in excess of 1,000 different accounts having total funds approximating $ 150 million coming from many different funding sources, The University'College of Charleston is the third largest institution of higher education in the state of South Carolina.

formula funding (MRR) and the expenditure pattern used in the state appropriation.Develops policy recommendations; interprets policy; develops procedures; distributes instructions.Analyzes proposed and existing program requirements determining funding levels and sources andpamcipates in other spedat managerial projects

including reorganization studies.Develops modeling/ forecasting of revenue and expenditure patterns. .

Assists in the development of budgetary goals, management controls, funding sources.Calls for internal budgetary requests; analyzes requests making funding recommendations to ex.ecutive administration.Prepares and presents internal and eKternal budget presentations.Identifies surplus and deficit situations recommending to executive administration revisions and fund transfers.Works with program administrators in evaluating budgeeary controfarld requirements initiating remedial actions.

Evaluates and recommends adaptations of integrated data base systems:Systems are monitored daily and used in the development of internal and external reports. Systems include I'inancia I Records System, HumanResowcc System, Student Information System.

Responsible for the preparation and submission of fmancial reports and analyses to the President, execlltive administrators, Board ofTrustees, Commission on Higher Bdllcation, Budget and Control Board, General Assembly, !PEDS, etc.

Evaluates requests for infonnafion from internal and external components to detennine wbat js really being asked and for what use it jsintended. Informs top management as to the multi-faceted impact created by the different presentations, making recommendation on suchand directing the final response method.

Supervises 3 separate areas within Budgeting and Payroll Services ritb professionalstam of fiscal analy.sts, information consultants, andfiscal technicians:

Responsible for the I1W1agement and operation of a complicated position control system, which is the cerltral component of the personnelI payron system consisting of aU positions including faculty, staff, temporary employees, adjunct faculty and srndenf8..
