● 15-20 ICT experts were identified per country based on a set of empirical criteria:o ICT R&D actors (4 – 5)o ICT industrial actors (3 – 4)o ICT R&D policy-makers (3 – 4)o NGO for ICT promotion (1)o relevant national/international ICT R&D projects (1 – 2)o Cross-cutting criterion: at least one expert for each FP7 ICT challengeo Desirable horizontal criteria: gender balance, geographical region diversity

● 68 ICT experts actively participated / were consulted:o Albania: 17 expertso Bosnia and Herzegovina: 13 expertso FYR of Macedonia: 18 expertso Serbia: 20 experts

● Consultation workshop: top 10 priorities with research objectives and areas were defined
