No EPA Funding = No Brownfields Program in Idaho• Idaho Legislature permits IDEQ to apply for

grants and run a brownfields program• EPA funds multiple active assessment,

cleanup, and revolving loan funds in Idaho• EPA Region 10 funds 100% of our state-run

brownfields program and subsidizes 50% of our Voluntary Cleanup Program (VCP)

• Idaho does offer tax incentives and a Pilot rebate program through our VCP

• Cleanup Grants– Idaho Parks and Recreation – Skylark and Ramshorn Mines

• Revolving Loan Fund (RLF)– Reuse Idaho Brownfield Coalition RLF - $500,000 to capitalize

DEQ-Funded Site Assessments• Approximately $300,000 available annually• Privately-owned properties, w/ public sponsor• Phase I, Phase II, Risk Analysis, proposed

cleanup alternatives, and limited cleanups• Approximately 10 sites per year • Collect return on investment data throughout

DEQ Assessment Process and Timeframes

• Application received and ranked – 1 week

• Phase I – 2 months until final report• Pre - Phase II – six weeks for set up• Phase II – 3-4 months until final report• Risk Evaluation and Cleanup Cost

Estimate – 1 month• Assessment completed between 6 and

7 months from application (assuming no follow up assessment)

Community Reinvestment Pilot Initiative• Approved legislation developed with Governor’s

Office support – Amends VCP• State provides up to $1,500,000 in rebates to private

parties conducting cleanups via VCP• 70% of cleanup costs, up to $150,000 per project, 10

projects, rural focus with economic/social benefit

Brownfield Cleanup Revolving Loan Fund• IDEQ and 6 Economic Development Districts - RIBC• $3,000,000 from EPA + $1,500,000 supplemental• 2 bites out of 20+ nibbles• On track to close out in September 2012. Hope to

capitalize $500,000

DEQ Voluntary Cleanup Program• Foster remediation, reuse, redevelopment of

contaminated sites.• Encourage innovation and cooperation between

government and interested parties to promote economic revitalization.

• Expedite remediation process by eliminating adversarial enforcement actions and delays in approvals.

• Tax incentive: 50% of improved value for 7 years
