Resettlement • Over 280,000 people who have suffered multiple displacements, lost members of

their families, their livelihood and all their belongings, long for the day they may return home.

• We are at decisive phase in caring for and resettling recent IDPs’. Approximately 110,000 persons will be permitted to return prior to the break of the monsoon

• The GoSL has a target of early return to a number of identified areas in which facilities are earmarked to be ready by 15th October- namely four areas in Mannar, 2 in Vavuniya Jaffna and 6 in Killi,

• Relatives of IDP Families have been invited to host them as well.

• A special focus on vulnerable groups such as orphans, pregnant mothers and the disabled is being maintained.

• The need to ensure dignified shelter, adequate sanitation, health services has been advocated.

CHA Resettlement Programme Support 10 Villages each in Jaffna , killinochchi and

Mullaitivu  and target approximately 75,000 persons, Prioritizing at all times their need to be consulted, given a choice, be treated with dignity and be active participants in the decisions that concern them.

Planned Programmes and Activities

1. Return Family Non Food Relief Kit (NFRI) -A basic return NFRI pack for children and Adults, based on the UNHCR recommended standard. approximate cost per family pack is Rs 12,000-14,000/- for a family of four

2.New Houses / shelters Those eagerly awaiting their return to places of habitual residence require contributions to rebuilt new homes beyond that are beyond repair. A family receive Rs. 60,000- 70,000 or an equivalent in building materials towards a home custom designed by Sri Lankan architects.

3. Renovation of existing damaged Houses Theses families will go back to a shell, they once called home, damaged walls, vacant spaces minus roofs and basic requirements   We hope to provide theses family Rs. 50,000 or equivalent of building materials

4. Toilets In accordance with Sri Lanka Standard No 745 we wish to contribute to anew toilet or repair at a cost of  Rs. 45,000-55,000

5. Livelihood•Facilitate sustainable return and reintegration and a means of survival though income generation through the provision of •Rs. 20,000-30,000 worth of tools and equipment necessary to resume their livelihood activities. •We also wish to improve their knowledge and skills in their trade or vocation through training programs with NAITA

CHA IDP response - Health Initiative

• CHA provided emergency triage facilities in Omanthai and Manic farm assisting 39571 persons during a period of 8 weeks

• A large quantity of medicines, infant milk food, water were provided to those who had walked though water and fire for days without food or water

• CHA sent 6 Medical teams from Colombo through the MOH to work in temporary facilities providing all support required by the team

• Signing of MOU with MOH • constructing of 3 PHC in Manik Farm and supporting the

MOH clinics• The PHC’s constructed by Tradesman SL are one of the

biggest and best structures in Manic Farm and can dismantled for conveyance to the next destination of return.

• They are equipped with necessary equipment,16 beds, 5 consultation rooms, one Doctors’ rest room, pharmacy, Stores, 3 toilets, one for those with special needs, waste disposal system and bio gas unit

Over 32,500 person treated up to date

• In collaboration with Mercy Malaysia and Tissa Jinasena Foundation, OFFER Ceylon and others, we support MOH in the daily running of the PHCs by supplementing additional medicines, equipment and doctors when required and providing all administrative assistance. Pharmacy and pharmacists are available for necessary dispensing of medicines

• We have conducting 4 eye clinic with Eric Rajapaksa Opticians, 1281 patients were scanned and 1100 spectacles provided.

• On average 400 patients per day can be treated at the each centre with the provision of medical staff by MOH

• Presently setting up laboratory facilities in the referral centre, mobile sample collection from all CHA centers

• Transport, meals and accommodation to medical staff provided when required

• Provided 3 meals for 5000 IDPs in vavuniya TMV from Feb 12th – 15th June 2009, dry rations were received from WFP

• Providing supplementary food items and established community cooking within the camp.

• Nutritional food for over 8000 pregnant mothers in Jaffna• Milk food items for injured people in Trinco Hospital• Provided nutritional items for over 800 children in TMV

Over 4670 children• Educational materials provided in Jaffna, Vavuniya IDP camps • Play equipments provided to the students in the camps • Teaching tools and reading material were provided to the schools, welfare

centers wanni children• Around 2670 displaced students study at Zone 4 - C1A School, D6B, D3A,

D5B and Block -4 Secondary Schools were provided playing items, exercise books, bags and stationary items

• past paper books and model exam papers were given to Grade 5, G.C.E (O/L) and G.C.E (A/L) students to prepare for the exams.

Past Programes -CHA-Relief &Rehab Unit 2007-2008 : Government of the Netherlands Supported Programme

Primary objective was to provide immediate relief, shelter, livelihood, health and

educational needs for the internally displaced persons and returnees in conflict

affected areas of Jaffna, Killinochi, Mullaitivu, Vavuniya, Mannar, Trincomalee,

Batticaloa, Ampara and Puttalam

• CHA direct implementation in 9 Districts (Conflict affected) • Small grant programme through 13 district partner organizations• Work with 7 of 8 Government Agent
