When applicable, the proposed standards aredeveloped to reflect and support Michigan's K-12 Curriculum Framework andBenchmarks, aswell as standards adopted by nationalprofessional! specialtyarea organizations. During 2003-2004, a referentgroupreflecting the interests of higher education faculty and K-12 teachers worked on the development of standards for the preparation of agriculturalteachers. In pursuit of its goal to improve teacher quality, the State Board of Education receivesproposals for the adoption and revision of program standards for teacher preparation. Whenapplicable, the proposed standards are developed to reflect and support Michigan's K-12Curriculum Framework and Benchmarks, as well as standards adopted by national professional!specialty area organizations.

During 2003-2004, a referent group reflecting the interests of higher education faculty and K-12teachers worked on the development of standards for the preparation of agricultural teachers.The standards align with the K -12 content standards in the Michigan Curriculum Framework,the Michigan Career Pathways, and with standards developed by the American Association ofAgricultural Educators.

A draft was forwarded to selected groups/organizations, all Michigan teacher preparationinstitutions, and to all intemtediate and local school districts that offer classes related toagrlscience and natural resources for review and comment in April 2004. As presented inAttachment 1, the standards reflect the feedback received. Attachment 2 provides additionalinfomtation regarding the standards development and review process.

The HX endorsement requires completion of a group major of at least 36 semester hours or agroup minor of at least 24 semester hours. Previously certified teachers may also complete anadditional endorsement program of at least 24 semester hours. HX programs will be approvedfor institutions that demonstrate how the standards and requirements will be met for allcandidates in their proposed programs.

The new Agriscience and Natural Resources (HX) standards were reviewed by the Board-appointed Professional Standards Commission for Teachers and are recommended for adoptionby the State Board of Education.

It is recommended that the State Board of Education aoorove the name change forthe Agricultural Education (HX) endorsement to Agriscience and Natural Resources and

the Suoerintendent's memorandum dated Ausrust 30. 2004.

Standards for the Preparation of Teachers of Agriscience and Natural Resources (HX)

Preface

DeveloDment of the ProDosal

In 2003-2004, a referent group of professional educators developed a proposal to adopt standards forthe preparation of Agricultural Education teachers. These standards align with standards developed bythe Michigan Curriculum Framework, the Michigan Career Pathways, and the standards developed bythe American Association of Agricultural Educators. The referent committee also recommended achange in the name of the current Agricultural Education (HX) endorsement to Agriscience and NaturalResources. This change provides consistency with the current name of the Vocational Agriscience andNatural Resources (V A) endorsement. Agriscience and natural resources teachers are prepared to teachclasses in agricultural education, natural resources, animal science, plant science, agriscience/naturalresources technology, agriscience/natural resources management, agriscience/natural resourcesleadership and development, and environmental management.

Secondary teachers who have earned the HX endorsement may also qualify for a VA endorsement ifthey have also completed 6 semester hours in vocational education (covering vocational curriculumdevelopment, academic integration, management of vocational programs, safety/ethical issues, andinstruction in work-based learning) and 4,000 hours of applicable work experience. Completion ofan HX program is a prerequisite for the V A endorsement.

To provide information and gather feedback on the proposal, in April 2004 a copy was forwarded forreview and comment to selected organizations, all Michigan teacher preparation institutions, and allintermediate and local school districts that offer classes related to Agriscience and Natural Resources.As presented in this document, the standards reflect the feedback received.

State Board adoption of new specialty program standards typically leads to the creation of a newcertification test for teachers prepared to teach in the content area. Test development for a newMichigan Test for Teacher Certification in Agriscience and Natural Resources will be scheduledaccording to the recommendation of the Standing Technical Advisory Council.

Approval of Proe;rams

Teacher preparation institutions that have previously been approved to offer HX programs are requiredto submit an application for program approval to demonstrate how the standards and requirements willbe met for all candidates in their proposed programs. Following initial approval, the teacher preparationprograms will be reviewed every seven years through the Periodic Review/Program Evaluation process.

The HX endorsement requires completion of a group major of at least 36 semester hours or a groupminor of at least 24 semester hours. Previously certified teachers may also complete an additionalendorsement program of at least 24 semester hours.
