Investigating manpower demand
Before it is possible to forecastmanpower requirement, it isessential that the manager shouldunderstand the employmentprocess in the firm.
Involvement in, or at leastknowledge of, business planning is
vital. The manager should knowwhat problems the firm has andwhat major impending changesthere are so that he can expressthem in manpower terms.
Does the work need to bedone?
Are the correct numbersof employees doing it?
Have the employee therequisite skills?
Could investment (say inmachinery) reduce totalcosts or are there other
ways and means ofcarrying out the work?

Does the work need to be done ?
The question of whether a particular taskneeds to be done or whether it is done in themost productive way is simple stated but thedifficulty of doing it should not beunderestimated in practice. The manager whoattempts this will find himself challenging
value judgments about particular operations.
It is worth noting that poor productivity mayresult not from poor individual effort but fromwasteful tasks. In time , of course, theemployee becomes aware of the wastefulnature of his task and the debilitating effect
this has on his confidence may well result inhis individual performance.

which will probably bring out the worst.
Have the employee the requisiteskills?
One important factor of developing
employee performance is throw
training program.
The success of the training boards
has no doubt been limited by some
employee lack of commitment to
the idea and by the lack of clear
idea of requirements before
training took place. Rapid change in methods and
technology increase the possibility
of employee skills being outdated.

more efficiently.
