A Message from the President

Dear IFTDO members,

IFTDO's most important event of the year, the IFTDO Annual Conference brings usall together, affording us an excellent opportunity to review the fruits of our combinedefforts. The relevance of this World Conference indeed makes me proud to be at thehelm of our Federation. At this Conference I can observe the professionalism anddedication of all IFTDO members. Your efforts towards achieving IFTDO's Vision,Mission and Values come into striking evidence at these World Conferences.

43rd IFTDO World Conference is being hosted by Dubai Police Academy fromMarch 9 to 12, 2014 at the Dubai International Convention and Exhibition Centre onthe Theme: Leadership Impact on Human Resources Development. Dubai PoliceAcademy had earlier hosted IFTDO World Conference in 2008 and is privileged tohold the IFTDO Conference second time. The Conference brings together expertsfrom all over the world to discuss latest trends and developments in HRD. It is beingheld under the patronage of H.H.Sheikh Hamdan Bin Mohammad Bin Rashid AlMaktoum, Crown Prince of Dubai. We, at the United Arab Emirates, feel pride andcherish for what we have achieved in the field of human development where it isconsidered the top of our main priorities. We believe that human is the most valuableasset for the nations and peoples.

A city of contrasts, today Dubai is known as a cosmopolitan society with aninternational lifestyle that combines the comfort and convenience of the westernworld with the unique charm and hospitality of Arabia. I hope all of you will seize thisopportunity to personally experience the culture, history and vitality of the cityduring your brief stay here.

I wish to thank all IFTDO members for their generous support to me as IFTDOPresident. I also extend my particular gratitude to all those partners who have workedhard to make the Conference a success.

Lastly, I sincerely hope that we can all work together in future to continue to share ourprofessional knowledge, friendship, respect and networking among all IFTDOmembers. Report of the Executive BoardThe Board congratulates the Indian Society for Training and Development (ISTD) for anexcellent job of organizing the 42nd IFTDO World Conference and Exhibition in New Delhi,held April 23-26, 2013 at the Hotel Ashok. ISTD was successful in arranging for HisExcellency, the President of India to personally inaugurate the conference, which gave itgreat prestige and high-profile recognition. The Conference was very well received by thedelegates, thereby enhancing the image and reputation of IFTDO, as an effective internationalforce, supporting the human resource development field.

The 2013 IFTDO Global HRD Awards, were presented to the winners on April 23, 2013 byH.E. the President of India, during the Opening Session of the 42nd IFTDO World Conference.Awards were given in 3 categories: 1. Best HRD Practice, 2. Improved Quality of WorkingLife, and 3. Research Excellence. IFTDO received 25 entries from 10 countries, which wereconsidered by a Panel of Judges, consisting of Ray Bonar, Bob Morton and Prof JamesMcGoldrick for Categories 1 and 2, and Prof. James McGoldrick, Prof. Abdel Bari Durra andProf. Jamie Callahan for Category 3.

During the year IFTDO, in partnership with Universities Forum for HRD, UK, initiated ajoint IFTDO/UFHRD Research Project (study) on 'International Comparisons of HRDProfessional Practice'.

A Member Survey was conducted by the Membership Committee towards the end of 2013,which asked our members to indicate their expectations regarding key aspects of the IFTDOmembership value proposition and provide important guidance to the Executive Board.Following onto the analysis of Survey responses, a Strategic Plan, designed as "living" documentto guide and coordinate detailed action plans, is in the process being finalized for IFTDO. Aparticularly important part of the Strategic Plan, is the effort of to revamp and significantlyenhance the value and usability of the IFTDO website www.iftdo.net, which is already wellunderway by the Board. Another initiative with strategic implications, is being considered bythe Scientific Committee, concerning the potential for IFTDO to publish or partner, withone or more of its member organizations, for the publication of a Professional Journal.

Two meetings of the Board were held during the year. The first one was hosted by ISTD atNew Delhi in April 2013, at the time of the 42nd IFTDO World Conference, and the secondone at Mauritius in October 2013, was hosted by the Malaysian Association for Learning andDevelopment (MyLead), the hosts for 44th IFTDO World Conference.

During 2013, Dr. Annette Hartenstein, who has been very ably editing IFTDO News and Dr.David Waugh, who has been very effectively representing IFTDO in the UN, during the lastseveral years, handed over their responsibilities. The Board recorded their deep appreciationfor the excellent role performed by both of them. Mr. Tayo Rotimi has been nominated asIFTDO Representative to the UN and Dr. Rick Holden has been appointed as the Editor,IFTDO News.

