T he President attended the IGA as the IGA representative of the Singa-
pore Branch from 13 to 14 July 2015. The IGA was held at the London Fire
Brigade Headquarters, London. The IGA was attended by Branches from the
UK, Wales, Scotland, Ireland, Northern Ireland, Canada, New Zealand, Aus-
tralia, America, Malaysia, Hong Kong, Netherlands and Singapore.
The IGA representatives meet twice a year to discuss branches issues and
put forth motions or proposals to the Board of Directors for approval and im-
plementation. These issues were discussed at the workshop held on 13 July
2015 that was led by the IGA Leader Ms. Jo Fowler. The workshop was held
concurrently with the IFE Board Meeting that was also held at the London
Fire Brigade HQ. The next day, 14 July 2015, the IGA meets at the same
venue and in attendance are the IGA representatives, Chairman of the Board,
and three other member of the Board of Directors.

The Shard is a modern skyscraper and tallest building in London. At the
AGM Mr. Neil Gibbins handed over the badge of office of the International
President to Mr. Steve Hamm who will be the new International President
for 2015/2016. The Branch congratulates Mr. Steve Hamm on his ap-
pointment.

held on 15 July 2015 at The Shard.
NFPA CODE SEMINARS
A s there is no existing Singapore Standards for Code of Practice for
special fire protection systems such as water mists and clean agent fire ex-
tinguishing systems, IFE saw a need to bring this knowledge for design and
conformance to the local industry, and thus arrange with NFPA trainer

NFPA 2001 – CLEAN AGENT FIRE EXTINGUISHING SYSTEMS
This seminar was held over 2 days, from 31 August to 1 Sep 2015 at Novo-
tel Clark Quay Hotel.
The seminar was well attended by local participants and we even had some
overseas participants from Indonesia, Philippines and Australia. The trainer
is very knowledgeable and he was able to make the participant's profes-
sional development experience an informative and enjoyable one, with
lively interaction and group discussion.
The trainer explained how the codes are arranged, the rationale of some of
the clause and how they can be applied in the design, installation, testing
and commissioning of the systems.
F ollowing the NFPA Codes Seminar, Bill conducted the Application
of Fire Risk Assessment workshop under the Society of Fire Protection
Engineers flagship. 15 modules was covered in the two days seminar and
a workshop at the end of the lecture.
The trainer went through the Engineering Guide SFPE G04.2206 which
provides guidance for the use of risk assessment methodologies in the de-
sign and assessment of buildings and/or process fire safety. Using the
principles that had been presented, the group was broken into several
groups to assess the fire safety of different type of occupancies, such as
Nursing Home, pharmaceutical manufacturing facility, data center, high
rise office building.
Comments from some of the students are that the trainer is knowledgeable
and experienced and the way the lecture is conducted was very well re-
ceived by the class. For those who are new to the concept of fire risk as-
sessment, it had given them the in-depth knowledge of the requirement
and how to prepare and present the report / documents through the work-
shop. The workshop also provide the participants an opportunity to apply
the knowledge gained in the two days

professionals to
get up with one
another, refresh,
renew and update
the knowledge of
the participants.
W ith the increase in health care developments as a result of ageing popula-
tion in Singapore, IFE saw a need to learn from other countries how health care
facility is built and can operate in accordance with NFPA 101 requirements.
The fundamental concept of evacuation for health care facilities is horizontal
evacuation unlike all other buildings where vertical evacuation is employed. This
is done by creating smoke compartments for moving patients to the non-fire com-
partments in the shortest possible time.
The trainer, Mr Willaim Koffel, shared many common mistakes that had been
made when designing heath care facilities
Most participants enjoyed the 2 day workshop. It not only provide an opportunity
for like-minded professionals to get up with one other, but also refresh, renew and
update the knowledge of the participants.

FIRE EXTINGUISHER SERVICING AND FIRE PROTEC-
TION SYSTEM MAINTENANCE COURSES
We had successfully completed the 32nd run of the Fire Extinguisher Servicing
and Maintenance course. We would like to congratulate all the 13 candidates who
had successfully completed and passed the course and examination, which would
render them to be competent in this area.
The 2nd run of the Fire Protection System Maintenance course conducted from 4th
May 2015 to 9 Jul 2015 was also successfully completed. It was attended by 20
participants and all had successfully completed the course and passed the exami-
nations.
We would like to congratulate the following 3 participants who had attained the
top score in the examinations:

2. Mr Ng Chee Seng ( M/S DK Works Pte Ltd )

AMENDMENT TO THE FIRE CODE 2013 – Appendix (20) FIRE SAFETY REQUIREMENTS
FOR PERSONS WITH DISABILITIES (PWD) FSR 7:2011
SCDF has received feedback from Qualified Persons (QPs) on the difficulty in incorporating fire safety
requirements for PWD in buildings, when addition and alteration (A/A) works are carried out only to ten-
ancy spaces and not the common areas e.g. common corridor, smoke-stop lobby, fire-fighting lobby or exit
staircase, etc.
2. In consultation with professional institutions namely, SIA, IES, ACES, IFE, SISV & REDAS, the extent
of PWD requirements that are applicable to the following types of A/A works shall be as follows:
(i) Where the A/A works affect the common corridor that is under the jurisdiction of MCST or pas-
sageway/corridor created under a single ownership in a non-strata title building, the provision of vis-
ual alarm system shall be incorporated to the affected floor(s). Other PWDs requirements such as
PWD Holding Point, PWD Evacuation lift, Distress/Communication means, etc. need not be incor-
porated.
(ii) Where A/A works affect smoke-stop lobby, fire-fighting lobby or exit staircase, the provision of
visual alarm system, PWD Holding Point and Distress/Communication means shall be incorporated
to the affected floor(s).
(iii) Where new lifts are installed, all the PWD requirements i.e. stipulated in Appendix (20) shall be incorpo-
rated to all the floor(s) served by the new lifts.
SCDF Circulars

REVISION OF FEES IN THE FIRE SAFETY ACT, CAP 109A
The current fees structure in the Fire Safety Act has been revised to keep pace with the increases in
operating costs. This is a regular review to ensure that the services SCDF provides commensurate
with the resources expended.
2. Please be informed that the revision of fees in the Fire Safety Act has been gazette on 29th May
2015. Details of the revised fees structure are attached in Annex A for your reference. The new fees
structure will take effect on 1st August 2015.

3. SCDF had also reviewed the type of buildings that are currently exempted from PWD requirements
which include Purpose Groups I and II buildings (residential) and health care occupancies as defined in the
Fire Code. Apart from these buildings, SCDF will also exempt PWD requirements to industrial buildings
that are exempted from barrier-free accessibility compliance under the Building and Construction Authori-
ty’s (BCA) Code on Accessibility in the Built Environment. In SCDF’s context, industrial buildings would
therefore include Purpose Group VI (Factory) and Purpose Group VIII (Storage) as defined in the Fire
Code.
4. However, it shall be noted that while industrial buildings and health care occupancies are exempted
from PWD requirements, the provision of visual alarm system shall still be applicable to these buildings.
The visual alarm system complements the audible fire alarm system to cater to able-bodied occupants who
are hearing impaired. Visual alarm system is not applicable to Purpose Groups I & II buildings that are al-
so exempted from PWD requirements.
