Welcome to Asheville, North Carolina, and the 61st annual International
Highway Engineering Exchange Program (IHEEP) Conference. I think
you will find the conference, the city of Asheville, and all of western
North Carolina, a welcoming and wonderful place to explore the latest in
highway engineering technology while experiencing some of the best
craft beers in the United States.
The theme for the 61st annual IHEEP conference is “Technology on
Tap.” This theme honors the city of Asheville and its booming craft beer industry, while emphasizing we
need to use existing technology to its fullest. In other words, use your existing technology to its maximum
capabilities before jumping on the current bandwagon.
For those of you who are attending the IHEEP conference for the first time – Welcome to the family. To those
who have been before we are glad to have you back. Notice I said FAMILY, not conference, not organiza-
tion but FAMILY because as anyone who has attended before will tell you – HEEP is a family first and an or-
ganization second.
IHEEP 2019 will be my 32nd consecutive IHEEP conference. Think about that. Some of you attending this
year were not born when I attended my first IHEEP. HEEP has been around since we began using
computers in highway engineering in the early1960s. The fact I have attended over half of those meetings
boggles my mind. A lot has changed in technology since my first IHEEP in 1988 in Atlanta, Georgia. We
have moved from IBM mainframes that cost tens of thousands of dollars and took up an entire room to a cell
phone that cost several hundred dollars and that can design a bridge and fits in your pocket.
At my first IHEEP, my organization, the WVDOT, hadn’t started using CAD. I was still using a drafting
machine to draw bridges and checking my mainframe output with hand calculations. While personal com-
puters existed, it would be several years before my agency bought one. My first IHEEP showed me how
others were using the technology of the time to make engineering easier, more efficient, and productive.
Every IHEEP since has continued this tradition of knowledge and information exchange.
Take some time while you are here to soak up some of the history of technology by talking to your fellow
delegates and our old (you know who you are) and new technology partners/sponsors. Not only will you
learn how to apply today’s technology, but you will gain insight into where it came from and why we do what
we do. Get involved with your fellow delegates, introduce yourself, listen, learn, and most importantly ask
questions. IHEEP is an untold storehouse of technology information just waiting for you to take advantage of
it. One last bit of advice, most information exchange takes place outside of business hours. Make sure to
take some time to look around Asheville and spend some time in the hospitality room. You won’t regret it.

An award in memory of Mr. Ken Close, a long time member and supporter of HEEP, may be
given to honor one or more members at the annual meeting each year. Suggestions for the
award may be made to the President for consideration. The President will make the final
determination of any nominations and canvas the HEEP Officers for approval. The award is
not necessarily presented annually. Although no specific criteria have been established for
determining eligibility, recipients should reflect the goals of HEEP.
Kenneth (Ken) G. Close was a special projects engineer for the Federal Highway Administra-
tion and served as the Secretary of the AASHTO Subcommittee on Data Processing, now
known as the AASHTO Subcommittee on Information Systems. Ken was also the FHWA
designated delegate to the HEEP organization. In the 1970s the HEEP organization did not
enjoy the collaborative working relationship with AASHTO that we enjoy today. Ken worked
with Norm Baker of the Iowa DOT and Myron (Mike) Bacon of the Wisconsin DOT to improve
and expand the working relationship between the AASHTO IS Subcommittee and the HEEP
organization. This was a daunting task given the fact that the two venues had few common
attendees; however, the team prevailed, laying the groundwork for the supportive relationship
between the two organizations. Tragically, in 1984 Ken and his wife were involved in a fatal
automobile accident while returning from the AASHTO subcommittee meeting.
In 1985, HEEP President Jerry Coleman of the Maryland DOT made the recommendation that
HEEP establish a mechanism to recognize HEEPers who have provided long term support for
the organization. Jerry further suggested that the organization turn the tragic loss of Ken Close
into an opportunity to honor Ken's memory and significant contributions to HEEP via the estab-
lishment of the Kenneth G. Close Award. He, with the approval of the Board of Directors,
established the award in 1985.