All the Committees of the Board have been very active and have done excellent work to helpus maintain relevance to our Vision and Mission for IFTDO. Their reports appear elsewherein this Annual Report. I must thank all of the Committee Chairs, officers and members of theExecutive Board for their dedication, commitment and support. The Executive Board remainsdetermined to continue efforts to improve IFTDO's performance and services to members.

Report of the Conference Coordination Committee (CCC)The 42nd IFTDO World Conference and Exhibition was organized on April 23-26,2013 at New Delhi by Indian Society for Training and Development (ISTD) at theprestigious Hotel Ashok. The theme was: Capability Building for Cutting EdgeOrganisations in the Emerging Business Order. The Conference was inaugurated byH.E. the President of India who also gave away the IFTDO Global HRD Awards.About 750 participants had attended the Conference which had 150 speakers (includingseveral eminent international speakers) in 6 plenary sessions and 15 concurrentsessions, besides the opening and closing sessions. A Conference book containingabout 53 papers (about 750 pages) was published and given to all participants.. Thesocial programmes included the Welcome reception and dinner on 23rd, CulturalProgramme (with a unique wheel-chair dance by physically challenged persons) andGala dinner on 25th. The Conference sessions were well received and the evaluationwas quite positive.

43rd IFTDO World Conference and Exhibition will be held on March 10-12, 2014 atDubai. It will be hosted by the Dubai Police Academy. The Theme is 'LeadershipImpact on Human Resources Development'. The Conference is expected to attract alarge number of participants, including international expert/speakers. The Conferencewill also have enjoyable social programme.

The 44th IFTDO World Conference will be organized at Kuala Lumpur on August 24-27, 2015 by Malaysian Association of Learning & Development. The 45th IFTDOWorld Conference will be hosted by Nigerian Institute for Training and Developmentin Lagos, Nigeria. Proposals have been invited from Full Members for IFTDO WorldConferences in 2017 onwards.

An IFTDO Regional Conference was successfully organized by Nigerian Institute ofTraining and Development with other partners on November 18-19, 2013 at AbujaSheraton Hotel and Towers.

The Conference Coordinating Committee met in April 2013 at New Delhi and inOctober 2013 at Mauritius. The Members serving the Committee during 2013 were:Tayo Rotimi (Nigeria), Monika Nowacka Sahin (Poland), Hanie Razaif/Ong Bee Leng(Malaysia) K R Gangadharan/Rajeshwari Narendran (India) and Kayode Ogungbuyi(Nigeria).

Conferences are important events in the activity cycle of professional associations.IFTDO encourages its Full Members, especially professional associations, to considerhosting an IFTDO Conference. This would contribute to expanding the professionaldevelopment possibilities for their members, as well as exposing the members toworld class performance improvement solutions. A well organized IFTDO conferencewould also contribute significantly to enhancing the reputation and status of the hostorganization.

Report of the Membership Committee

The importance of retaining existing members, attracting and gaining new members isintegral to the continuing success of IFTDO. During 2013, the overarching strategicdirection has been under review, and ongoing research continued into establishing the needsof our customers.

The Membership Committee submitted their recommendations to the IFTDO Board forconsideration, as well as continuing to work on the following Action Areas:

(i) Support the Board's strategic planning process.

(ii) Establish, modify and/or introduce member services (benefits of membership/IFTDOValue Proposition) based on "Voice of the Customer/Membership" responses to theIFTDO Membership Survey.

(iii) Support the revamping of IFTDO's web site to provide improved services to mem-bers and enhanced image to prospective members, partners and other visitors.

(iv) Take maximum advantage of the opportunity to communicate our IFTDO ValueProposition (attract new members) at and/or via World Conferences.

(v) Identify upgrade requirements for the IFTDO booth used at Conferences and agreehow best we can use this facility to promote IFTDO Membership.

(vi) Identify appropriate organizations and "negotiate" Reciprocal Memberships thatwill benefit both organizations, IFTDO and the potential Reciprocal Member.

(vii) Identify potential new members and consider incentives for attracting them to join.

