Memorandum

Date: March 3, 2015

To: EDAC

Cc: ED Committee of BOS

From: Ted Lewis, PE

Subject: Chairman’s Report

Hello everyone. Here’s the March edition of my Chairman’s report for your reading pleasure.

Ad Hoc Committees

Hopefully everyone was able to watch the Ad Hoc Committee presentations made on February 2nd to

the ED committee on the local public access channel. If not, Lois sent out an e-mail to commissioners

that provided a link to the videos. I was very impressed with the presentations, but more importantly,

they were received very well by the Board members. It was clear the Chairs had a thorough

understanding of the issues and they provided some great information for the Board. The presentations

reflected the great effort the committees invested in their respective topics. Also, it is very refreshing to

be working on issues to help the Board of Supervisors instead of dealing with by-law issues as we have

been for the last year.

The FDI committee has been asked to continue their work and to dig a little deeper into what a private

led organization might look like. Accordingly, Keith will be convening some FDI Ad Hoc committee

meetings over the next month or two.

The Nighttime Economy Ad Hoc committee has been a victim of the winter weather with two of its three

meetings cancelled due to weather issues. However, it looks favorable that we will get our March 4th

meeting in this week. The weather has shortened the window for work to get done, but not shortened

the amount of work required. It should be a fast and furious spring for this committee.

EDAC Partnership Meeting

The EDAC partnership meeting was held on Friday, February 6th. The purpose of this partnership is to

proactively communicate and collaborate on economic development issues in Loudoun County. The goal

Page 4: Ida Lee Recreation Center 60 Ida Lee Drive NW, Leesburg · 2016/3/9  · MEETING AGENDA March 13, 2015 at 8 a.m. Ida Lee Recreation Center 60 Ida Lee Drive NW, Leesburg I. Call to

of this group is to provide a forum for DED to communicate to its partners, and when possible, to work

together to implement economic development strategies. This group will be actively involved in working

with DED on their 2020 strategy. In addition, it is clear from our first few meetings that there is

significant value in getting together and discussing the various economic development focused efforts

from the County’s organizations focused on economic development. DED will assume oversight of this

group.

Administrative Items

As discussed at the last EDAC meeting, we have developed a “buddy” system of existing and new EDAC

members. Without our monthly committee meetings, we felt it would be helpful to new EDAC members

to be matched up with existing EDAC members. The existing member can be used to provide input on

the role of the EDAC, how the process works, and how to stay engaged. There are no strict guidelines of

engagement. I plan on meeting my two “buddies” to discuss the EDAC, the Ad Hoc Committee process,

and what they want to get out of their time on the commission. The main action item is to proactively

reach out and offer to be available if needed. A copy of the Buddy system assignments is attached.

Please note we will make additional assignments as we gain new members.

Also, we mentioned at our previous meeting we have made some recommended changes to the by laws.

A copy of the proposed changes is attached. The full commission is required to vote on the proposed

changes. If recommended by the EDAC, the recommendation then goes to the ED Committee for

approval.

Finally, the Executive Committee recommended to the Board of Supervisors a commissioner to fill the

last vacancy on the commission. The board will act on the recommendation at their March 4 business

meeting.
