PRESENT: Dan Ericksen, County Judge Sherry Holliday, County Commissioner Bill Lennox, County Commissioner Kathy McBride, Administrative Assistant

At 9:15 a.m. Judge Dan Ericksen called the meeting to order.

Lynnette Benjamin, Wasco Sherman Public Health Director, and Glenn Pierce, Environmental Health Supervisor, were present to discuss the Wage and Classification Committee's recommendation in regards to the part time Public Health Solid Waste Specialist Position. The Wage and Classification Committee approved an increase in hours from 22.5 hours per week to 30 hours per week in order to allow benefits.

Glenn Pierce stated that the Tri County Household Hazardous Waste Steering Committee met several weeks ago and approved the funding of said position. The Committee thought the position included benefits.

Some discussion occurred.

Mr. Pierce explained the difference between the positions that Pat Bozanich currently holds entitled Solid Waste Coordinator versus the proposed Public Health Solid Waste Specialist. Both positions report directly to Mr. Pierce. Mrs. Bozanich is the lead person for the Household Hazardous Waste Program.

{{{Commissioner Lennox moved to approve the recommendation of the Wasco County Wage and Classification Committee creating the position of Public Health Solid Waste Specialist and establishing the following salary schedule: Step 1, $17.41; Step 2, $18.30; Step 3, $19.21; Step 4, $20.15; and Step 5, $21.16; and that the hours worked per week are increased from 22.5 hours to 30 hours to include benefits. Commissioner Holliday seconded the motion; it was then passed unanimously.}}}

At 9:23 a.m. the Court met with Dan Boldt, Wasco County Public Works Director/County Surveyor, to discuss his request to make plats and surveys available on the Wasco County Website.

Mr. Boldt informed the Court that for the last two to three years he has been working on getting all Wasco County recorded plats and surveys in one place for someone to follow through and find these documents. The objective is to make these documents available through the County's website. Mr. Boldt went over his proposal at this time.

Mr. Boldt stated that he thought this had been decided, but he is not sure after talking to Randy Christiansen, Information Services Director. The question came up whether Wasco County should be charging for this information.

Mr. Boldt explained the process for filing a survey. He noted the advantages to the Surveyor's Office if this information is available on the County's website.

Some discussion occurred.

Randy Christiansen, Information Service Director, stated that he feels Dan Boldt is going in the right direction. The question is how we fund the effort. One suggestion is to increase the filing fees. The filing fees are a one-time fee. How do we finance the support of the infrastructure that holds that information with one time fees? People use it to earn money; just like the title companies. The data they get is raw material to perfect their product that they earn money for.

Judge Ericksen asked Mr. Boldt if the surveyors are going to use the information enough to have a subscription to receive the information, or will they request the information enough to pay for the maintenance costs.

A lengthy discussion occurred regarding the proposal to place plats and surveys on the website and the potential of providing this information under E-Government at a cost.

Tyler Stone, Wasco County Employee & Administrative Services Director, stated that he received another request from a realtor wanting electronic access to the tax and assessment information. The County will have to make some decisions as to whether we are going to open it up or not, how we open it up and in what manner. If the County is going to offer the information we need to cover the overhead costs of maintenance.

Judge Ericksen stated that there is an offset with efficiencies. He feels we need to know what the costs are and the savings that are created.

After a lengthy discussion Commissioner Lennox stated that he feels we should wait until the website has been redesigned.

Commissioner Holliday stated that this is a policy discussion, which she feels should be discussed further at a later date. She suggested that this issue be discussed by Quest at this week's meeting.

Judge Ericksen feels we need to make the information available in one manner or another. He feels we need to look at what other counties are doing, and how they are supporting their E-Government system.

This matter will be discussed at the next County Court Session.

At 10:07 a.m. Molly Rogers, Wasco County Youth Services Director, met with the Court to get their approval on the adoption of the Wasco County Commission on Children & Families Comprehensive Plan. Mrs. Rogers noted that this is a Six Year Updated Plan; the last update was in 2002. She described the process undertaken by the Commission in the development of the updated Plan. Mrs. Rogers went over the five focus areas which were chosen by the Commission.

