Assumption for the activity 5.3:

Improvement of the structure of water balance is essential to limit the negative impact od droughts and floods. Development of small retention (limiting of rapid rain water outflow from the catchmant) significantly contributes to reaching the above goal.

Systems and methods for water retention in rural areas

Water resources Systems and methods

Landscape (habitats) retention

Systems shaping the proper structure of land use through: • Structure of arable lands, grasslands, forests, „ecological lands”, constructed wetlands • Afforestation, development of buffor zones, clusterts of bushes, woodlands, development of

bruises and terraces • Increase of the area of wetlands, peat bogs and restoration of the area

Soil retention Cultivation systems shaping water retention in soil profile: • Improvement of soil structure, limitting of drainage, liming, proper agro technology, increase of

content of organic matter in soil

Soil and ground water

Drainage – cultivation systems limiting surface runoff: • Increase of soil permeability • Anti-erosion measures, phyto drainage, agro drainage • Regulated outflow from the drainage system • Ponds and infiltration wells (also for outflow of rainwater from sealed surfaces)

Surface water

Hydro technical systems of water distribution and storage: • Small water reservoirs • Regulated outflow from ponds and small water reservoirs • Water storage in drainage ditches, channels etc. • Retention of outflow from drainage systems • Increase of river valley retention

Framework • Exchange of experience in scope of implementation of small retention action

plans • Implementation of „small retention” measures in European countries as an

important element of water management.

• Classification of retention methods in light of its efficiency depending on topographic, climatic and soil conditions etc.

• Evaluation of methods for recognition of the small retention demand in catchment, defining of the areas with unfavourable water conditions basing on GIS methods

• Development of a handbook „Small retention”

Page 7: IDMP CEE Activity 5.3 by Waldemar Mioduszewski

Implementation of project „SMALL RETENTION = BIG DEAL”

1. Recognition of legal conditions for small retention resulting from FWD , Flood and Nitrate directions

2. Attempts to implement small retention methods to Agro-Envirenment Programs

3. Organization of trainings for agricultural advisors in Agricultural Advisory Centers – attempt to obtain alternative sources of funding for training

4. Distribution of „Small retention” Handbook

Page 8: IDMP CEE Activity 5.3 by Waldemar Mioduszewski

Up to date work 1. Development and agreement on the basic scope of work

2. Development of the questionnaire on: characteristics of agriculture, climate, water demand, water retention methods, legal conditions, links to water management plans etc

3. Objective of the questionnaire: recognition of the demand for small retention and past experiences in water retention acivities

Workplan for the future (up to March 30th, 2014) 1. Fulfillment of a questionnaire by four participating member states

(partners) and request to the rest of Central and Eastern European countries for fulfillment (at least partial)

2. Summary of the results

3. Organization of workshop (October 28 – 29, 2013) to discuss the results of the questionnaire and to agree on next tasks

4. Development of a detailed table of contents of the manual(guidlines)and division of tasks

5. Development of selected chapters of the manual and evaluation of small retention in light of implementation of WFD and Agro-Environment Program