The Committee proposed the development of an important new tool for use in the IFTDObooth as well as on the website. The Collaboration Matrix, as it is called, is intended topresent member information in a uniform and meaningful way in order to facilitate accessand interaction between and among members. It will also directly support the introductionof the value of the Federation to visitors to the booth who are new to IFTDO and unawareof the breadth and depth of products, services, thought leadership and influence, repre-sented within IFTDO

The members of the Committee include: Ebrahim Al'Dossary (Bahrain), Marie Dayton(Australia), Abdel Bari Durra (Jordan), Bill Fenton (UK), Kayode Ogungbuyi (Nigeria), WeiWang (USA), Carol Panza (USA)-Chair and Uddesh Kohli (India)-SG (Ex-Officio)

Report of the Developing Countries CommitteeThe Committee has made some steady progress since the last report, including thefollowing:

IFTDO Associate Member World Learning, an organization doing development workin Developing Countries was awarded a USAID Skills acquisition project in Pakistanwith the support of IFTDO. According to the Fact Sheet, “Training for Pakistan isa four-year, USAID-funded project aimed at providing participant training servicesto USAID/Pakistan’s sector teams interested in exchanges or training. The projectfocus areas include Democracy and Governance, Education, Energy, Economic Growthand Health. The project is positioned to deliver demand-driven trainings that harnessthe full range of participant training resources to contribute towards the capacitydevelopment of partners across the Mission’s portfolio”. According to Matt Brownof World Learning, “more than anything else, the Project is currently supporting anumber of schools scholarships in Pakistan and in the US. The Project is alsoimplementing a number of study tours and in-country training programs on topicsrequested by USAID”.

Criteria for awarding IFTDO Conference scholarships to delegates from DevelopingCountries have been approved by the Board. Hopefully, delegates fulfilling thesecriteria would be able to attend the Dubai Conferences in 2014 and other futureconferences.

In line with one of the objectives of the Committee, an IFTDO World Conference hasbeen approved to be in Nigeria in 2016. Hopefully, the Conference will attractparticipants from Developing Countries and serve as a forum for exchanging ideas onHRD issues, particularly skills development in Developing Countries.

Slum to School, an organization mobilizing indigent students in the least privilegedparts of Africa has been invited to join IFTDO. Hopefully, the Chief Executive willattend the Dubai Conference and perhaps make a presentation to the Board on theachievements of the organization and how its work aligns with the vision of IFTDO.

In the realization of the objective of involving members from developing countries inthe IFTDO governance, Mr. Patricks Chinemerem of EMT – CREED (IFTDOAssociate Member) has been invited and has accepted to join the Developing CountriesCommittee as a member.

Mr. Raj Auckloo has also joined the committee. His organization, the Human ResourceDevelopment Council, Mauritius is presently working towards sharing some of theirbest practices in Skills Development Programme with counterparts in Africa andpotentially with other developing countries. Raj would be bringing this uniqueexperience and know-how to contribute to the Developing Countries Committee.Perhaps, through this, IFTDO might be able to assist in shaping a proper HRD planfor developing countries. Other members of the Committee are- Bill Fenton (UK),Helmi Sallam (Egypt), Winston Jacob (India), Abdel-Bari Durra (Jordan) and UddeshKohli (India)-SG-Ex-officio'.

Report of the Scientific and Awards Committee

The Scientific Committee has been active over the past year in managing the IFTDOGlobal Awards and developing our strategic collaboration with the University’s Forumfor HRD. (UFHRD).

The Awards section of the committee has been very ably chaired by Ray Bonar and Iwould like to thank him and our colleagues Professors Jim McGoldrick from UFHRD,Abdul Bari Durra and Jamie Callahan for their great dedication and skill in judging ofthe awards. Without theirr commitment and expertise, these awards could not takeplace. This year’s entrants produced a high calibre of submissions in all three categoriesof the award. Report of the Finance Committee

The operating performance in 2013 showed a surplus of $ 22,952 against $ 18,902last year. Our financial position continues to be quite healthy and the total funds areclose to $400,000 in cash and deposits. The main highlights are as follows:

Income: The total income in 2013 was $ 124,864 against $ 107,285 last year. Incomefrom Conferences was higher at $ 53,141 against $ 30,982 last year, due to higherreceipts from 42nd IFTDO World Conference held in New Delhi which showed agood surplus, and income from Regional Conference, held in November 2013 in Abuja,Nigeria. Income from membership subscription was slightly lower at $ 60,538 comparedto $ 62,878 last year. IFTDO needs substantial increase in membership so that thesubscriptions can meet a major part of the expenditure.

Expenditure: The expenditure on Administration in 2013 was $ 68,986 against $66,859 last year. The Directorates spent $ 5,673 against $ 8,049 last year. All effortshave been made to economize on expenditure so as to generate as much surplus aspossible, compared to budgeted surplus of $10,000.

Awards Fund: Our Award Fund consists of donations received from the Court ofHon’ble Prime Minister of Bahrain and Dubai Police Academy. After the expenditureof $ 7,343 on IFTDO Global HRD awards given in 2013, there is a balance of $13,971in the Fund which will cover Awards for one more year. The amount spent in 2013 hasbeen shown both as income (transferred from the Award Fund) and expenditure.