Commissioner Holliday stated that this is a great document. She is proud of the Commission Members and their outreach to other areas of Wasco County.

{{{Commissioner Holliday moved to adopt the Wasco County Commission on Children & Families Comprehensive Plan as presented. Commissioner Lennox seconded the motion; it was then passed unanimously.}}}

Mrs. Rogers informed the Court that the County has been awarded a grant from the Ford Family Foundation. The grant request was for $6,500. Mrs. Rogers is not sure what amount has been awarded to the County for the Community Planning Process for the County's Tenth Street Shop Site.

At 10:18 a.m. the Court considered the approval of the Resolution in the matter of affirming the expiration of the Wasco County Non-Discrimination Ordinance. The resolution was read out loud by Judge Ericksen.

Kathy McBride, Administrative Assistant, informed the Court that one of the two originals would be forwarded to the Bureau of Labor and Industries for their records.

At 10:21 a.m. Mike Slater, USDA, APHIS, Wildlife Services District Supervisor, met with the Court to discuss the wildlife services that are provided to the County by Federal Wildlife Specialist Jon Belozer. He noted one recent event where 11 horses were killed by a cougar over a two to three month period. Mr. Belozer uses his dogs while doing mountain lion work under Fish & Wildlife. Mr. Slater noted that Fish & Wildlife would like to expand Jon's area because of his skills. Mr. Belozer maintains 16 dogs, while serving the Counties of Wasco, Jefferson and Crook.

Mr. Slater noted that Mr. Belozer helps coordinate the feral pig/hog control program. He noted that their disease biologist did some trapping along the Wasco/Sherman County line and caught about 25 to 30 pigs. Mr. Slater noted that we need to get control of these pigs due to the damage created by them and the diseases that they can carry.

Mr. Slater noted that the $8,000 that the County pays for the program does not go very far. The Program still receives funding assistance from the state and federal governments. A full service county pays around $40,000 for these services.

Mr. Slater noted that his agency has been working with the City of The Dalles. They also provide technical assistance services as well. In closing, Mr. Slater stated that any bump in funding would be appreciated.

Judge Ericksen stated that the County has struggled to put in funding at such a low level. Wasco County is an advocate for the service. He noted that the County is going to continue to put money into the program, if possible.

At 11:05 a.m. the Court recessed.

At 11:13 a.m. the Court reconvened.

Dan Spatz, Wasco County Economic Development Coordinator, presented a report on economic development in Wasco County. Mr. Spatz presented to the Court two handouts.

At 11 :42 a.m. Judge Ericksen called to order the Supplemental Budget Meeting for Fiscal Year 2007-2008.

Karen LeBreton Coats, County Clerk/Budget Director, presented the proposed Supplemental Budget for the Departments of Veterans Service and Information Technology.

{{{Commissioner Lennox moved to adopt the Supplemental Budget for Fiscal Year 2007-2008 as presented and that the Resolution in the matter of the Fiscal Year 2007-2008 Supplemental Budget for the Information Technology and Veterans Service Departments in the Wasco County General Fund is approved. Commissioner Holliday seconded the motion; it was then passed unanimously.}}}

At 11:47 a.m. the Court examined expenditure reports for the Offices of Assessor, County Clerk, County Court, Treasurer and Sheriff.

Karen LeBreton Coats, County Clerk, noted various expenditures under the County Clerk and Elections Departments.

Steve Conover, Chief Deputy Sheriff, noted various expenditures under the Emergency Management, Marine Patrol and Law Enforcement Departments. Mr. Conover pointed out that all overtime expenses are going across his desk for verification and authorization.

The Court discussed with Mr. Conover various grants that have been awarded to the Sheriff's Department.

The Court reviewed the expenditure reports for the following Departments: Finance, County Court and Assessment & Taxation.

