The Civil Administration is commit-ted to rendering water accessible to all West Bank communities. In 2010 a record number of projects were approved and permitted by the Civil Ad-ministration. These positive results were achieved thanks to a dedicated effort from our team to keep up with increasing applications as well as improved coordination with both the international commu-nity and the Palestinian Water Authority.

Implementation of these projects will substantially enhance the capacity of the Palestinian Water Au-thority to supply the growing needs of the Pales-tinian population in the West Bank, thus fulfilling our common goal of making water accessible to all.

Progress in 2010.The Civil Administration Water Department ap-proved six major water trunk lines and network systems (serving more than 11 Palestinian towns and villages), the drilling of five new well sites with immediate effect (as well as 15 other sites in the Eastern Aquifer), the construction of five new fill-ing points, and the rehabilitation of seven water cisterns used for water harvesting.

Eleven new water projects have been submitted to the Water Department for permitting in the fourth quarter of 2010 including the upgrade of four wells, four water reservoirs and three water trunk lines systems. The statutory process of per-mitting the Dir Samit reservoir (which is a part of a USAID funded project) in the Hebron District has progressed and a public notice was published in the Palestinian press in October 2010. A permit for this important project is scheduled to be issued in the first quarter of 2011.

Looking forward, the Civil Administra-tion believes that water sector development is one of the most crucial challenges facing the region. The severe seven-year drought in conjunction with growing water needs in the West Bank present a call to action. The situa-tion demands closer cooperation and coordi-nation between all parties.

The Civil Administration has expanded its capability to efficiently promote Palestinian water projects proposals by hiring additional staff. Our endeavour in 2011 is to expedite staff work on building permits and permit order requests. The Civil Administration en-courages the Palestinian Water Authority to submit all Joint Water Committee approved projects for permitting.
