*The Summer Appraisal/Mapping School will follow all state/local restrictions and guidelines that
are in place at the time of the school to ensure everyone is as safe as possible.
This brochure contains a list of all the courses offered this session. You can attend either one week-long course, any combination of other shorter courses, or one or two courses if you only need a few hours of credit. Continuing Certification: You must have obtained 32 hours of continuing education credit within the past two calendar years to maintain your certification.

The Riverside Hotel offers free parking for students and hotel guests.
The Tax Commission also provides free parking. Depending on the location of your classroom at the Tax Commission, you may need to register as a visitor with the security kiosk and obtain a visitor’s badge for the day. You’ll be informed if this the case.

Dining
• The Riverside Hotel offers a complimentary breakfast buffet each morning. It also has two restaurants, which offer lunch and dinner options on site.
• The Tax Commission: The Chinden Campus cafeteria remains closed.
The only on-site dining options at the Tax Commission are daily food trucks, which are available between 11:30 – 1:00 each day. For those of you taking classes at the Tax Commission, you’ll be provided with the food truck schedule, available menus, and directed to where the food trucks set up.
There are a multitude of other lunch/dinner options within a few miles of the Tax Commission’s site.

IAAO Course 101: Fundamentals of Real Property Appraisal This course provides the student with an understanding and working knowledge of the procedures and techniques required to estimate the market value of vacant and improved properties. Students will acquire the skills necessary for estimating the market value of properties using two approaches to value: the cost approach and the sales comparison approach. This course includes an exam. Successful completion of this course meets one of Idaho’s three requirements for becoming a “Certified Property Tax Appraiser” for ad valorem appraisal. IAAO Course 300: Fundamentals of Mass Appraisal
This course provides the student with an introduction to mass appraisal. Students will acquire the ability to distinguish between single-property appraisal and mass appraisal, know the components of a mass appraisal system, be introduced to statistics and the use of ratio studies in mass appraisal, and learn modeling of the three approaches to value. This course includes an exam.
Successful completion of this course meets one of Idaho’s three requirements for becoming a “Certified Property Tax Appraiser” for ad valorem appraisal.

This course will require a minimum of 10 students. Instructor biography: John is a recognized expert in mass appraisal consulting with a range of assessment agencies over the years. He regularly serves an expert witness in court on complex commercial/industrial real and personal property valuation cases. John served as a
Chief Assessor for a large suburban city outside of Boston. Since 2016, John has served as a member and is current vice-chair of the Appraisal Foundation’s
“Appraiser Qualifications Board (AQB). John has been a Senior National Instructor for IAAO since 1984.

IAAO Workshop 151: 15-hr National USPAP Course (2020-21) This workshop covers materials from The Appraisal Foundation’s, Uniform Standards of Professional Appraisal Practice, which includes: definitions, preamble, ethics rule, record keeping rule, competency rule, scope of work rule, jurisdictional exception rule and Standards 1 through 3 and 6 through 10. This workshop includes an exam. previously served on the faculty at the University of North Carolina School of Government. Ken has been a Senior IAAO Instructor for 13 years.
IAAO Workshop 155: Depreciation Analysis This workshop provides the student with a comprehensive, advanced treatment of the techniques of estimating the depreciation of residential property. It does so by using a series of market-oriented case studies and demonstration problems, illustrating the types of depreciation, and discussing the generally recognized methods for measuring depreciation, with an emphasis on the observed condition method. Students will spend time working several case study problems to assist them in learning how to apply this service. This workshop includes an exam. IAAO Workshop 181: 7-Hour National USPAP Update for Mass Appraisal This workshop serves as a National 7-hour USPAP Update. The workshop provides the student with a general overview of USPAP guidelines, advisory opinions, statements, and other appraisal practices with discussion, illustrations, and case studies focused on issues relevant to the daily practice of mass appraisers. There is no exam.

IAAO One-Day Forum 917: How to Critique an Appraisal This one-day forum guides students towards a methodical approach in reviewing and critiquing appraisals submitted in support of assessment reduction. You’ll be able to distinguish if an appraiser acts as an advocate for the client or truly approaches the assignment as a disinterested, unbiased party. You’ll learn how to review all aspects of an appraisal to ascertain the credibility and relatability of the work. There is no exam.

He retired from a successful career with a leading Midwest mass appraisal/CAMA software company, where he gained experience in software development, management, appraisal education, and conducted comprehensive market analysis for over 200 counties and cities. Scott has been a Senior National Instructor for IAAO nearly 10 years.
General Appraisal and Related Courses
Agricultural Buildings This workshop provides students with instruction in the evolution of materials and techniques in agricultural buildings. Students will learn about differences in construction materials, quality, and cost and be able to grade each type of construction. Students will understand the components of each type of structure and how that affects the replacement cost new or reproduction cost new. There’ll be discussion on functional and external (economic) obsolescence on older agricultural buildings, along with images and descriptions showing the different techniques of construction. Students will be able to discuss the grading and cost sections of a cost manual as compared to other costs in the field and price up different types of agricultural buildings, bins, and structures from today.

Fee Simple and Property Rights Valuation Issues for Commercial Properties Assessors are often challenged by the need to develop fee simple values for property that sells based on leases in place at the time of the sale. This workshop provides students with the background, terminology, and appraisal concepts for fee simple valuation. It’ll also offer suggested appraisal practices and possible solutions to resolving commons issues that surface in the valuation of leased commercial properties.

Idaho Assessors’ Workshop This workshop is intended for assessors and chief deputy assessors but all are welcome. It’ll provide an overview of the major areas of property appraisal and assessment that are overseen by assessors. There’ll be discussion on the legal and administrative aspects of assessment and the roles of county offices and the Tax Commission. Topics include:

Unique and Challenging Homes This workshop presents students with unique and challenging residential appraisal problems. By using case studies and actual market data, it’ll walk students through the appraisal process of measuring value and/or value loss on unique problems such as tiny homes, container homes, straw bale homes, hemp homes, and more.

Valuation of Fast Food Restaurants This workshop provides a look at fast food properties, which are also known as Quick Service Restaurants (QSRs). It’ll review current trends in QSRs and present real-world case studies that’ll address first-generation versus second-generation users, build-to-suit, credit tenant/long-term lease, and property rights valuation issues.

Valuation of Low-End & Difficult Homes This workshop provides students with guidance in the valuation of low-end and difficult homes that often create valuation issues. These types of properties often have a sales ratio that is considerably higher than 1.00 and a very regressive price-related differential.

Valuing Commercial Properties in a Declining Market This workshop assists students in the valuation of commercial properties in a declining market. There’ll be discussion on recognizing the state of the market, changes that have occurred, while emphasizing data analysis and interpretation.