At 12:21 p.m. the Court recessed for lunch.

At 2:11 p.m. the Court reconvened.

Mike Davidson, Wasco County Emergency Manager, discussed with the Court issues involving the Pine Hollow Fire Department.

It was pointed out during the discussion that the County Court has received another request from Darla Mormance, Representative of the Pine Hollow Fire Department, requesting the County's assistance in establishing the Pine Hollow Fire Protection District.

Mr. Davidson noted that if nothing is done before the end of the year the Pine Hollow Fire Department will lose their license. The Department has a non-profit status; the Attorney General has said that Non-Profits cannot have the same benefits as government agencies. They stand to lose a number of benefits.

A lengthy discussion occurred regarding the problems with the non-profit status of the Tygh Valley and Pine Hollow Fire Departments.

Mr. Davidson noted the authority under ORS 476.330 for the County Court to declare Zone 2 Lands for fire purposes and to contract out for fire services.

Some discussion occurred regarding provisions under ORS Chapter 476.

It was the feeling of the Court that a meeting be established with the Pine Hollow Fire Department and the Pine Hollow Community to meet with members of the County Court and the State Fire Marshal in regards to the creation of the Pine Hollow Rural Fire Protection District.

At 2:45 p.m. Mike Davidson, Wasco County Emergency Management Services Director, discussed with the Court the issue of the 911/Emergency Operation Center. The Court was presented with a handout entitled "Concept Paper, New 911/Emergency Operation Center.

The Court considered the recommendation of the Wasco County Wage and Classification Committee in regards to the Wasco County Emergency Management Services Director Position.

Commissioner Lennox seconded the motion; it was then passed unanimously.}}}

Mr. Davidson informed the Court that the County will be receiving additional funding from the State of Oregon over the next two years for the Emergency Management Services Department.

Item #13- Tyler Stone, Wasco County Employee & Administrative Services Director, discussed with the Court energy conservation type projects which have been completed by the County. He also noted other potential projects which could be completed in order to reduce the County's energy consumption.

Mr. Stone also discussed the County's Webpage. He noted that the cost to improve the website will be more than the $2,500 which has been allocated by the Court for the project.

Mr. Stone is recommending that we redo the County's Website and that the $2,500 committed to date be considered a quarter of the cost for said improvements.

A lengthy discussion occurred.

{{{Commissioner Lennox moved to authorize Tyler Stone, Wasco County Employee & Administrative Services Director, to expend $10,000 from within the Employee & Administrative Services Department under the Contracted Services Account for the makeover of the County's Website. Commissioner Holliday seconded the motion; it was then passed unanimously.}}}

At 3:27 p.m. Fred Davis, Wasco County Facilities Manager, presented an update on the lease negotiations with Verizon Wireless. He presented to the Court a draft of the Antenna Collocation Lease Agreement with Verizon. Mr. Davis noted that the Annex 8 Rooftop Lease has not been returned by Verizon. Once the Lease is returned it will be no more than six months until the County begins receiving rental payments.

Some discussion occurred in regards to the proposed Antenna Collocation Lease Agreement with Verizon on the County's Animal Shelter Property.

At 3:35 p.m. the Court recessed to relocate to Meeting Room #206.

Item #1 - Commissioner Lennox will contact Y1 02 Radio.

Item #2 - Commissioner Holliday noted that Mid-Columbia Council of Governments is considering hiring a Code Compliance Officer. They are wondering if the County is interested in participating in the program.

The Court directed Staff to refer this matter to Todd Cornett, Wasco County Planning & Development Director, for his recommendation.

Item #4 -The Court was informed by Kathy McBride, Administrative Assistant, that Lynn Rasmussen, Wasco County Finance Director, has been asked to prepare a written policy which would address writing off accounts receivables.

Item #5 - Judge Ericksen noted that the Court has discussed the overtime expense for the County Court's Office. He has authorized Kathy McBride, Administrative Assistant, to work overtime due to the heavy workload in the office.

Item #6 -The letter from John Arens, Mid-Columbia Council of Governments, dated November 13, 2007, in regards to a Mid-Columbia Regional Land Use Planner will also be referred to Todd Cornett, Planning & Development Director.

Item #8- The Court reviewed three assessment maps of the Murray's Addition Area where property is owned by Wasco County. The Court has received a request from Karen & Mike Brice requesting that the County sale a parcel adjacent to their property in Murray's Addition.

Some discussion occurred regarding the Brice's request.

***It was the consensus of the County Court to continue with the moratorium placed on the County owned property in the Murray's Addition Area by the Wasco County Court until improvements are made to the subdivision which would address storm water drainage***,

Item #9 - It was noted by staff that the County Court was polled as to their support of the request from Matt McCall for The Dalles Little League Association to be authorized to install a wooden storage shed behind Field 3. The Court is supportive of the request if the request is supported by the Northern Wasco County Parks & Recreation District.

Item #11 - Staff was directed to contact Dan Spatz to see if he would be interested in being the Oregon 150 Coordinator for Wasco County.

Item #12- The Court is not interested in displaying or advertising information pertaining to the Fort Dalles Museum or Hunt RV Park at the Collier Interpretive & Information Center.

Item #14- A meeting will be scheduled with Todd Cornett, Planning & Development Director, to discuss the process that will be undertaken by the County in regards to the UPC Wind Management Remand.

Item #15

***It was the consensus of the County Court to approve the request from Jim Slusher, Mid-Columbia Community Action Council, for a letter of support in regards to the Housing Alliance's Ten-Year Plan to End Homelessness***.

Item #16 - Some discussion occurred on property located at 843 Pomona Street, The Dalles, which is owned by the County and City of The Dalles. The property needs to be deeded to the public since the parcel is a portion of Pomona Street, a public road. The City of The Dalles is drawing up a deed where the property will be dedicated for road purposes.

Item #17- The Court discussed acquiring additional board band access. Judge Ericksen noted that it costs $330 for the first Meg; and $100 per Meg thereafter. Judge Ericksen has instructed Tyler Stone, Wasco County Employee & Administrative Services Director, to acquire two additional megawatts of access.

Items #1 , #4, and #5 under the High Priority Section of the Discussion List will be removed as instructed by the County Court.

The Court considered the approval of the Regular Session Consent Calendar of January 16, 2008.

The Court discussed the recent recommendation of the Wasco County Planning Commission as to the appointment of two members to the Commission.

***It was the consensus of the Court to direct staff to prepare two Orders of appointment for the reappointment of Ron Archer and Russell Hargrave to the Wasco County Planning Commission for a second term***.

The Court discussed the layout for the Wasco County Budget Workshop to be held on January 29th.

The Court signed:

- Order in the matter of renaming an existing public road lying south of Sevenmile Hill Road and approximately 700 feet west of Sevenmile High Road in Township 2 North, Range 12 East W.M., Section 2. - Order in the matter of transferring $3,000.00 from within the Household Hazardous Waste Fund during Fiscal Year 2007-2008. - Resolution in the matter of accepting and appropriating unanticipated Collins Foundation Grant Funds into the Commission on Children & Families Fund during Fiscal Year 2007-2008. - Resolution in the matter of accepting and appropriating unanticipated Oregon Emergency Management Grant Funds in the Law Enforcement Department during Fiscal Year 2007-2008. - Amendment to State of Oregon Intergovernmental Agreement #1 05668-5 between the Oregon Department of Human Services and Wasco/Sherman County. -Wasco County Flexible Spending Account Plan. -Order in the matter of declaring that an emergency exists and ordering the Wasco County Public Works Department to provide snow removal services when needed to Sportsman Park located in Wasco County, Oregon. - Resolution in the matter of affirming the expiration of the Wasco County Non­Discrimination Ordinance. - Resolution in the matter of the Fiscal Year 2007-2008 Supplemental Budget for the Information Technology and Veterans Service Departments in the Wasco County General Fund.
